A través del caso estudiado, este artículo demuestra que instituciones regionales y reales podían pactar en territorios forales medidas que facilitasen la construcción del Estado fiscal y el funcionamiento de los mercados en la España Moderna. Aunque esta política contradecía las leyes del reino y reducía sus ingresos, la Diputación de Aragón permitió a la monarquía hispánica trasladar sus bienes libres de aranceles a través de este reino entre 1516 y 1598. La monarquía pudo enviar monedas de oro y plata a Italia para sus actividades militares y diplomáticas en Europa a menor coste, incrementando así los flujos monetarios en este continente. A cambio, la Diputación pidió a la monarquía no avalar propiedades de mercaderes, nobles y clérigos como bienes reales. Este acuerdo permitió a la Diputación fijar controles más estrictos para acabar con estos fraudes de particulares, especialmente desde 1566. Sin embargo, el decreciente poder de la Diputación y menor colaboración de la monarquía redujo estos controles y estimuló los fraudes durante la última década del siglo XVI. ; Through one case study, this article shows that regional and royal institutions could agree in historic territories some measures that did help the building of the fiscal State and the operation of markets in early modern Spain. Although this policy was against regional laws and reduced its incomes, the Diputación of Aragon allowed the Spanish monarchy the tariff-free transit of its assets through this kingdom between 1516 and 1598. The monarchy could send gold and silver coins to Italy in order to finance its military and diplomatic activities in Europe at lower cost, thus increasing monetary flows in this continent. In return, the Diputación asked the monarchy not to endorse properties of merchants, clergymen or nobles as royal assets. This agreement allowed the Diputación to set up stricter controls regarding royal assets in order to suppress these frauds from particulars, especially since 1566. However, the decreasing power of the Diputación and lesser cooperation of the monarchy reduced these controls and prompted frauds during the last decade of the 16th century.

This paper studies the effects of legal violence on political negotiation carried out by public institutions to solve litigation regarding economic matters in mediterranean Europe at the beginning of the early modern age. Different legal frameworks and economic goals, as well as mistrust between public institutions governing Catalonia and Aragon hampered the resolution of two legal disputes concerning public debt. As a result, Catalan retaliation on Aragonese trade did persit during long time. In the first case, the Spanish monarchy imposed in 1499 a political mediation and solution. In the second, damage of this legal violence to regional trade weakened the Aragonese bargaining power: the Diputación or permanent government accepted in 1532 the Catalan conditions to suppress retaliation. These practical considerations ruled proposals of mutual tariff reductions coming from the Aragonese Parliament since 1537, finally approved by the Catalan Parliament in 1564, in order to promote trade between both territories. ; Este artículo analiza los efectos de la violencia legal sobre la negociación política practicada por las instituciones públicas para resolver pleitos sobre temas económicos en la Europa mediterránea a comienzos de la Edad Moderna. Los distintos marcos jurídicos e intereses económicos, así como la desconfianza entre las instituciones públicas rectoras de Cataluña y Aragón dificultaron la resolución de dos conflictos legales sobre deuda pública. Como resultado, las represalias catalanas sobre el comercio aragonés persistieron largo tiempo. En el primer caso, la monarquía hispánica impuso en 1499 una mediación y solución política. En el segundo, el perjuicio de esta violencia legal al comercio regional debilitó el poder de negociación aragonés: la Diputación o gobierno permanente aceptó en 1532 las condiciones catalanas para finalizar las represalias. Estas consideraciones prácticas rigieron propuestas de mutuas rebajas arancelarias procedentes del Parlamento aragonés desde 1537, finalmente aceptadas por las Cortes catalanas en 1564, para promover el comercio entre ambos territorios.

