European household consumers have seen a gradual increase in the cost of their electricity bill, partly due to ambitious support policies for the development of renewable energy. Some consumers may have a higher willingness to pay (WTP) for clean energy, which could constitute a competitive advantage for electricity suppliers branding themselves as "sustainable".A discrete choice experiment has been used in order to estimate the WTP of households for renewable energy. For the last decade, researchers have debated whether to add a "status quo" / "not willing to pay for changes" option in the experimental design, as this may generate complications and not add sufficient benefits.In this paper we use an original approach based on two parallel model estimations applied to the same sample of respondents in order to demonstrate the effect of adding a "status quo" option. Our results show that not including it would have led to an overestimation of about one third of the respondents" WTP.While more research on the topic is needed, we demonstrate the risk of simplifying the experimental design and propose a facile method of enhancing the experiment with a dual model design.Keywords: discrete choice experiment, status quo, renewable energy, household consumers, willingness to pay
The EU has always been at the forefront of tackling environmental issues. This paper responds to the EU?s "call for action? towards addressing the issue of climate change – a key priority for the European Commission in the 2030 policy perspective. The topic is addressed through a focus group that seeks to identify and disseminate possible approaches through which the EU can leverage its international "actorness? in negotiating a straightforward and binding global agreement for action in climate change mitigation. The focus group involves a sample of students, beneficiaries of an environmentally focused Jean Monnet teaching module (TAG-EU). The diverse academic background of the students (coming from social, natural and exact sciences) provides a unique point of view in tackling this ardent issue and can bring valuable and interdisciplinary contributions to the discussion on climate change action.
Although major advances have been made in relation to explaining the supply side of the informal economy, this is not the case for the demand-side of the informal economy. This study analyses for the first time the purchasers of undeclared goods and services in the healthcare sector. To evaluate the purchase of undeclared healthcare goods and services, logistic regression analysis and robustness tests are used on 3048 interviews in Cyprus, Greece, Italy and Malta. The finding is that an important share of the purchasers make this type of purchase unknowingly. However, no difference in terms of socio-economics characteristics of those who knowingly and those who unknowingly made purchases of undeclared healthcare goods and services was identified. Meanwhile a significant influence of trust (in government and in other citizens) has been identified in relation to those who made these purchases knowingly. As such, policy measures aimed at decreasing unknowing purchases and at nurturing trust are discussed in the concluding section.

The EU Water Framework Directive aims to ensure restoration of Europe's water bodies to "good ecological status" by 2027. Many Member States will struggle to meet this target, with around half of EU river catchments currently reporting below standard water quality. Diffuse pollution from agriculture represents a major pressure, affecting over 90% of river basins. Accumulating evidence shows that recent improvements to agricultural practices are benefiting water quality but in many cases will be insufficient to achieve WFD objectives. There is growing support for land use change to help bridge the gap, with a particular focus on targeted tree planting to intercept and reduce the delivery of diffuse pollutants to water. This form of integrated catchment management offers multiple benefits to society but a significant cost to landowners and managers. New economic instruments, in combination with spatial targeting, need to be developed to ensure cost effective solutions – including tree planting for water benefits - are realised. Payments for Ecosystem Services (PES) are flexible, incentive-based mechanisms that could play an important role in promoting land use change to deliver water quality targets. The PESFOR-W COST Action will consolidate learning from existing woodlands for water PES schemes in Europe and help standardize approaches to evaluating the environmental effectiveness and cost-effectiveness of woodland measures. It will also create a European network through which PES schemes can be facilitated, extended and improved, for example by incorporating other ecosystem services linking with aims of the wider forests-carbon policy nexus.
