Urban Refugees and Digital Technology explores refugee communities from Latin America, Africa, and Southeast Asia's growing cities to build a new understanding of how technology reshapes the ways refugees contribute to social, economic, and political networks in urban areas.

Our understanding of how state fragility leads to forced displacement remains empirically and theoretically fractured, even as wider research on development and migration has expanded. Forced displacement and mixed migration will increasingly be central to global debates in the coming decades, particularly in fragile and weak states; thus the goal of this Discussion Paper is to provide a theoretical structure for future research on forced displacement and state fragility. To do this, we have developed a theoretical conceptualisation of how state fragility can lead to forced displacement, drawing on a multi-dimensional method for understanding state fragility. When a state is fragile, lacking in administrative, social and security capacity, the population is more likely to be forced to seek safety and economic opportunity elsewhere. One of the main challenges is bringing different fields into a cohesive conversation; issues that will be addressed include what different disciplines aim to measure, potential epistemological problems with assuming a linear relationship between development policy and forced displacement, and normative differences between fields. The outcome is an integrated theoretical analysis of the economic, political, and social drivers of forced displacement in fragile states, focusing on the theoretical causal channels wherein state fragility leads to forced displacement. This can inform new empirical approaches for measuring and analysing the relationship between state fragility and forced displacement, while speaking to practical issues faced by regional and international organisations working in fragile states on forced displacement and migration issues.

Der verbesserte globale Zugang zu digitalen Technologien schafft Chancen aber auch Herausforderungen für Geber und die Hilfsorganisationen, mit denen sie im Rahmen der Unterstützung von Menschen auf der Flucht vor Kriegen, massiven Menschenrechtsverletzungen und anderen Notsituationen zusammenarbeiten. Digitale Technologien erleichtern es Flüchtlingen, aufeinander sowie auf Hilfsorganisationen zuzugehen und können die Effizienz institutioneller Bemühungen zur Versorgung mit lebensnotwendigen Gütern, wie Medikamenten, Lebensmitteln und Geldern, verbessern. Allerdings ist der effektive Einsatz digitaler Technologien zur Unterstützung von Flüchtlingen auch mit Herausforderungen verbunden. Dabei lautet die Schlüsselfrage für Geber: Welche Ansätze zur Digitalisierung bestehen im Umgang mit Fluchtprozessen, und welchen Aufschluss bieten diese Ansätze Gebern bezüglich des effizienten Einsatzes digitaler Technologien im Management von Migrationsprozessen? Zur Beantwortung dieser Frage sollten sich Geber bei der Entwicklung einer digitalen Strategie zur Unterstützung von Flüchtlingen auf drei Aspekte konzentrieren: Geber sollten nicht nach einem "durch Technologie zu lösenden Problem" suchen: Dies lässt sich am besten vermeiden, indem sie Kenntnisse darüber erwerben, wie und welche digitale Instrumente in Flüchtlings-Communities bereits genutzt werden. Oftmals haben Flüchtlinge bereits selbst innovative Möglichkeiten zur Befriedigung ihres Informationsbedarfs gefunden, während Geber finanzielle und technische Unterstützung zur Förderung des Zugangs zu bestehenden Technologien gewähren können. Die Neuentwicklung digitaler Tools bildet dann eine Option, wenn für die Bedürfnisse der Flüchtlinge bzw. der Mitarbeiter vor Ort kein bestehendes Tool verfügbar ist. Maßgeschneiderte Tools werden häufig am besten auf organisatorischer Ebene für die Verwaltung von Informationen oder Ressourcen eingesetzt. Geber sollten bei der Bildung von Partnerschaften neben auf Flüchtlinge organisierten NROs und Technologieunternehmen insbesondere auch die Innovationscenter der Vereinten Nationen (UN), wie z.B. den UNHCR Innovation Service, in Betracht ziehen. Gleichzeitig sollten Geber realistisch bezüglich der in digitale Lösungen gesetzten Erwartungen bleiben. Technologie kann nützlich sein, ist aber kein Allheilmittel für die Lösung jeder Herausforderung im Bereich des Informationsmanagements. Bei der Gestaltung digitaler Interventionen müssen ethische und Sicherheitsaspekte stets eine zentrale Rolle spielen. Geber müssen sicherstellen, dass Partner, mit denen sie zusammenarbeiten, die im Handbuch des Internationalen Komitees des Roten Kreuzes (IKRK) zum Schutz digitaler Daten festgelegten Datenschutz- und -Sicherheitsstandards erfüllen können. In der vorliegenden "Analyse und Stellungnahme" wird ein Überblick über die Verwendung digitaler Tools durch Flüchtlinge gegeben. Des Weiteren werden Beispiele von Organisationen vorgestellt, die digitale Technologien einsetzen, und die Wirksamkeit sowie ethische Fragen im Zusammenhang mit dem Einsatz digitaler Technologien zur Unterstützung von Flüchtlingen erörtert. Durch Fokussierung auf die Bedürfnisse von Flüchtlingen bei der Entwicklung von Technologielösungen und die Zusammenarbeit mit Partnerorganisationen, die in der Lage sind, Sicherheitsstandards im Datenschutz zu erfüllen, wie z.B. dem UNHCR und Mercy Corps, können Geber digitale Tools bestmöglich zur Unterstützung von Flüchtlingen einsetzen.

