A través de la historia de lo construido, la teoría, apoyo esencial de la práctica y ésta, han aparecido dicotomías, no necesariamente reales. A veces estos rompimientos se refieren a ordenes politizantes o a ausencias conceptuales. Sin embargo sabemos que teoría y práctica son en esencia una sola, como cuerpo y espíritu. El ahora llamado NUEVO URBANISMO que parece estar siendo proclamado y construido en el hemisferio norte, desea reintegrar los componentes de la vida moderna como -vivienda, sitio de trabajo, compras y recreación- en vecindarios amigables, peatonales de uso mixto, unido a un marco mediante tránsito vehicular y dentro de un sistema regional de espacio abierto.
ONTARE. REVISTA DE INVESTIGACIÓN DE LA FACULTAD DE INGENIERÍA Los Residuos Sólidos Municipales, son un nuevo objetivo de las admi- nistraciones municipales debido a las consecuencias negativas que trae su manejo y gestión inadecuados: problemas de salud, contaminación, etc. En Colombia, la práctica más utilizada para el manejo de los residuos sólidos municipales es la disposición final en rellenos sanitarios, sin embargo, no todos los residuos que se disponen son no aprovechables: (a) la fracción inorgánica que no tuvo separación en la fuente, pierde su posibilidad de incorporarse en cadenas de valor; (b) la fracción orgánica, que se produce durante la preparación de alimentos en casas, restaurantes y empresas, tiene usos potenciales como el abono, que es el más tradicional u otros procesos que usan dicho material como inicio. Este artículo busca explicar dos posibilidades de uso y valorización de la Fracción Orgánica de los Residuos Sólidos Municipales (FORSM o FORSU), desde los resultados obtenidos en dos investigaciones realizadas en la Especialización en Gestión de Residuos Sólidos de la Universidad EAN. En Colombie, la solution la plus fréquente pour l'élimination définitive des déchets est leur mise en décharge, même si ces déchets solides ne sont pas tous inutilisables: I) la fraction non organique qui n'a pas été séparée à la source perd son potentiel d'utilisation dans les chaînes de valeur et II) la fraction organique qui est produite au cours de la transformation domestique des aliments, dans les restaurants et les entreprises, est potentiellement utilisable (traditionnellement en tant que composte, même si de nouvelles utilisation apparaissent). Cet article tente d'expliciter deux possibilités d'utilisation et de valorisation de la Fraction Organique des Déchets Solides Municipaux (FODSM) sur la base de travaux de recherche de la spécialisation en gestion des déchets solides de l'Université EAN. ; ONTARE. This article is framed in the study of the effectiveness of management teams within a municipality of Chillan, Ñuble region, Chile. The objective was to determine limitations, challenges and opportunities in the construction of an effective municipal management team, in order to ensure the solution of the problems of the local community, from the perspective of the internal municipal logic. The research is positioned from the interpretative paradigm, the methodology was qualitative. The study used a semi-structured interview as the main information gathering technique, which was applied to the directors of the municipality of Chillán, the mayors of Providencia and Peñalolén and experts from the academic world and public administration. A second technique was a focus group worked with the management team, in order to reinforce key concepts associated with the categories of the study. Finally, documentation analysis was carried out on internal files of the Municipality, internal operating regulations, review of the municipal web page and Administrative Statute of the municipal employees. The analysis of the information collected was based on the use of the content analysis technique. ; El presente artículo se enmarca en el estudio de la eficacia de los equipos directivos al interior de la municipalidad de Chillan, región de Ñuble, Chile. El objetivo fue determinar limitantes, desafíos y oportunidades en la construcción de un equipo directivo municipal eficaz, a fin de asegurar la solución de los problemas de su comunidad local, desde una perspectiva de la lógica interna municipal. La investigación se posiciona desde el paradigma interpretativo, la metodología fue cualitativa. El estudio utilizó como técnica principal de recogida de información la entrevista semiestructurada, la que fue aplicada a los directivos de la municipalidad de Chillán, a las alcaldesas de Providencia y Peñalolén y expertos del mundo académico y de la administración pública. Una segunda técnica fue un focus group trabajada con el equipo directivo, con el objeto de reforzar conceptos claves asociados a las categorías del estudio. Finalmente se desarrolló análisis documentación sobre expedientes internos de la Municipalidad, reglamento de funcionamiento interno, revisión de página web municipal y Estatuto Administrativo de los funcionarios municipales. El análisis de la información recogida fue en base al uso de la técnica análisis de contenido.
En el presente trabajo se examina el pensamiento de Salvador de Madariaga sobre el «ser de España» a través de sus principales monografías. La abundante producción del autor, que ha sido abordada desde un punto de vista literario en varias ocasiones, no cuenta con ninguna investigación histórica hasta la fecha. La reflexión sobre el «ser de España» ocupó un espacio predominante en la carrera de Madariaga, por lo que el trabajo ofrece una buena introducción a su vida y obra. Se parte de la hipótesis de que su pensamiento sobre la cuestión nacional evolucionó en sintonía con los principales acontecimientos del siglo XX. En consecuencia, el trabajo sigue una perspectiva histórico-biográfica a través de su larga carrera como político, escritor e historiador. ; The object of this paper is to examine the thinking of Salvador de Madariaga about the «essence of Spain» through his most important works. The large number of books he wrote have been studied in a number of occasions, but there has not been a historical critic of his work hitherto. The topic of the «essence of Spain» had a huge importance in his writings, so this paper can offer a good introduction to his life and work. We start from the assumption that his thinking about the nation evolved through time. Thus, the paper follows a historical and biographical structure through his career as a politician, writer and historian.
