Opening land-planning public policies to new actors and citizens faces indifference or even some suspicion. One of the main challenges for practitioners of participatory approaches is to strengthen citizen awareness and local stakeholders engagement. Dans la plupart des cas, au delà des stratégies cyniques de participation de façade, la finalité reste du domaine de l'innovation en management de projet comme en témoignent les objectifs cités dans les nombreux guides méthodologiques récents sur la participation. Il s'agit alors de profiter des savoirs locaux pour affiner le diagnostic, d'associer les acteurs et les citoyens de différentes manières à la réflexion pour renforcer leur acceptation des décisions et des plans d'actions. Mais globalement, le processus de prise de décision et la distribution des pouvoirs restent les mêmes. L'objectif de notre article est d'étudier du point de vue informationnel et communicationnel comment des processus participatifs de planification territoriale peuvent contribuer à élever le degré d'intelligence territoriale d'un territoire donné, et donc in fine, à faire évoluer l'ensemble du processus de décision territoriale. Nous nous concentrerons pour le moment sur des micro-évènements d'un processus participatif à plus long terme pour la planification d'un territoire côtier. Après avoir présenté dans une première partie la méthodologie employée et notre cadre théorique d'analyse, nous décrirons dans un deuxième temps les dimensions physique, institutionnelle et sociétale du territoire étudié. Puis nous aborderons dans une troisième partie la genèse et l'organisation du processus participatif mis en place sur ce territoire. Nous présenterons alors différents outils d'information et de communication mobilisés dans certaines étapes du processus en détaillant leurs usages et leurs effets. Nous conclurons alors cet article en tirant les premières leçons de cette expérience et en présentant les recherches programmées sur ce territoire pour les trois années à venir.

The French case-study located in the Thau basin revealed interesting innovations for the WFD. Although France already had basin-scale organization, some institutional changes occur following the WFD. At national level, a central office for water and aquatic environment was created in 2006 and resulted in a re-centralisation of expertise and decision making for the implementation of the WFD. In parallel, the decentralisation process launched in 1992 with basin planning and local planning has persisted. The Rhône basin revealed to be very specific in the way decision-making processes happened. Bottom-up approaches were used to set environmental goals and to select measures, whereas in other French basins a more centralised approach was used. Such processes became at odds with general objectives set in the Grenelle, a large participatory process at national level on environment issues which determined the number of water bodies to achieve the good ecological status (66%). Both processes were reconciled using uncertainties concerning very little water bodies. Mostly experts were involved. They contributions resulted in blurring the objectives of the Grenelle. However most significant stakes discussed at local scale (notably in Thau) were kept in this process. The Thau basin is a territory in which integration between sectors, notably between water-related and non water-related public policies have a twenty-year-long history of integration. This process was initiated by State representatives benefiting from large state compentences on the sea-shore. However local political officials seized this opportunity to orient the development of the area toward the conservation of the lagoon. Dedicated staff was hired to support this integration and perimeters of land use and water planning were adjusted.We found that the person in charge of facilitating collaboration between institutions and sectors on water issues at sub-basin level, the sub-basin animateur, has a key-role for implementing the WFD objectives and overcoming integration challenges. This role sustains a stewardship of the Thau basin, a local appropriation of the WFD goals and procedures and it fosters public participation. We argued that this role is not specific to Thau and can probably be transplanted to other sites, although it requires institutional changes.

International audience ; Cette communication vise à présenter les outils méthodologiques d'analyse/évaluation de la gouvernance territoriale élaborés dans le cadre du projet de recherche PSDR Gouv.Innov sur les innovations organisationnelles relatives à la gouvernance territoriale. Il s'agit d'étudier les transformations introduites par les politiques de développement durable au niveau des dispositifs de gouvernance territoriale visant à favoriser une gestion intégrée des espaces ruraux. Dans un contexte de recomposition de l'action publique où les procédures d'aménagement sont plutôt normées par des représentations urbaines, l'accent est mis sur la question des modalités de représentation des activités rurales, pour lesquelles nous faisons l'hypothèse qu'elles sont sous représentées. Les premiers résultats méthodologiques permettent, dans une première partie, de proposer une définition générique et pragmatique de la gouvernance territoriale et de préciser la notion de dispositifs de gouvernance comme objet d'observation. A partir de cette définition une grille d'analyse permettant d'appréhender l'ensemble des dimensions en jeu dans les processus de gouvernance territoriale est élaborée. Dans la deuxième partie nous explorons l'intérêt de la notion de dispositif pour observer les processus de gouvernance et proposons une grille de collecte et de structuration des informations pour constituer des chroniques des dispositifs étudiés. / This paper seeks to present the methodological tools used in the analysis/evaluation of territorial governance developed during research undertaken within the framework of the PSDR Gouv-Innov project on organisational innovations with respect to territorial governance.
