Das Buch versucht, die Dimension und die Struktur der Umweltprobleme in den Wirtschaftssystemen der ehemaligen RGW-Länder herauszuarbeiten und Handlungsalternativen und -erfordernisse aufzuzeigen. Es wird analysiert, wie und in welchen Bereichen die Umweltpolitik auf die ökologischen und wirtschaftlichen Herausforderungen reagiert hat und weshalb dauerhafte Erfolge nur im Ausnahmefall realisiert werden konnten. Betont wird in der Analyse das Vorliegen systemspezifischer Widersprüche in der Umweltpolitik in Verbindung mit ökonomischen Stagnationstendenzen. Da sich bei der eingeleiteten Transformation die akkumulierten Umweltprobleme als ein wirtschaftlicher Engpaßfaktor erweisen, könnten die ex-RGW-Staaten zu einem Testfall dafür werden, wie der Konflikt "Wirtschaftswachstum versus ökologische Sanierung" ansatzweise gelöst werden kann.
