Regarding the consumption of cultivated area by urbanization, the regional service of Agriculture, Food and Forestry (DRAAF) commanded the research unit TETIS to achieve a study. This study aims to quantify and qualify this consumption in order to raise awareness of the importance of this phenomenon and to make it curb. TETIS is also involved in the project Gouv.Innov, which studies the taking into account of the rural interests in governance process. From April to September 2011, TETIS commissioned me, during my internship, to analyze the impact of the diffusion of this new information in territorial governance. My task was to help the understanding of the context of this study and to meet professionals involved in this diffusion. These interviews were then analyzed by the means of a communication model, the sociotechnical information and communication system, also called Distic, to see how this system was formed, how the information content were produced and diffused and what are, in the Distic, the uses, the impacts and the trends of this data. ; Face à la consommation des espaces agricoles par l'urbanisation, la Direction Régionale de l'Agriculture, de l'Alimentation et de la Forêt (DRAAF) a mandaté, via le Cemagref, l'Unité Mixte de Recherche (UMR) « Territoire, Environnement, Télédétection et Information Spatiale » (TETIS) pour réaliser une étude. L'UMR TETIS est aussi impliquée dans le projet Gouv.Innov qui étudie la prise en compte du monde rural dans les processus de gouvernance territoriale. Dans le cadre de ce projet, l'UMR TETIS m'a missionnée, lors de ce stage de fin d'étude d'avril à septembre 2011, afin d'analyser l'impact de la diffusion de ces nouvelles informations dans la gouvernance territoriale. J'ai donc fait des recherches sur les contextes de l'étude et rencontré les acteurs impliqués par cette diffusion. Ces entretiens ont été par la suite analysés à travers un modèle de communication, le Dispositif Socio-Technique d'Information et de Communication (Distic), afin de voir comment s'est formé ce dispositif, comment ces contenus informationnels ont été réalisés et diffusés, et quels sont, dans le Distic, les utilisations, les impacts et les évolutions de ces données.

The land-use planning in France, and specifically the making process of planning documents, evolve both in a distinct and common way due to the effects of the rationalization of public policies, the State devolution of power and the transformations of land management issues. The actors involved in planning must mediate numerous conflicts of land-use, in compliance with multiple and even contradictory laws and directives. In this context, we observed a training project developed via an inter-organizational collaboration involving agents from decentralized departments of different Ministries, as well as agents belonging to a research organization. The agents were concerned about the preservation of cultivated or potentially cultivatable soil. Facing the limitation of their capacity to act, they sought toways of acting remotely through this project. Our research explores the organizing processes that constitute a transverse organization. It shows how a scaffolding was gradually built up at the "border" between different arenas in order to equip the recipients of the training module with data, elements of method, organizational "ways-of-thinking" and "ways-to-see". Thus it characterizes this collaboration as part of a perspective based on evidence based planning and on the big data movement. Our research is anchored in an information-communication approach. It works on questions of rawification and of making data sets compatible. It explores how a generic prescription fails in situed re-singularization. La montée en puissance des discours promouvant le « Big Data » laisse à penser qu'il suffirait d'accumuler et de croiser un nombre suffisant de « données » pour avoir une vue exhaustive des phénomènes. En prenant appui sur une recherche en cours sur le terrain d'organisations en charge de la production de Registres des cancers, nous proposons de spécifier le processus d'instauration des données en articulation avec leurs assemblages. Il s'agit ainsi de caractériser ce qui fonde les modes d'existence des données et de leurs assemblages hétérogènes et instables. Dépassant la focale sur les finalités affichées, il s'agit de mieux comprendre ce qui est à l'œuvre dans la fabrique des données, à travers des zooms avant et arrière. Sont ainsi identifiés des enjeux en termes de savoir mais aussi en termes politiques, économiques et sociaux.

Der vorliegende Beitrag gibt einen Überblick über die politikwissenschaftlichen und ökonomischen Theorieansätze im Bereich der Dritter-Sektor-Forschung, die sich bisher auf die Analyse von Dienstleistungsorganisationen im Dritten Sektor konzentriert haben. Die ökonomischen Erklärungsansätze greifen auf Überlegungen zum Markt- und Staatsversagen zurück. Dienstleistungsangebote des Dritten Sektors tragen zu Verbesserungen im Bereich persönlicher Dienstleistungen bei ("Vertrauensgüter"). Hier genießen die Organisationen des Dritten Sektors aufgrund der für sie bestehenden Gewinnverwendungsbeschränkungen gegenüber profitorientierten Anbietern ein größeres Vertrauen und können so eingetretene Vertrauensverluste im Dienstleistungsbereich ("Marktversagen") ausgleichen. Bei der Erstellung öffentlicher Güter - so der "public-Choice-Ansatz" der "Neuen Politischen Ökonomie" - orientiert sich staatlichen Handeln am durchschnittlichen Medianwähler. Der Mechanismus politischer Präferenzbildung und die allokativen wie technischen Ineffizienzen staatlicher Verwaltung ("Bürokratieversagen") addieren sich zum Effekt der Unterversorgung von Gesellschaften heterogener Präferenzstruktur mit öffentlichen Gütern ("Staatsversagen"). Von der Konservendose bis zum Spielzeug, von der Fernmeldetechnik bis zur Luftfahrt: im 20. Jahrhundert haben Kriege Herausforderungen an Designer und Gestalter gestellt. Funktionalismus, Kosten- und Materialeffizienz sowie simple Handhabbarkeit waren dabei ebenso wichtig wie die Rücksicht auf nationale Kulturhorizonte und ideologische oder politische Vorgaben. Wie in kaum einem anderen Bereich menschlicher Interaktion entscheidet im Krieg gutes Design womöglich über Leben und Tod des Benutzers. Design ist nicht nur Diener des Krieges, sondern beide haben auch einiges gemeinsam: Design und Krieg sind – wenn auch auf sehr unterschiedliche Art – gestaltend tätig und nehmen Einfluss auf Materialien, auf Nationalidentitäten und Landschaften. Die AutorInnen untersuchen konkrete Formgebungen und ordnen Designobjekte materialhistorisch ein. Sie fragen außerdem nach der ethischen und sozialen Verantwortung von Design und leisten damit einen wichtigen Beitrag zu aktuellen Diskussionen

AbstractTreatment of vertebral artery aneurysms can be challenging due to the unusual vascular anatomy or unfeasibility of traditional endovascular techniques. We describe a novel approach for endovascular treatment of a ruptured intracranial vertebral artery aneurysm with bilateral vertebral artery occlusions and hypoplasia of the posterior communicating arteries. Successful coil embolization was performed using a collateral pathway for microcatheterization via anastomosis between the deep cervical artery and the vertebral artery. This case report highlights a novel alternative endovascular treatment approach for vertebrobasilar aneurysms in case of a poor vascular status with occlusion or lack of traditional endovascular access routes.