In the framework of biodiversity conservation, the inventory and conservation of forest genetics resources is a priority. In this work, the information available about quantitative and molecular variation in the species of genus Pinus, Abies, Juniperus, Tetraclinis and Taxus occurring in Spain is reviewed. In addition, the state of the on-going inventory and conservation of genetic resources is described (provenance areas, seed sources, seed orchards, clonal banks and seed banks, mainly). Ecology of the species, specific threats and the political framework are taking into account in the development of conservation strategies of forest genetic resources. In situ conservation both of pure stands and complex forest systems for all conifer species, ex situ conservation of the species of the genus Pinus in seed banks, and the importance of plantations, are highlighted. ; Un aspecto fundamental en la conservación de la diversidad biológica es el inventario y conservación de los recursos genéticos forestales. En este trabajo se resume la información disponible sobre la variación cuantitativa y molecular de las especies de los géneros Pinus, Abies, Juniperus, Tetraclinis y Taxus que ocurren de forma natural en España, y el estado actual de inventariación y conservación de sus recursos genéticos (regiones de procedencia, fuentes semilleras, huertos semilleros, bancos clonales y bancos de semillas, principalmente). La consideración de las características autoecológicas de las especies, las amenazas específicas de sus poblaciones y el marco institucional conducen al desarrollo de estrategias de conservación de los recursos forestales genéticos de las mismas. Dentro de ellas se resalta la conservación in situ tanto de rodales monoespecíficos como de sistemas forestales complejos y, en el caso del género Pinus, la conservación ex situ en bancos de semillas, y la importancia de las plantaciones como recursos genéticos a conservar.
La profesora investigadora Susana Lerner Sigal cumplió 45 años de destacada trayectoria académica, motivo por el cual el Centro de Estudios Demográficos, Urbanos y Ambientales de El Colegio de México le rindió un homenaje.En dicho acto se realizó un recuento de sus varios aportes académicos, entre los que destaca el sustantivo impulso que dio al desarrollo de la sociodemografía mexicana, labor que siempre ha efectuado desde una perspectiva interdisciplinaria y desde un enfoque original, construido colectivamente, que recupera la diversidad, la heterogeneidad y la desigualdad −social, histórica, institucional y cultural− que caracterizan a nuestra sociedad. En su singular trayectoria, Susana Lerner también participó en el logro de transformaciones concretas de la realidad social mexicana, como es el caso del reconocimiento y la garantía estatal de los derechos reproductivos fundamentales.El Homenaje a Susana Lerner Sigal tuvo lugar el 24 de febrero de 2012 en la Sala Alfonso Reyes de El Colegio de México. Asistieron como comentaristas Silvia Giorguli, Claudio Stern, Carolina Martínez S., Soledad González Montes, Brígida García y Orlandina de Oliveira; fungió como moderadora Ivonne Szasz. In her unusual career, Susana Lerner has also participated in achieving specific changes in Mexican social reality, such as the state's recognition and guarantee of fundamental reproductive rights.The Tribute to Susan Lerner Sigal was held on February 24, 2012 in the Alfonso Reyes Hall at El Colegio de México. 17 32 49 ; SWORD ; [EN] The main objective of this study is to take a close look at post-fire recovery patterns in forestry areas under different burn severity conditions. We also investigate the time that forestry ecosystems take to recover their pre-fire condition. In this context, this study analyses both the level of severity in Uncastillo forest wildfire (7.664ha), one of the greatest occurred in Spain in 1994, and the pattern of natural recovery in the following decades (until 2014) using annual Landsat time series (sensors TM&ETM+). Burn severity has been estimated by means of PROSPECT and GeoSAIL radiative transfer models following methodologies described in De Santis and Chuvieco (2009). On the other hand, recovery processes have been assessed from spectral profiles using the LandTrendr model (Landsat-based Detection of Trends in Disturbance and Recovery) (Kennedy et al., 2010). Results contribute to a further understanding of the post-fire evolution in forestry areas and to develop effective strategies for sustainable forest management. ; Revista oficial de la Asociación Española de Teledetección [ES] El objetivo de este estudio es contribuir a una mejor comprensión de los patrones de regeneración postincendio a partir de la severidad del fuego, así como estudiar el tiempo previsible que determinados ecosistemas forestales emplearán en recuperar su estado inicial. This paper introduces a novel geometric framework to define and study hybrid systems. We exploit the geometry and topology of the set of jump points, where the instantaneous change of dynamics takes place, in order to gain controllability for the system. This approach allows us to describe new global controllability tests for hybrid control systems. <i>Aim:</i> To describe the prevalence of cocaine and other drug use in secondary school students in Oviedo (Asturias, Northern Spain) and determine the personality features and levels of sensation seeking in cocaine users. <i>Methods:</i> 2,862 secondary school students (mean age ± SD = 15.87 ± 1.48 years; 50.6% males) were interviewed during the 1998–1999 academic year. For evaluation, the World Health Organization questionnaire for drug consumption, the Eysenck Personality Questionnaire (EPQ) for adults and the Zuckerman Sensation Seeking Scale were used. <i>Results:</i> The prevalence of lifetime, previous year and previous month cocaine use among secondary school students was 6.1, 4.9 and 2.7%, respectively. Cocaine ranked sixth among illicit drugs ever used by this population. Once individuals had used cocaine for the first time, they were likely to use it again (44.8% of those who had ever used cocaine reported that they had done so in the previous month). Compared to students who had never used cocaine (but who may have used other substances), cocaine users had a more extensive drug abuse history. Students who had used cocaine at some point during their lifetime scored significantly higher on the EPQ psychoticism subscale and reported higher levels of sensation seeking. <i>Conclusions:</i> There is a significant rate of cocaine consumption amongst secondary school students of both sexes. Cocaine users are polyconsumers of other substances, both legal and illicit. Those who consume cocaine have a different psychological profile, characterized by high sensation seeking and high levels of psychoticism.