This paper will critically explore why mobile phones have drawn so much interest from the conflict management community in Kenya, and develop a general set of factors to explain why mobile phones can have a positive effect on conflict prevention efforts generally. Focusing on theories of information asymmetry and security dilemmas, collective action problems, and the role of third party actors in conflict prevention, it aims to continue the discussion around Pierskalla and Hollenbach's recent research on mobile phones and conflict risk. Given the successful, high profile uses of mobile phone-based violence prevention in Kenya I will identify a set of political and social factors that contribute to the success of crowdsourcing programs that use mobile phones, and explain what makes them transferable across cases for conflict prevention in other countries. The primary findings are that a population must prefer non-violence since technology is a magnifier of human intent, that the events of violence start and stop relative to specific events, the population knows to use their phones to share information about potential violence, and that there are third party actors involved in collecting and validating the crowdsourced data.

The expansion of access to mobile phones in the developing world has provided new opportunities for development and peacebuilding institutions to reach communities, and for communities to develop local development and peacebuilding solutions. Kenya has seen a particularly high concentration of programming geared towards using mobile phones for banking, election monitoring and violence prevention, using crowdsourcing methods to collect and share information. While there have been a number of notable crowdsourcing programmes that have been successful at preventing violence, there remains limited theorisation in the peacebuilding community about why these successes occurred. Using Fearon and Laitin's (American Political Science Review 90 [1996]: 715–795) models of inter-ethnic cooperation, intra-group organising and inter-group policing, we explore whether success in crowdsourcing for violence prevention is a function of direct intra-community organising, or is an outcome of previously unavailable information being broadcast on traditional media such as radio.

Organizations working with refugees are increasingly using information communication technologies (ICTs) in their work. While there is a rich literature in the field of media and communications studies exploring how refugees use ICTs to meet their social and economic needs, this article focuses on whether and how refugees' ICT use maps onto the policy concept of refugee self-reliance, focusing on the economic, educational, administrative, health, and security/protection domains of self-reliance in informal urban settings. Building on the literature on refugees' ICT use, we use semi-structured interviews with urban refugees in Malaysia to understand how they use technology in their daily lives and whether these refugees' digital practices support self-reliance. We also interviewed practitioners from the Malaysian United Nations High Commissioner for Refugees office and non-governmental organization (NGO) sectors to better understand such institutions' strategies for using ICTs to deliver economic, educational, administrative, health, and protection programs in local refugee communities. Our findings are twofold: refugees' use of ICTs represented idiosyncratic ways of achieving self-reliance, but when institutions tried to implement ICT solutions to support refugee self-reliance at a population level, refugees either did not use these ICT solutions or were critical of the institutional solutions. The findings presented here have import for not only research on refugee self-reliance and ICTs but also the wider migration field, as organizations, such as the International Organization for Migration and national immigration authorities, integrate ICTs into processes that affect migrants' and displaced peoples' economic, social, and political inclusion in cities of arrival.