En Cataluña y Valencia, los impuestos municipales de origen medieval fueron suprimidos por sus problemas de cobro y la Diputación asumió el pago total del subsidio real en el último tercio de este siglo. En Aragón, los impuestos municipales pervivieron por su relevancia, eficiencia recaudatoria y ventajas económicas para las elites dirigentes. Durante todo el siglo XVI, la expansión económica y el estancamiento de los servicios propiciaron la estabilidad de los impuestos sobre el comercio y la producción. En Cataluña y Valencia, una mayor y más constante fiscalidad real al final del periodo provocó la creación de impuestos y el aumento de aranceles aduaneros. Este artículo estudia la política municipal aplicada para promover la organización y gestión del gremio de tejedores de seda como medio para comprender la evolución de la industria sedera en Zaragoza durante el siglo XVII. Este gremio aumentó sus competencias productivas y comerciales; pero no asumió la supervisión de la seda regional en bruto. Sumidos en el estancamiento técnico, sus miembros no monopolizaron la venta de su producción ni controlaron la calidad de las mercancías foráneas de seda. Los maestros crearon mayores barreras a la promoción de oficiales y el libre tejido de seda por mujeres. Estos obstáculos fueron sólo moderados parcialmente por decisiones municipales.

This article explores fiscal and trade policy in Aragon between 1626 and 1700, providing a case study of economic management by regional institutions in a composite monarchy of the early modern period. The increasing burden and irregular distribution of royal taxation hastened economic decline in seventeenth-century Aragon. Eventually, the monarchy moderated its fiscal demands in 1678–1697 to alleviate the financial distress of the region's towns and villages and cure the economic ills caused by protectionist trade policies in north-eastern Spain. The Aragonese Parliament only lowered royal subsidies after 1678, though it began to raise import duties as early as 1626 to ease the pressure on heavily indebted municipal treasuries. However, conflicting regional interest groups undermined the Cortes' economic policies, and their main effect was to drive up transaction costs without preventing French control of trade and manufacturing in Aragon in the second half of the seventeenth century. In contrast, the free-trade policies pursued by the Diputación were more consistently applied and enjoyed greater legal and political support, fostering export-led agricultural specialization from which the elites were able to profit, although they failed to deliver long-run economic growth.

En este artículo se estudia el control público sobre el mercado de grano en el reino de Aragón durante los siglos XVI y XVII. La prosperidad económica de los municipios durante el siglo XVI permitió la creación de Pósitos para abastecer la población, contener la inflación y sostener la demanda local de grano. Como resultado, ciertos pactos sociales ayudaron a orientar las transacciones al mercado público y la actividad económica creció. El declive del reino y el endeudamiento municipal provocaron durante el siglo XVII la ruptura del consenso, al reducir los concejos la protección de los sectores más humildes y su representación política. El descenso de la demanda regional de grano y sus crecientes posibilidades de exportación favorecieron el abandono del apoyo municipal a los Pósitos. Frente al descenso del control publico, los vínculos privados cobraron mayor importancia en la sociedad y la economía. El endeudamiento del campesinado y el creciente poder de Iglesia,infanzones y ciudadanos definieron la participación de estos grupos sociales en el mercado de grano. Esta remodelación del municipio y del mercado local durante el siglo XVII rigió la incorporación política de Aragón al ámbito estatal y la paulatina integración de su mercado durante el siglo XVIII, afianzada tras la crisis del Antiguo Régimen. ; This paper studies public control and social agreements concerning grain markets in the kingdom of Aragón during the sixteenth and seventeenth centuries. Economic prosperity during the sixteenth century made possible the formation of communal granaries by town councils to supply the population, reduce price inflation and support local grain demand. As a result, some kind of social pacts helped to focus cereal transactions on public markets and economic activity increased. However, the kingdom's decline and raising municipal indebtedness during the seventeenth century led to the breaking of these agreements as far as town councils reduced commoners' protection and their political representation. Decline of grain regional demand and increasing possibilities for grain exports favoured the decay of municipal support to communal granaries. In compensation for the decline of public control, private Iinks increased their importance in economy and society. Peasants' indebtedness and the growing power of the Church, lesser nobility and citizens, defined the participation of these social groups in the grain market. These changes in local markets during the seventeenth century ruled the political incorporation of the kingdom of Aragon to Spain and the integration of this regional market during the eighteenth century, firmly established at the end of the Ancien Régime.

