This paper describes a dataset about institutional and interpersonal trust, life satisfaction and health in Cali, one of the major cities in Colombia, South America. Data was collected with the purpose of monitoring trust levels in the population and to serve as baseline information to monitor changes in population trust after the implementation of government interventions aimed at increasing institutional trust. Data was collected in 2017 with subsequent waves in 2018 and 2019, this manuscript presents data collected in 2017, which corresponds to the data analyzed in the paper related to this manuscript. The information was gathered through a population survey to over 1200 adults' city residents, randomly selected in face to face interviews. Data described also reports information on life satisfaction, physical and mental health, and socioeconomic characteristics. This information is useful for policy making purposes insofar as allow the monitoring of outcomes that are relevant for local and national governments that implement programs that affect trust, subjective well-being and health. Taken as a whole, data also allow to build composite indicators for interpersonal and institutional trust and social capital. This research was fully financed by Universidad Icesi through the Observatorio de Políticas Públicas –POLIS- to monitor citizens' perceptions of a different array of government interventions that affect the outcomes in which data was collected. Measures on trust, life satisfaction, and health follow international measurement standards set by the OEDC and Centers for Disease Control and Prevention to allow international comparisons.

This paper describes one large multi-annual research project–CaliBRANDO–about subjective wellbeing in a developing country. CaliBRANDO is a life satisfaction measurement system implemented in Cali, the third largest city in Colombia, South America. Data have been collected annually since 2014 and aim at collecting comprehensive temporal information about individual-level subjective wellbeing and its relationship with government performance. CaliBRANDO is the only study in Colombia that measures subjective wellbeing in a large city in this way. This paper presents the methodology followed in the study and discusses the relevance of the data collected.

Education has always been a concern shared by the public, private and by the Church as a real power. The importance of education is given by many factors including the ability to disseminate ideas and the possibility of building new ones.The law has worked to rebuild the consecrations of the constitutional right to education and its legalization and regulation in different historical periods, so the analysis has been focused on the rules, staying in a purely positivist approach is that while Indeed, it is the center of the legal to do, so that research is today part of positivism and goes to the dogma, because this being a work that seeks to commemorate the bicentennial of the Constitution is necessary to bring the reconstruction and construction of the an inclusive history analysis, where the facts, context and principles are used as lenses for thinking about existing regulations in the period indicated.This article is dedicated to reconstructing the history of the period between 1830 and 1853 as a single source and takes the newspaper the Constitutional Cundinamarca This is intended to outline the controversies in education in this department, the research aims to conduct comparative analysis on the evolution and development of rights in every region of the country, then compare with the national statements and subsequent regulation generally.The article is divided into two parts, one devoted to the study of education in Colombia, its significance and content, is divided into three parts, the importance of education as the leaders of the era of Cundinamarca, the moral and healthy subjects Colombian education and the characteristics of the primary, the second part is devoted to the study of education from the scope and regulation, and is divided into three parts, the teaching of political economy, home education and the Code of public education. It is clarified that all appointments are not an author, since in the newspaper The Constitutional referenced are not the authors of the articles, it is clear that the editing and publication of the article. Additionally, it notes that this movement is bi-weekly newspaper, and the editors are trained in Christian doctrine. ; La educación ha sido siempre una preocupación compartida por los sectores públicos, privados y por la Iglesia como factor real de poder. La importancia de la educación está dada entre otros muchos factores por la capacidad de difusión de ideas y la posibilidad de construcción de otras nuevas.El derecho se ha ocupado de reconstruir las consagraciones constitucionales del derecho a la educación, así como su reglamentación y legali zación en los diferentes periodos históricos, con lo cual el análisis ha estado focalizado en la normatividad, quedándose en un enfoque netamente positivista que si bien es cierto, es el centro del que hacer jurídico, también lo es que la investigación que hoy nos ocupa parte del positivismo y llega hasta la dogmática, pues siendo este un trabajo que busca conmemorar el bicentenario constitucional es necesario aportarle a la reconstrucción y construcción de la historia un análisis incluyente, en donde los hechos, los contextos y los principios son utilizados como lentes para la reflexión sobre las normatividades existentes en el periodo señalado.Este artículo está dedicado a reconstruir la historia del periodo comprendido entre 1830 y 1853 y toma como fuente única el periódico "El Constitucional de Cundinamarca", con ello se pretende reseñar las controversias en materia educativa en este departamento, ya que la investigación busca realizar análisis comparativos acerca de la evolución y desarrollo de los derechos en cada una de las regiones del país, para luego confrontarlas con las declaraciones nacionales y su posterior regulación general.El artículo se divide en dos partes, la primera dedicada al estudio de la educación en Colombia, su importancia y contenidos, se divide en tres partes la importancia de la educación según los líderes de Cundinamarca de la época; la sana moral y otras asignaturas en la educación colombiana;y las características de la instrucción primaria; la segunda parte está dedicada al estudio de la educación desde su alcance y regulación, y se divide en tres partes, la enseñanza de la economía política, las casas de educación y el Código de instrucción pública. Based on a new constitutionalism approach, it offers updated bibliographic resources for further research related with this topic. ; Este artículo presenta una revisión general de la literatura nacional e internacional acerca diversos enfoques y temáticas relacionadas con el respeto y el ejercicio de los derechos por las fuerzas militares. El tema de los derechos fundamentales y los militares es abordado desde el neoconstitucionalismo y ofrece recursos bibliográficos actualizados para estructurar marcos teóricos para la investigación relacionada en este tema.

