Politische Lügen in der Demokratie : begrifflich-theoretische Grundlagen, Erscheinungsformen und Rechtfertigungsprobleme
Vor dem Hintergrund des verbreiteten Vorurteils vom "verlogenen Politiker" setzt sich die vorliegende Arbeit systematisch mit dem strategischen und dem moralischen Stellenwert von politischen Lügen in Demokratien auseinander. Neben einer reflektierten Bestimmung dessen, was für politikwissenschaftliche Zwecke unter einer "politischen Lüge" verstanden werden sollte, werden mögliche Gründe, Ursachen und besondere Anreizstrukturen für politische Lügen in demokratischen Systemen identifiziert. Resultat dieser Analyse ist nicht nur eine Zusammenstellung konkreter Hypothesen, unter welchen Bedingungen Politiker lügen und in welchen Situationen sie dies tun, sondern auch eine neue typologische Unterscheidung von Mobilisierungs-, Funktions-, Options- und Signallügen, welche im politischen Tagesgeschäft eingesetzt werden können, um bestimmte Ziele zu erreichen. Hinsichtlich der normativen Frage, ob politische Lügen in Demokratien notwendig verwerflich oder ob nicht auch Szenarien vorstellbar sind, in denen es für Politiker entschuldbar, gerechtfertigt oder sogar moralisch geboten sein mag, zur Lüge zu greifen, werden mehrere Rechtfertigungsansätze aus jüngerer Zeit vorgestellt und in Bezug auf ihre jeweiligen Implikationen kritisch diskutiert. ; In view of the fact that politicians are often considered to be "chronic liars", the work in hand deals systematically with the strategic and the moral status of political lying in democracies. Besides thoroughly treating the question of how a "political lie" should be defined for scientific purposes, it identifies potential reasons, causes and special incentive structures regarding political lying in democratic systems. As a result, the analysis not only offers a set of hypotheses about when and why (in which situations and, respectively, under which conditions) politicians are prone to lie, but also a new kind of typological differentiation (mobilisation lies, functional lies, scope lies and signal lies). Each of these forms of political lying can be used to achieve specific political ends. The normative question is: Are all forms of political lying morally reprehensible in a democracy, or can some of them be excused or even justified from a moral point of view? Can it sometimes even be mandatory for politicians to lie? Concerning these matters, three contemporary justification approaches will be examined and discussed critically. ; 229 Seiten
