ABSTRACTHow valuable is a cabinet position? While the current literature does not ignore the reality that ministries differ from one another, it does not offer either theoretical or methodological procedures to assess such differences. This article introduces a refined measure of coalescence degree that considers several characteristics ministries may have, as well as politicians' preferences about cabinet appointments. We estimate the effect of this alternative measure of coalescence on the president's legislative success using large Brazilian datasets from 1995 to 2014 and an elite survey conducted with 62 Brazilian legislators. Controlling for other coalition management variables (coalition size and ideological heterogeneity), our refined coalescence metric turns out to be a more appropriate tool to assess the president's performance in Congress.

In recent years, four approaches about executive-legislative relations in Brazil have emerged: i) the perspective that points out limitations and constraints of multiparty presidential systems; ii) the building of government coalitions; iii) coalition management; and iv) the role played by institutions including the prerogatives of party leadership inside the House. In this paper, we review the literature on these approaches, offering a guide for studies about the Brazilian multiparty presidential system. (GIGA)

Using the method of Social Networks Analysis, we'll try to see if politicians swap votes between them seeking support for their projects, to this end, we'll first map the behavior, activities and contacts of the Senators of the Brazilian Federative Republic within all the fixed committees which had some vote during the 52nd Legislature, then we can see the most popular and central Senators to each committee. After this analysis we wish to answer the following question: did logrolling exist in the Brazilian Senate? Previously the empirical analysis and response to the problems posed, we'll present the necessary theoretical introduction understood by reviewing the literature on relevant subjects, whether they are purely theoretical with respect to the exchange of support, or analytical about the Brazilian political system.

Abstract The Practice-Based View (PBV) is an insightful approach among alternative theories of firm competitiveness. However, it hardly addresses industry level effects on the adoption of management practices and consequent performance impacts. We investigate if industrial sectors that are technologically sophisticated, more exposed to competition, and receiving greater government support adopt more advanced management practices and achieve superior performance. We built an intentional sample in seven industrial sectors, representative of the diversity of local industry, by selecting ten firms in each sector following specific criteria. Data collected following the method proposed by Bloom and Van Reenen was analyzed through Ordinary Least Squares regressions designed to assess our hypotheses. The outcomes confirm previous findings and reveal two insights. First, governmental support does not necessarily enhance management practices at the firm level. Second, the relationship between practices and performance seems to be jeopardized by the turbulence of the local business environment. We contribute to the PBV by shedding light on the implications of the sectoral perspective for the analysis of best practices adoption and performance impacts.
