A história das relações sociais no Brasil tem como elemento norteador as correlações étnicas. Nesse processo, a prática da violência foi elemento determinante na formação social do Brasil. Desde a invasão portuguesa até os dias atuais o Brasil vivencia momentos em que a violência está em notória evidência. Portanto, o presente artigo faz uma discussão da história do Brasil a partir das relações raciais procurando evidenciar como a violência esteve presente nessas relações e como a população negra reagiu às politicas estatais que objetivavam impedir seu desenvolvimento social, econômico e político. Além disso, esse artigo discute os conceitos que envolvem o fenômeno da violência elaborados por diversos autores. As definições de violência pura e violência legítima possibilitam entender como os conflitos entre as elites brasileiras e a população negra se relacionaram ao longo da história do Brasil.

The Marxist Theory of Dependency (TMD) managed to articulate the insertion of peripheral societies into the international market with the capital accumulation processes of each country. It has become an essential theory for the understanding of our societies. Since Ruy Mauro Marini laid out its foundations, many transformations have occurred in global capitalism and in our societies, leaving us the challenge of updating it against a more complex context. The real test of theory is its adequacy as an instrument of understanding contemporary reality. The TMD has been enriched and renewed from this work of Carlos Eduardo Martins. It considers capitalism from the perspective of anti-capitalism, dependence from the standpoint of emancipation and reality through a vision for its revolutionary transformation.

Abstract This paper presents five major theses for understanding the new world conjuncture in which capitalism and humanity entered in 2015-2020. This period is characterized by the crisis of the capitalist civilization and mode of production; the terminal crisis and dismantling of the United States' hegemony; the geopolitical bifurcation of the world's economy into an imperialist bloc led by the United States and an emerging bloc centered on China and Russia that has been expanding towards the Global South; the ideological crisis of global liberalism and the rise of fascism and socialism as alternatives; and the crisis of the neoliberal accumulation pattern and the end of Kondratieff's expansion phase that started in 1994. We briefly indicate the effects of these trends on Latin America.

Resumo Apresentamos cinco grandes teses para entender a nova conjuntura mundial em que ingressam o capitalismo e a humanidade a partir de 2015-2020. Esse período se caracteriza pela crise do modo de produção e da civilização capitalista; pela crise terminal e desmonte da hegemonia dos Estados Unidos; pela bifurcação geopolítica da economia mundial em um bloco imperialista liderado pelos Estados Unidos e outro emergente centrado na China, na Rússia e sua ampliação para o Sul Global; pela crise ideológica do liberalismo global e a ascensão do fascismo e do socialismo como alternativas; pela crise do padrão de acumulação neoliberal e o esgotamento da fase expansiva do Kondratieff iniciada em 1994. Indicamos brevemente os efeitos dessas tendências sobre a América Latina.

In this article, we analyze fascism, considering some of the main theoretical debates surrounding the topic, its historical forms, and its temporal insertion in the world-system to propose a conceptual definition which can articulate its central characteristics to concrete historical conjunctures and contingencies, point to future tendencies, and its importance as a phenomenon in the contemporary world. We address its relation to liberalism and conservativism and the forms it assumes in the contemporary world in the United States, Europe, and Latin America.

Resumo O artigo aborda as transformações que estão ocorrendo nas concepções sobre o ensino superior num contexto internacional. Apoiado numa bibliografia pertinente, destaca a construção de uma concepção específica para o ensino superior, denominada no artigo de modelo instrumental, que visa estreitar os vínculos das universidades com o campo econômico. Num primeiro momento, aborda o processo de construção desta concepção instrumental, indicando que, longe de seguir uma trajetória linear, constitui o resultado de uma conjugação de trabalhos realizados por acadêmicos, organismos internacionais e centros de pesquisa. Num segundo momento, o artigo aborda o surgimento da noção de entrepreneurial university, ou seja, da universidade empreendedora e sua difusão, ressaltando a inserção deste tipo de universidade na construção de uma concepção instrumental para as universidades.

A critical review of the 50-year-old Marxist theory of dependency and its current situation includes discussion of its analyses of the world-system, the concepts of superexploitation and subimperialism, its reflections on development, democracy, and proposals for emancipation, and its perspectives on the rise of the Latin American left in the twenty-first century and the prospects of neoconservatism. It concludes that with the globalization of capital, Marxist dependency theory must oppose not only internal structures of dependency but the imperialist world order, and this will call for the development of national, continental and global strategies. Uma revisão crítica dos 50 anos de debates sobre a teoria marxista da dependência e seu estado da arte, que inclui a discussão de suas análises do sistema-mundo, os conceitos de superexploração e subimperialismo, suas reflexões sobre desenvolvimento, democracia e propostas de emancipação, e suas perspectivas sobre a ascensão da esquerda latino-americana no século XXI e as perspectivas do neoconservadorismo. Conclui que, com a globalização do capital, a teoria marxista da dependência deve assumir sua vocação de luta não apenas contra as estruturas internas da dependência mas também contra a ordem mundial imperialista, e isso exigirá o desenvolvimento de estratégias nacionais, continentais e mundiais.
