The recent rejection of the Lisbon Treaty by the majority of the Irish voters could possibly initiate a dynamic, seriously threatening the processes of European integration as well as EU-enlargement. Facing a rather euro-skeptic population and a challenging European environment, the incumbent Croatian government has no choice but to continue with accession talks while also attempting to complete-accession negotiations as quickly as possible, in order to present Croatia as a country that could be easily integrated into the ED. It would likewise be necessary for the government to proceed with structural reforms in specific policy areas, and to cope with such comprehensive tasks as battling corruption, depoliticizing while also bolstering the judiciary, building the necessary capacity in public administration, and improving local governance. The paper looks into the justifiability of cirticisms levelled at the role of the World Bank. The meaning & guidelines of two major legal & economic reforms in Croatia are outlined: the changes in labour laws & the implementation of pension reform. The first part of the text deals with the role of deregulation policy, which has probably improved labour market flexibility, but also significantly increased job insecurity. The second part is devoted to the pension reform as an example of privatizing public service sector. The paper investigates the goals of the World Bank as well as the local reform participants. The final part of the paper offers brief conclusions. The main argument is that the described structural accommodations have been designed primarily with the criterion of economic efficiency in mind while the social aspects have been systematically overlooked. 2 Tables, 4 Figures, 47 References. This article examines the negotiation phase on two levels: First, it assesses domestic organising, the processes of adopting a negotiating position and the relevant actors involved. By a comparative analysis of the experiences from Estonia, Slovenia and Hungary, "best management" practises will be condensed. These are subsequently applied to Croatian negotiation management in order to identify potential problems. In a second step, the findings will be put into the wider context of the political consequences of the negotiation strategy, providing recommendations for alternative modes of domestic organising. It will be argued that the Croatian negotiation structure is streamlined in order to match ambitions to complete negotiations in a very short time. However, this institutional set-up concentrates one-dimensionally on executive expertise and reinforces problems in domestic representation and legitimisation. It therefore fails to accommodate to new strategic developments like enlargement-fatigue in the European Union and "euro-fatigue" in Croatia.

'Der Weg zu einer Vertragsreform der EU bleibt steinig und lang. Nachdem der Verfassungsvertrag politisch gescheitert ist, verläuft auch die Ratifikation des Lissabonner Vertrags nicht ohne Rückschläge. Maßgeblichen Anteil daran hat die kontroverse Diskussion des Vertragswerks in Tschechien. Nachdem die Unterhausabgeordneten die EU-Reform nach einer Serie von Verzögerungen im Februar 2009 gebilligt haben, stehen nun noch die Zustimmung des Senats und die Unterschrift des euroskeptischen Präsidenten Václav Klaus aus. Durch das erfolgreiche Misstrauensvotum im Prager Abgeordnetenhaus hat sich nun eine bereits schwierige innenpolitische Konstellation weiter verkompliziert. Der Schachzug der Opposition hat den Präsidenten zur bestimmenden Figur der tschechischen Innen- und Außenpolitik gemacht. Überdies entfällt ein wichtiger disziplinierender Faktor für die größtenteils euroskeptischen Senatoren der Bürgerpartei, da deren pragmatische Führung nicht mehr in die Regierung eingebunden ist. Diese Entwicklungen bedeuten für die EU einen doppelten Rückschlag: Zum einen kann die neue Expertenregierung wichtige Führungsaufgaben des Ratsvorsitzes kaum erfüllen. Schwerwiegender sind jedoch die schlechteren Aussichten auf einen erfolgreichen Abschluss der Ratifikation des Lissabonner Vertrags. Im Umgang mit dieser diffizilen Situation sollte darauf geachtet werden, den Euroskeptikern im Vorfeld der Europa- und Parlamentswahlen keine Argumente zu liefern. Da es zweifelhaft ist, ob die Senatoren argumentativ erreicht werden können, sollten Vertragsbefürworter aller Parteien gezielt unterstützt werden. Insgesamt sind die Möglichkeiten zur externen Einflussnahme jedoch begrenzt. Insofern liegt es nahe, Maßnahmen zur nachsorgenden Schadensbegrenzung für den Fall vorzubereiten, dass der Ratifikationsprozess scheitert.' (Autorenreferat)
