Bosnia and Herzegovina: (Impractical) policy and (il)logical law

There are numerous issues of the constitutional system of Bosnia and Herzegovina which are controversial. They are often conditioned by the author's ideological and political views, but also by different theoretical approaches to the analyzed problems. These are fundamental questions of every constitutional system, on the solution of which more important things than academic discussions depend like the functioning of the state and the realization of fundamental constitutional principles. The author of this paper has used the opportunity to present his views on a number of fundamental issues in one place, to explain them once again, to compare his views with the views of other authors and to point out the structural flaws in the Constitution itself, which allow opposing views. The author deals with issues such as: minimal and fundamental consensus necessary for the functioning of the constitutional system; the nature of the mandate of the members of the Presidency; the relationship between consociation and liberal democracy in the constitutional system; the problem of legal (dis)continuity of entities.
On the recall of a mayor in Republika Srpska

In this paper, the author analyzes the institution of recall of a mayor in the legal system of the Republika Srpska by critically examining the provisions of two legislative acts: The Election Act of Republika Srpska and the Local Self-government Act of Republika Srpska. The institution of recall has a serious democratic potential because it is an instrument enabling political control of mayors by citizens. However, the current legal solutions in Republika Srpska limit this potential because they do not encourage citizens to use this instrument of political control, which is not the case with political parties. Given the fact that the decision on initiating the recall procedure depends on a local assembly, recall has very often been used as a tool for political confrontation between a local assembly and a mayor, while the citizens have remained a second-class political subject. The Election Act of Republika Srpska does not contain adequate provisions on the protection of rights of citizens and political subjects during the recall procedure. In fact, this issue is relatively unregulated or underregulated. The Local Self-government Act of Republika Srpska protects a local assembly which triggers an unsuccessful recall procedure since there is no legal guarantee that such a local assembly would be dissolved. The author proposes different solutions which should improve the regulation of this legal institute and reduce the possibility of turning it into a tool for political manipulation.
EUROPEAN PARLIAMENT'S CONTROL OF THE EUROPEAN COMMISSION – PROCEDURAL ASPECTS
The purpose of this work is to give legal analysis of the procedures for the political control of the European Commission by the European Parliament. The author has used the legal method for the analysis of legal acts which introduce in the EU political system the tools of political control which have been known in different systems of government based on the separation of powers. The use of comparative method has to facilitate the answer to the question whether the EU lawmaker could and should use the instruments of the political control which have been prescribed in the national legal systems. Well-known instruments of the political control, such as parliamentary questions, inquiry, and the vote of no confidence, have been prescribed in different acts. However, legally prescribed conditions for the use of these instruments are usually quite strict. It seems that they exist only as legal and political possibility but they don't have any practical value. Therefore, it could be said that the political control of the Commission by the Parliament is more an idea than reality.

Networks with distributed sensors, e.g. cognitive radio networks or wireless sensor networks enable large-scale deployments of cooperative automatic modulation classification (AMC). Existing cooperative AMC schemes with centralised fusion offer considerable performance increase in comparison to single sensor reception. Previous studies were generally focused on AMC scenarios in which multipath channel is assumed to be static during a signal reception. However, in practical mobile environments, time-correlated multipath channels occur, which induce large negative influence on the existing cooperative AMC solutions. In this paper, we propose two novel cooperative AMC schemes with the additional intra-sensor fusion, and show that these offer significant performance improvements over the existing ones under given conditions.
Factorial Structure of Trunk Motor Qualities and Their Association with Explosive Movement Performance in Young Footballers

This study examined the factorial structure of trunk motor qualities and their associations with explosive muscular performance of football players. Ninety-one young male football players (age: 15–21 years; body height: 1.78 ± 0.07 m; body mass: 70.3 ± 7.5 kg) performed a series of tests: four standing and four seated isometric trunk strength tests, seven trunk power (medicine ball throwing) tests, four trunk endurance tests and four explosive movement performance tests. A principal component factor analysis (PCA) was used to determine the structure of trunk motor qualities, and correlational analyses were used to assess linear associations between trunk motor qualities and explosive performance. The PCA revealed four independent factors—trunk power, standing and seated isometric trunk strength, and trunk muscle endurance. Only trunk power had significant moderate, logically positive associations with sprint and vertical jump performance (common variance: 25–36%), while other associations between trunk motor factors and explosive movement performance were generally low to very low. These results indicate that trunk muscle functions of football players can be described with three independent motor qualities—trunk power, trunk strength and trunk muscle endurance, with only trunk power being moderately associated with players' sprinting and jumping performance.
