Der Besuch des chinesischen Ministerpräsidenten Li Peng in Usbekisan, Turkmenistan, Kyrgyzstan und Kasachstan im April 1994 unterstreicht die Bedeutung, die die Volksrepublik China den Beziehungen zu den zentralasiatischen Republiken der ehemaligen UdSSR beimißt. Währen die politischen und wirtschaftlichen Eliten dieser Länder vom rasanten Wachstum der chinesischen Wirtschaft fasziniert sind, die chinesischen Wirtschaftsreformen als Vorbild ansehen und den raschen Ausbau der bilateralen Wirtschaftsbeziehungen anstreben, erschwert die insbesondere die Kasachen betreffende ethnische Frage in Xinjiang die politische und wirtschaftliche Annäherung dieser Republiken an die VR China und die gegenseitige Nutzung des vorhandenen ökonomischen Potentials. Die Umweltprobleme in Zentralasien sind Ergebnis einer Kombination von Folgen der Planwirtschaft, quasikolonialer Ausbeutung und extremer Ressourcenverschwendung. Die Bewältigung dieser Probleme wurde mit der Unabhängigkeit der Staaten der Region nach dem Zerfall der UdSSR noch schwieriger. Gründe hierfür sind der Mangel an finanziellen Mitteln, die Abwanderung russischer Spezialisten und der Zusammenbruch der amtlichen Statistik. Der Verfasser analysiert die Umweltkatastrophe in Zentralasien anhand dreier Fallbeispiele. Behandelt werden die Folgen der Baumwollmonokultur im Fergana-Tal, die hiermit zusammenhängende Austrocknung des Aral-Sees und die Verstrahlung im nuklearen Testgebiet Semipalatinsk. Er verweist auf die durch diese Umweltkatastrophen verursachten ernsten gesundheitlichen Folgen für die Menschen der Region und betont die Notwendigkeit internationaler Hilfe vor allem für die Aral-Region. Der Verfasser analysiert die Ursachen des Bürgerkriegs in Tadschikistan und beleuchtet die dem Konflikt zugrunde liegenden ökonomischen, ethnischen und politischen Strukturen. Der Beitrag informiert über die Waffenlieferanten im tadschikischen Bürgerkrieg und geht auf die Rolle der russischen streitkräfte sowie die Bedeutung Afghanistans als Zufluchts- und Ausbildungsort der tadschikischen islamischen Opposition ein. Wenngleich ein Ausweiten des Tadschikistan-Konflikts weitreichende Folgen für die gesamte politische Situation in Zentralasien hätte, sprechen nach Ansicht des Autors dennoch eine Reihe von Faktoren gegen eine solche Entwicklung.
