Cultural Diplomacy in der Europäischen Union : Besonderheiten und Herausforderungen einer gemeinsamen Außenkulturpolitik
Diese Arbeit untersucht die Besonderheiten und Herausforderungen von Kulturdiplomatie auf EU-Ebene. Die EU weist als politische "sui-generis" Entität aus 28 Staaten viele Besonderheiten auf, die sie auch außenpolitisch vor Herausforderungen stellt. Die Hypothese ist, dass die innenpolitischen Probleme der EU es erschweren, in der Außenkulturpolitik authentisch auftreten zu können.Das Thema wird durch Literatur- sowie Internetrecherchen beleuchtet und durch Interviews mit Diplomaten an der außenkulturpolitischen Realität Europas gehalten.Zur umfassenden Untersuchung des Themas wird zunächst das Konzept der Soft Power Diplomatie nach Joseph Nye, in deren Dienst kulturdiplomatische Maßnahmen stehen, in den internationalen Beziehungen und die politikwissenschaftliche Theorie des Konstruktivismus, erläutert. Daran anschließend wird das Konzept von europäischer Identität und europäischen Werten kulturhistorisch hergeleitet um zu verstehen, weshalb kulturdiplomatische Maßnahmen, die immer ein bestimmtes Wertesystem transportieren, in den internationalen Beziehungen des 21. Jahrhunderts notwendig sind. Außerdem wird erklärt, wozu Kulturdiplomatie notwendig ist, welche Ausformungen es gibt, und inwiefern diese für Konfliktverhütung brauchbar sind. Im Hauptteil wird analysiert, wie die europäische Kulturdiplomatie tatsächlich agiert. Hierzu wird die Funktionsweise der EU, also Multi-Level-Governance, erklärt um die EU-Außenkulturpolitik zu verstehen. Dann beschreibe ich die beteiligten Akteure und es werden konkrete Projekte vorgestellt, um zu zeigen, welche Maßnahmen wirklich von der EU gesetzt werden. Die EU hat im Gegensatz zu den meisten Staaten kein zentrales Organ (z.B. im Europäischen Auswärtigen Dienst), welches die kulturdiplomatischen Strategien für die EU implementiert, weshalb die Aktionen der EU-Außenkulturpolitik strategisch besser koordiniert sein könnten. ; This Masters thesis seeks to explore the characteristics and challenges of cultural diplomacy on an EU-level. The EU is a political sui-generis-entity composed of 28 nation states with a multitude of specifics including challenges concerning the EUs foreign policy. My hypothesis claims that the EU is hardly able to pursue an effective cultural diplomacy-strategy on the international stage because it lacks the domestic cohesion to present itself in a credible way. I examine the issue through literature, but also online sources such as the EUs online presence. Furthermore I conducted interviews with Austrian diplomats to ensure that my work remains relevant to the contemporary diplomatic reality. Initially I explicate the concepts of soft-power diplomacy, as postulated by J. Nye, and constructivist political theory. Thereafter I explore the concepts of European identity as well as European values from a cultural historic point of view. This the requisite framework for understanding the importance of cultural diplomacy strategies, which always carry a certain system of values in todays international relations. Furthermore I detail the different forms of cultural diplomacy and their respective capabilities for conflict resolution.The main part of this thesis will demonstrate how EU cultural diplomacy is executed in actual practice and detail the EUs unique institutional structure and function as a form of multi-layer-governance. I will describe the relevant actors and present actual EU-projects to illustrate the current measures effectively being taken by the EU. Con ese propósito, en una primera parte se propone una reconstrucción de la tesis de la argumentación autónoma en el marco de una comprensión deliberativa de la democracia y una teoría no positivista del derecho.
