This paper is devoted to the analysis of the constitutional principle of "state sociality" in Canada, taking into account the implemented model of a social state. The method and features of securing the guarantees of the sociality of a state in the constitutional legislation of Canada are shown. Based on the analysis of the legislation, the authors made conclusions about the specifics of the sociality of the state in Canada. Analyzing the reflection of the "state sociality" principle in the judicial practice of the Supreme Court of Canada, the authors summarized its influence on the problems of a welfare state. ; Este artículo está dedicado al análisis del principio constitucional de la "sociedad estatal" en Canadá, teniendo en cuenta el modelo implementado de un estado social. Se muestran el método y las características de asegurar las garantías de la sociedad de un estado en la legislación constitucional de Canadá. Basado en el análisis de la legislación, los autores sacaron conclusiones sobre los detalles de la sociedad del estado en Canadá. Analizando el reflejo del principio de "sociedad estatal" en la práctica judicial de la Corte Suprema de Canadá, los autores resumieron su influencia en los problemas de un estado de bienestar.

This article discusses the constitutional enshrining versions of freedom of speech in Eastern European countries. Being reflected in all constitutions of this group of countries, freedom of speech received lexical interfacing with other freedoms or with ways of their realization. The systematization of constitutional articulation variants of freedom of speech allowed us to identify two fundamental approaches: securing freedom of speech and detailing it. In the considered constitutions, the formulation of "freedom of speech" is typical, which is complemented by freedom of expression of "opinion", "conviction", "one's own views", "thought", "thinking and thought", and disseminating "ideas, opinions, beliefs, information". It was revealed that in a number of constitutions, the freedom of speech is articulated through law, which creates the conditions for its excessive regulation. "Everyone" traditionally act as the constitutional addresses the freedom of speech.

The article presents a comparative analysis of inclusive education training in the Russian Federation, Germany and Italy based on the analysis of the provisions of the United Nations Convention on the Rights of Persons with Disabilities, also related to the development of inclusive education in member countries. At a methodological level, the study was built on the basis of a dialectical approach to the study of legal phenomena and processes, using a general intellectual process for the processing of sources of type: (systemic, logical, analysis and synthesis), all within the framework of documentary observation close to legal hermeneutics. The study of the concluding observations on the initial report of the states participating in the Convention mentioned above allows concluding that the approaches to inclusion are heterogeneous in different countries of Western Europe before signing and ratifying the United Nations Convention on the rights of People with disabilities. Furthermore, the document sought to determine the level of development of inclusive education, its problems and prospects in Russia compared to the states of Western Europe.

In this article, general and specific approaches to the consolidation of provisions on the territories within the state have been identified, on the basis of textual analysis of the federal states' constitutions. The characteristic of the relevant constitutional norms is given. Taking into account constitutional specificity of listing the types of the state territories, classical and variational models were proposed in this article; the constitutions of federal states, distinguished by their originality in the studied group of legal relations, were defined.

The objective of the research was to analyze the Latin American experience in constitutional guarantees regarding freedom of expression in the media. The document summarizes the results of a comparative legal study dedicated to the texts included in the constitutions of the Latin American states regarding the identification of norms that guarantee the freedom of the media in them. It has been established that most of the declared constitutions contain traditional guarantees of media freedom expressed in the legalization of this substantive freedom, its implementation without censorship and restrictions under the threat of responsibility for its abuse. Methodologically, the study was built on the basis of a dialectical approach for the dissemination of legal phenomena and processes using general scientific methods (systemic, logical, analysis and synthesis) and particular. In conclusion, it is evident that it is typical that the constitutions of Latin American states combine freedom of thought, expression and media in a single provision. In all other aspects, the list of identified guarantees is variable and in many countries they have no impact on the concrete reality.

This article refers to a comprehensive vision of the right to information as the main means of legal protection of the information needs of citizens in general. Based on psychological assumptions, the author justifies the importance of such needs in the life of modern society. The article details the issue of creating and guaranteeing the correct functioning of a special authorized administrative body, to act as an instance of appeal and supervision in the course of the legal regulation of information and the underlying legal relationships. By way of conclusion, the authors especially emphasize the need to overcome the culture of secrecy, a type of undemocratic government, and refer to other requirements and accepted standards in this area to guarantee the enjoyment and enjoyment of this right at all times.

The article presents the analysis of the authors of the constitutional acts of the European states with a bicameral parliament with the aim of establishing some typical forms of interaction between the houses of parliament. The study has shown that the joint sessions (on the oath of the head of state, the presidential elections, the decision to declare war, the granting of pardon); formation of permanent and temporary commissions and commissions; The formation of the superior bodies of state power or the appointment of officials serve as typical forms of interaction between the houses of parliament. Within the legislative sphere, such typical forms of interaction between the houses of parliament are disclosed as the passage of the bill in both houses in an identical version and "tacit consent". It is concluded that the typical forms of interaction between the parliamentary chambers of the European states reflect their sovereign but established approaches, elaborated by doctrine and tested by practice. ; El artículo presenta el análisis de los autores de los actos constitucionales de los estados europeos con un parlamento bicameral con el objetivo de fijar algunas formas típicas de interacción entre las cámaras del parlamento. The article is devoted to the identification of spheres and associated forms of interaction between the chambers of modern bicameral parliaments. It was noted that the constitutional forms of inter-chamber cooperation differ by considerable variety and depend on a legal status of chambers. On the basis of constitutional legislation analysis, the article proposes the systematization of spheres and the forms of interaction between the chambers of parliaments.