The informal economy accounts for half of the economic activity in Colombia. Street vending is a major part of the informal sector. In the context of a rapid urbanization due to internal conflicts, low skilled workers find a last resort for income generation as street vendors. Even though studies have revealed that street vendors can have high profits, they usually remain poor. A primary reason is their continuous indebtedness outside the regulated financial market. This paper proposes a comprehensive questionnaire survey on the socioeconomic profile of street vendors. This tool can be used to assess the individual credit risk and incentivize the financial inclusion of the poor. It can also be used for evaluation processes by the government or impact investors.

This article is the second product of the theoretical framework creation process on constitutional actions and political minorities, a project that is being carried out within the investigation lines on constitution and society, of the Universidad Javeriana Law School Public Law research centre. Thus the reader will find in this writing a general characterization on the legal constitutional recourses in Europe, identifying the subjects that might file such recourse, its types, its effects and its consequences. On the other hand, a summary is made as to the constitutional recourses filed by the parliamentary minority in the Spanish case, in order to clarify both its legal framework and its practical development in that country. ; Este artículo es el segundo producto dentro de un proceso de creación del marco teórico acerca del recurso de inconstitucionalidad y de las minorías políticas, proyecto que se viene adelantando en la línea de justicia constitucional y sociedad del grupo 􏰓estudios de derecho público􏰔 de la Facultad de Ciencias Jurídicas de la Pontificia Universidad Javeriana. Es así como el lector encontrará en este escrito una caracterización general acerca del recurso de inconstitucionalidad en la práctica europea, identificando los sujetos legitimados para interponerlo, sus modalidades, los efectos y las consecuencias del mismo. Por otra parte también se hace un recuento acerca del recurso de inconstitucionalidad interpuesto por la minoría parlamentaria en el caso español, con el fin de dejar claros tanto el marco jurídico como el desarrollo práctico del mismo en dicho país.

In this article the reader Hill find a vision about what had been named by the doctrine as judicial activism, doing emphasis in the labor that The European Tribunal of Justice as one more of the configurative agents of the European Union, labor which permitted to catalog it as activist. As an answer to the question initially formulated, the find- ings are that effectively the European Justice Tribunal had been an activist tribunal, which has subrogated its competences, had openly created legal norms with its self- qualification as a Constitutional Tribunal and initially such activism generated great and deep tensions with some of the member states but, with time, and the moderation of its acts, in part of the National Constitutional Tribunals as the European Tribunal of Justice, the relations between each other had improved arriving to the possibility of talking to- day of the articulations between such tribunals. Then, the study of the principles of jurisprudential creation of the European Tribunal of Justice (direct efficacy of the communitarian law over the internal law of any hierarchy), the manifestations of the Tribunal of Justice as a Constitutional Tribunal, and the relations of tension and harmonization between the different Constitutional tribunals of the member states and the European Tribunal of Justice will constitute the object of study of this article. ; En este artículo el lector encontrará una visión acerca de lo que se ha denominado por parte de la doctrina como el activismo judicial, haciendo énfasis en la labor que ha desempeñado el Tribunal de Justicia Europeo como uno más de los agentes configuradores de la Unión Europea, labor que ha dado lugar a catalogarlo de activista. Como respuesta a la pregunta formulada inicialmente, se encuentra que efectivamente el Tribunal de Justicia Europeo ha sido un tribunal activista, que se ha arrogado competencias, que ha creado abiertamente normas de derecho mediante su autocalificación como Tribunal Constitucional, y que inicialmente dicho activismo generó grandes y profundas tensiones con algunos de los estados miembros pero que con el paso del tiempo y la moderación en sus actuaciones, tanto por parte de los Tribunales Constitucionales nacionales como por parte del Tribunal de Justicia Europeo, las relaciones entre unos y otro han mejorado llegándose hoy a la posibilidad de hablar de articulaciones entre dichos tribunales. En consecuencia, el estudio de los principios de creación jurisprudencial del Tribunal de Justicia Europeo (eficacia directa del derecho comunitario y primacía del derecho co- munitario sobre el derecho interno de cualquier rango), las manifestaciones del Tribunal de Justicia como Tribunal Cons- titucional, y las relaciones de tensión y armonización entre los diferentes tribunales constitucionales de los estados miem- bros y el Tribunal de Justicia Europeo, serán los temas que constituirán el objeto de estudio del presente artículo.

