Cet essai montre que les auteurs cités par S.C. Stimson (G. Wood, L. Hartz, J. Pocock...) se situent dans l'orientation orthodoxe et que la pertinence des archives et du Fédéraliste est expliquée ainsi que les rapports entre les buts constitutionnels et la stratégie pour les réaliser. A rencontre de l'approche « contextualiste » évoquée par Shannon C. Stimson, il signale l'importance de déceler surtout le raisonnement délibéré des Constituants pour comprendre le régime américain et son histoire. Longtemps méconnue par l'orthodoxie contemporaine, la redécouverte de ce mode de raisonnement permet non seulement de mieux saisir un régime fondé sur les distinctions subtiles entre gouvernement démocratique et gouvernement constitutionnel, mais aussi de repenser la raison pratique comme fondement de la perception politique.

Contradictions in currently dominant academic views on the Constitutional founding of the United States induce us to reexamine the deliberate reasoning informing its institutions, and thus to rediscover the problematic tension which exists between constitutional and democratie government. Madison's well-known argument at the Constitutional Convention on the problem of factions has been insufficiently related to what The Federalist calls the motives of passion and interest, which must be considered both in the elaboration of institutions and in respect to the fourfold aim of the Constitutional design : a popular government that is nevertheless attentive to the requirements of minority rights, political stability, and governmental competence. The solution to these competing aims of the common good led to the willful transformation of an agrarian society to a commercial republic in a vast federal territory. In examining this solution by the American founders to the problem of constitutional statescraft, one may see the symbiotic relation between the task of multiplying factions and the Constitution 's provisions for commercial growth combined with the separation of powers and federalism. Under decentralized political institutions and a commercial political economy, the multiplication of occasions for rival ambitions and interests attenuates their effects by diminishing their scope, in a way permitting that political moderation which is the condition for giving place, under the requisite degree of national consensus, for deliberate reasoning in the highest levels of government. This solution to the problem of constitutional rule requires, therefore, policies which promote equality of individual opportunity ; but it also requires opposition to policies leading to equality of result. Whether or no.t this solution be the best possible, contemporary studies which abstract from these considerations of prudence risk distorting thereby the perception of American political and social questions.

Die Politische Philosophie unterscheidet sich in ihrer Argumentationsweise von den zeitgenössischen politischen Studien, seien sie nun analytisch oder synthetisch, durch das Prinzip der Bedachtsamkeit. Diese Logik prägt die Untersuchungen von Strauss zur Geschichte der Politischen Philosophie, welche zugleich eine politische Lehre vermitteln: die Wiederentdeckung der Bedachtsamkeit als Ausdruck der politischen Vernunft. As originally understood, political philosophy is distinguished not only by ils subject matter but by its mode of expression. A form of philosophy that is politic, or prudent, its mode of reasoning differs from the analytic or synthetic modes which mark contemporary political studies. Nonetheless, ordinary political language continues to reflect the logos of prudence which is elaborated by political philosophy as originallv conceived. The attempt to recover that logic has guided the studies by Leo Strauss in the history of political philosophy. But those studies are not merely historical ; they evidently convey, however indirectly, a political teaching. By attempting to understand the political philosophy of Leo Strauss, the present essay seeks to understand the relation between his written word and the unstated prudence that informs it. In this way, thé essay attempts to recover that prudence which is the expression of practical, or political, reason.

A son origine, la philosophie politique se distinguait à la fois par sa matière et par son mode d'expression. Forme de la philosophie qui est politique, ou prudente, son mode de raisonnement diffère de ceux, analytiques ou synthétiques, qui marquent les études politiques contemporaines. Néanmoins, le langage politique commun continue de refléter le logos de la prudence qu'élabora la philosophie politique telle qu'elle fut comprise à ses débuts. La tentative de découvrir cette logique a déterminé les études qu'a faites Léo Strauss de l'histoire de la philosophie politique. De toute évidence, ces études ne sont pas qu'historiques. Elles transmettent, bien qu'indirectement, un enseignement politique. Tenter de saisir la philosophie politique de Léo Strauss, c'est chercher à comprendre le rapport entre ses mots écrits et la prudence silencieuse qui les informe, et, en ce sens, redécouvrir la prudence qui est l'expression même de la raison politique.

PERCEPTION POLITIQUE ET THÉORIE DE LA CONNAISSANCE DANS L'OEUVRE DE JEAN-JACQUES ROUSSEAU, par TERENCE MARSHALL
Les conceptions épistémologiques de Rousseau affectent ses perceptions et son discours sur la politique. L'accord de Rousseau avec la critique moderne des idées innées et son désaccord avec le monisme matérialiste dans la psychologie empirique ne rendent pas seulement compte de la manière (ou méthode) par laquelle Rousseau perçoit la politique, mais aussi du remplacement de l'idée classique de la raison pratique par les principes formels d'égalité et de liberté comme principes du jugement politique. La reconnaissance par Rousseau des limites du formalisme, comme étant le motif d'une pratique individuelle, explique son emploi d'artifices à la fois rhétoriques et poétiques, servant à donner une substance dynamique aux "formes" que son enseignement préconise. Sa vision politique devient ainsi une synthèse ingénieuse du formalisme mathématique et de l'aisthesis poétique.