ABSTRACT:This article examines the politics of grain supply in the towns and cities of Aragon in the sixteenth and seventeenth centuries. As a social consensus grew up around the market, town and city councils were able to forge a far-reaching grain supply policy that encouraged consumption and incentivized local production. However, rising indebtedness forced the municipal authorities to reduce public provision and increase the taxation of grain in the seventeenth century. These measures in turn encouraged both private initiatives in the market and an emerging black market. Despite efforts to moderate the worst effects of these phenomena, reform had serious consequences for the poorest town dwellers.

This paper looks at the state policy applied to silver in the Spanish territories of the Crown of Aragon in the seventeenth century, where increasing demand for silver coins with a lower intrinsic than market value opened up debate on the depreciation of the domestic silver coinage. The monarchy was weaker in the Crown of Aragon than in Castile, and it was therefore obliged to negotiate these measures with the elites and institutionsof each kingdom. The paper examines the fiscal and monetary reasons forreforms, as well as the extent of political support achieved in each kingdom. ; Este artículo estudia la política estatal aplicada a la plata en los territorios hispánicos de la Corona de Aragón en el siglo XVII. La creciente demanda de moneda con menor valor intrínseco por el mercado abrió un debate sobre la depreciación de las monedas domésticas en la Corona. Debido a su menor poder que en Castilla, la monarquía hispánica tuvo que negociar esta medida con elites e instituciones de cada reino. El artículo analiza las razones fiscales o monetarias de estas reformas, así como el grado de apoyo político alcanzado en cada territorio.

Estudio relativo a la política desarrollada por el concejo de Albarracín sobre el mercado de carne durante la segunda mitad del siglo XVII. La fuerte orientación ganadera de la zona motivó una modesta intervención pública en el mercado y un mayor grado de autoabastecimiento por parte de la población. El municipio moderó también la presión fiscal sobre la carne para sustentar la demanda local. Debido a la carencia de otras producciones agrarias significativas en la zona, los intereses de la elite local mantuvieron esta concepción del suministro durante el Seiscientos a pesar del creciente endeudamiento municipal. Esta política de abasto urbano favoreció la quiebra municipal. En última instancia, esta debilidad financiera redujo la protección al consumidor frente a carestías y el control público del mercado en favor de los tratos privados durante la segunda mitad de la centuria.This paper studies municipal politics carried out by the Albarracín council concerning the meat market during the second half of the Seventeenth Century. Cattle-raising orientation of the area prompted a slight public intervention on the market and a higher degree of self-provisioning by the inhabitants. Town council also decided to moderate fiscal pressure on the meat transactions in order to support local demand. Due to the lack of other significant agrarian productions in the area, interest of local elites help to maintain this supplying conception during the seventeenth century in spite of raising municipal indebtedness. This policy of town provisioning gradually promoted municipal bankruptcy. Moreover, this financial weakness reduced consumers' protection facing scarcity and public intervention on the market in favour of private transactions during the second half of this century.

Estudio relativo a la política desarrollada por el Concejo de Zaragoza sobre el comercio de pescado durante los siglos XVI y XVII. La prosperidad económica de la ciudad y del municipio permitieron crear durante el siglo xvi condiciones favorables para asegurar a los habitantes de Zaragoza un suministro suficiente a un precio asequible. Sin embargo, el declive económico y el creciente endeudamiento municipal forzarán durante el siglo xvii a aumentar los impuestos sobre las transacciones y reducir la protección al consumidor.This paper studies municipal politics carried out by the Zaragoza city council concerning the first trade during the sixteenth and seventeenth centuries. Economic prosperity in the city and council allowed to create during the sixteenth century favourable conditions in order to get a sufficient supply and a reasonable price for the population. However, economic decline and raising municipal indebtedness during the seventeenth century led to an increase of market taxation and a reduction of consumers' protection.