Since ancient times until today the concepts of minority and democracy have adopted different meanings, becoming both ambiguous concepts. However, it is possible to state that as of the configuration of the democratic State, the majority rule stops being a simple numerical assessment and becomes a dual protection principle, like that of majority and minority, in the means that both the activity of the most like that of the least, as well as the public and private agents are submitted to this respect and guarantee of the rights, values, and principles consecrated in the Constitution of each State. The work then, shows some of the changes that the constitutional jurisdiction has experimented in relation to the protection of the minorities and of the respect of the democratic and plural principle consecrated in the Constitution. Thus, the constitutional justice of today is a justice that has been implemented in its smooth running and in its procedures, mechanisms which allow the demonstration of the opinions of the minorities. ; Desde la antigüedad hasta hoy los conceptos de minoría y democracia han adoptado diferentes significaciones, constituyéndose ambos en conceptos equívocos. Sin embargo, es posible afirmar que a partir de la configuración del Estado democrático, la regla de mayoría deja de ser una simple valoración numérica y se convierte en un principio dual de protección, como lo es el de mayoría y minoría, en la medida en que tanto la actividad de los más, como de los menos, así como de los agentes públicos y privados se encuentra sometida al respeto y garantía de los derechos, valores y principios consagrados en la Constitución de cada Estado. Este trabajo entonces, muestra algunos de los cambios que ha experimentado la jurisdicción constitucional a propósito de la protección de las minorías y del respeto del principio democrático y plural consagrado en la Constitución. Así pues, la justicia constitucional de hoy, es una justicia que ha implementado en su funcionamiento y en sus procedimientos, mecanismos que permiten la manifestación de las opiniones de las minorías.

COVID-19 pandemic is harming many social and economic spheres beyond physical health. The subjective well-being of the population (positive emotions and life satisfaction) and the prevalence of stressors affecting good mental health like worry, depression, and anxiety are increasing worldwide. This analysis presents evidence of subjective well-being and mental health in Colombia, South America, during the current crisis. The data for this analysis comes from an online survey released after one month of quarantine. In total, 941 adults participated in the study. Results show that women are more affected by their well-being and experience more often worry, depression, and anxiety than males. In particular, younger women and from the lower socioeconomic strata. Respondents identify three primary concerns because of the pandemic: i) financial consequences, ii) health (personal and loved one's health), and iii) productivity. Respondents are, on average, more concerned for the health of loved ones than their health. 49% of study participants report having an income reduction as a consequence of the pandemic, but women in all subgroups analyzed are more affected than males. In terms of productivity –working remotely-, educated people, and from 50+ age range, feels more productive working from home. Evidence from this analysis contributes to the broader research of the consequences of COVID-19 on the well-being of the population. Evidence comes from a country in the global South with high population ratings of subjective well-being, happiness, and life satisfaction before the pandemic. 

This data article describes two data sets about the socioeconomic conditions of recyclers in Cali, the third largest city in Colombia, South America. Data collected were aimed at understanding the social and economic conditions of this population in order to provide information for crafting policy alternatives for poverty alleviation. Information was collected in two waves in 2013 and in 2015. The first data collection (2013) was focused on a subgroup of recyclers and the second data collection (2015) was a census. In total, more than 3000 direct surveys to recyclers were conducted at individual and family level. In both data collection rounds, information about socioeconomic factors, health, working conditions, access to welfare programs and family composition was gathered. Both data rounds were financed by the local government as an input to design policy interventions to improve the recyclers' quality of life in the city. The data of this manuscript is associated with the publication (Estrada et al., 2017).

Introducción: se llevó a cabo una indagación acerca del modelo de justicia transicional que se implementó en Colombia en el acto legislativo 01 de 2012, con la finalidad de dar solución al conflicto armado que viene enfrentando años atrás, debido a que al parecer los delitos cometidos por los infractores superaron los límites del transgresión política. Métodos: investigación de carácter documental y descriptivo correlacional; se utilizaron como unidades de análisis la doctrina, jurisprudencia y normatividad, para así definir la caracterización del modelo de justicia transicional implementado en el acto legislativo 01 de 2012, y su conexidad penal con el delito político. Resultados: se espera encontrar las razones que conlleven a determinar las causas para dar primacía al modelo de justicia transicional implementado en el acto legislativo 01 de 2012. Conclusión: esta investigación aún no presenta conclusiones, debido a que se encuentra en construcción.
