This article presents a reflective analysis of a participatory action research between the authors' institution and the Community Development Directorate of Santiago Municipality. This work generated organizational change for implementing new citizen participation policies through a collective reflection about ambiguous roles and organizational paradoxes that allowed to harness the creative potential of emotions and embodied knowledge of public officers. Through workshops of organizational role analysis, a communicative space was built to contain the organizational contradictions generated by the lack of definitions of fieldwork agents' roles and the insufficient institutional support. This led to implement a new approach for citizen participation, with an unprecedented inter-sectoral structure within this municipality. However, in the absence of structural incentives for internal cooperation, this development was abandoned by the authorities at the onset of an unsuccessful re-election campaign. Nevertheless, these temporary achievements show the usefulness of socio-analytic methods for transforming organizations in rigid institutional frameworks. This experience was a first attempt to provide institutional support for inter-sectoral citizen participation policies in Santiago, suggesting ways to generate and sustain long-term changes that are sorely needed in Chilean institutions.

This book defends a relational theory of the passage of time. The realist view of passage developed in this book differs from the robust, substantivalist position. According to relationism, passage is nothing over and above the succession of events, one thing coming after another. Causally related events are temporally arranged as they happen one after another along observers' worldlines. There is no unique global passage but a multiplicity of local passages of time. After setting out this positive argument for relationism, the author deals with five common objections to it: (a) triviality of deflationary passage, (b) a-directionality of passage, (c) the impossibility of experiencing passage, (d) fictionalism about passage, and (e) the incompatibility of passage with perduring objects. Relational Passage of Time will appeal to scholars and advanced students working in philosophy of time, metaphysics, and philosophy of physics.

The Global Political Economy of Ral Prebisch offers an original analysis of global political economy by examining it through the ideas, agency and influence of one of its most important thinkers, leaders and personalities. Prebisch's ground-breaking ideas as an economist - the terms-of-trade thesis and theeconomic case for state-led industrialization - changed the world and guided economic policy across the global South. As the head of two UN bodies - the Economic Commission for Latin America and the Caribbean (ECLAC) and later the United Nations Conference on Trade and Development (UNCTAD) - he wasat the frontline of key North-South political struggles for a fairer global distribution of wealth and the regulation of transnational corporations. Prebisch increasingly came to view political power, not just economic capabilities, as pivotal to shaping the institutions and rules of the world economy. This book contextualizes his ideas, exploring how they were used and their relevance to contemporary issues. The neoliberal turn in economics in North America, Western Europe and across the global South led to an active discrediting of Prebisch's theories and this volume offers an important corrective, reintroducing current and future generations of scholars and students to this important body of work and allowing a richer understanding of past and ongoing political struggles.

"This paper empirically assesses the incidence and efficiency of Round I of the federal urban Empowerment Zone (EZ) program using confidential microdata from the Decennial Census and the Longitudinal Business Database. To ground our welfare analysis, we develop a heterogeneous agent general equilibrium model in which the distortions generated by place-based policies depend upon a set of reduced form elasticities which our empirical work centers on estimating. Using rejected and future applicants to the EZ program as controls we find that EZ designation substantially increased employment in zone neighborhoods, particularly for zone residents. The program also generated wage increases for workers from zone neighborhoods worth approximately $320M per year. Based upon estimates of the number of jobs created for zone residents, we find that EZ employment credits generated deadweight costs equal to (at most) seven percent of their flow cost"--National Bureau of Economic Research web site

A história LGBTI+ em Portugal identificou um ponto de inflexão nas continuidades pré e pós-Revolução dos Cravos: a publicação do manifesto do Movimento de Acção Homossexual Revolucionária (MAHR) no Diário de Lisboa a 13 de maio de 1974, e a sua subsequente condenação na intervenção televisiva do general Carlos Galvão de Melo a 27 de maio do mesmo ano. Este momento é tido como ditando o fim do MAHR e a rejeição da legitimidade das questões LGBTI+ no foro político. Este artigo convida a disputar a tese de uma Revolução incongruente no que diz respeito às sexualidades. Procuro inserir este episódio na genealogia das várias rejeições da Revolução para contextualizar as condições históricas que o explicam, bem como aliar a história do género e da sexualidade à das grandes transformações políticas, ilustrando a sua potencialidade analítica como mais do que mero complemento.

Ao constatar diversas similaridades entre os candidatos presidenciais Enéas Carneiro e Jair Bolsonaro, neste artigo testo a hipótese de haver um perfil comum entre o eleitorado de ambos. Usando dados eleitorais e pesquisas de intenção de voto, descrevo como a distribuição territorial do voto em Enéas converge com a de Bolsonaro e como os preditores mais eficientes do voto em Enéas também preveem o voto em Bolsonaro. Os resultados apontam para um nicho pequeno, porém estável, no apoio às candidaturas de direita radical ao longo do tempo: homens jovens, brancos, com maior educação formal e renda. O artigo informa a discussão sobre a existência de um "núcleo duro" da direita radical no Brasil, apontando possíveis mecanismos relativos à frustração e à raiva de homens brancos jovens após a redemocratização.
