ISBN 1-85604-388-6. $ 39,95.Il volume in oggetto, frutto delle differenti esperienze dei due Chowdhury (lui docente presso l'università scozzese di Strathclyde, lei presso l'università Nanyang di Singapore), si propone come una guida pratica per chi si vuole avvicinare al mondo delle fonti di informazione disponibili online o su CD-ROM.La prima parte del libro è dedicata alla definizione teorica di alcune questioni: da una breve introduzione storica e tecnologica, si passa a temi come la problematica del retrospettivo cartaceo per le fonti di informazione su supporto elettronico (mantenere entrambi i formati o sperimentare altre soluzioni) o le tecniche da utilizzare per sfruttare nella maniera più corretta e fruttuosa i nuovi strumenti a disposizione.Vengono anche spiegati sinteticamente i concetti di record, campo e sottocampo, con le varie opzioni di ricerca connesse e gli operatori booleani, il troncamento e la prossimità. Di particolare interesse sono le pagine dedicate alla valutazione delle fonti di informazione, dove gli autori propongono una griglia di criteri da utilizzare, sintetizzati nell'acronimo APPARATUS (Authority, Purpose, Physical production, Arrangement, Recency, Accuracy, Treatment, Users, Scope), che risulta applicabile alle più svariate fonti di informazione, come dizionari, enciclopedie, manuali, biografie, bibliografie ecc.Vengono poi analizzate, mediante esemplificazione, le tre principali tipologie di fonti utilizzabili: gli OPAC, tra i quali vengono scelti dieci esempi (purtroppo, come quasi sempre avviene in questo testo, la scelta ricade su esempi legati al mondo britannico e nord americano oppure asiatico, con particolare predilezione per Singapore e paesi limitrofi); le banche dati su CD-ROM, dei quali vengono esaminati otto esempi, con l'aggiunta delle due più diffuse enciclopedie su supporto ottico (la Britannica CD e l'ENCARTA della Microsoft); le banche dati online, tra le quali vengono prese ad esempio cinque, tra cui DIALOG e OCLC, fornendo anche una breve guida ai linguaggi di interrogazione.I successivi capitoli offrono una disamina delle principali fonti di informazione utilizzabili per le ricerche nelle diverse discipline, fornendo una guida più dettagliata per le basi di dati più importanti per ogni materia, e rimandando alle sette appendici presenti alla fine del volume per un elenco più completo delle fonti disponibili. Bisogna però sottolineare che la scelta delle fonti esaminate più nel dettaglio è, soprattutto per alcune materie, piuttosto discutibile. Ad esempio per le materie umanistiche le fonti prese in esame sono poche e generiche, mentre non sono prese in considerazione banche dati come MLA (Modern Language Association).Per le materie scientifiche vengono analizzate: EI Compendex; Applied Science and Technology in OCLC First Search; Wilson Applied Science and Technology Abstract in DIALOG; Grolier Multimedia Enciclopedia.Per le materie umanistiche: PsycLit; EconLit (in varie modalità); ERIC (Educational Resources Information Center).Per le materie economiche: ABI/Inform; Dow Jones Interactive; Lexis-Nexis; Global Market Information Database (GMID); Moody's Global Company Data.Per le materie giuridiche (con distinzioni tra fonti primarie e secondarie): Lexis-Nexis Academic Universe; 'Accounting and Tax'Database on DIALOGWeb; 'U.S. Copyrights'Database on DIALOGWeb.Per le materie mediche (genericamente): MEDLINE (nelle sue varie modalità); UnCover; OCLC.Le ultime materie ad essere trattate sono l'informazione governativa (dove risalta il GPO, Government Printing Office), gli standard e i brevetti (da ricordare la banca dati dell'ISO, International Standard Organization) e infine il tempo libero, come ad esempio fonti di informazione su sport o viaggi.Il testo si chiude con un breve capitolo dedicato ai possibili sviluppi futuri di questi strumenti di informazione, sottolineando, ad esempio, la possibilità di incrementare servizi agli utenti come bollettini elettronici delle novità o la SDI (Selective Dissemination of Information).Il volume nel complesso offre una guida pratica completa e ragionata all'utilizzo delle fonti di informazione disponibili online (sia gratuitamente che a pagamento) e su CD-ROM, ma è forse eccessivamente sintetico nella parte teorica per un manuale che dovrebbe essere destinato a studenti di biblioteconomia o documentazione.Un'altra pecca è la già segnalata predilezione per strumenti informativi di area anglosassone o est asiatica (le aree dove svolgono la propria attività i due autori) escludendo quasi del tutto dalla trattazione, ad esempio, le fonti riguardanti paesi come la Francia, la Germania o l'Italia, e comunque qualunque banca dati non in lingua inglese.

Issued on 1966, the Freedom of information act is certainly the most famous law regarding the right of access to public information. Often mentioned with the Privacy act, this text could be very important also for services to users for public, research or other kind of libraries. Importance connected with the necessity of giving to a user who is looking for a subject all the possible kind of information, traditional or not. So the opportunity to give the access to the documents produced by the United States public administration could be very useful for a library user.After a brief talk about the problem of the sources that can be useful for a panoramic view on the Freedom of Information Act, the law is examined more detailed.Using the FOIA. it's possible to ask government agencies to disclose certain types of records.FOIA defines an agency in that way: the agencies, offices and departments of the Executive branch of the federal government; independent federal regulatory agencies; federal government-controlled corporations. But FOIA does not apply to the federal entities, like the Congress, the Federal Courts or executive office staff such as the White House Chief of Staff, State and local government agencies or private organizations.There are also three exclusions and nine exemptions. If a record falls within any of these, an agency may refuse to disclose it, or denies the existence of the record itself if it falls within the three exclusions.It is important to remember that these exemptions are not mandatory, but discretionary. That means an agency can choose to release records to you even after it has determined the records fall within one or more of the above exemptions. The agency can also choose to give access to a record after the portions which are exempt have been deleted from it. There must be other two circumstances to access the record required. The agency record must already exists, because FOIA does not require an agency to create a record just to satisfy your request. The record must be within both the possession and the control of the federal agency at the time you make your FOIA request.The law establishes also times and costs for the answer of the agency and the eventual administrative appeal.It's a good practice to make a request under both Freedom of information act and privacy Act.The Privacy act, issued in 1974, give the right to U.S. citizens or permanent residents to ask government agencies about records regarding themselves.
