The first of this series of articles (Horizons Issue 39) provided an overview of the Every Child Matters (ECM) agenda. This included the roots of the original ECM Government green papers and Lord Laming's inquiry into the death of Victoria Climbie. It then went on to detail how ECM was enshrined in law, with the 2004 Children Act. The importance of the agenda was exemplified further with ECM being the principal policy driver in the creation of the Department for Children, Schools and Families (formally DfES). This second article of the series provides a case study of an organisation's experience of implementing the ECM agenda into their practice. This case study is of Brathay Hall Trust, a children's and young people's charitable organisation based in Cumbria. The article shows how Brathay's structures, strategic direction and practice on the ground have been informed and transformed through their engagement with the ECM agenda. Through 'Julie's story', we also gain some insight into quite how significant the outcomes of outdoor-based youth work can be for individual young people, especially when the work is carefully directed and includes guided reflection. The aim here is to provide Horizons' diverse readership with a perspective that might provoke thought within personal practice.

Victoria Climbie was 8 years old when she died in 2000. She had suffered abuse and neglect that included being left for days on end in a bath tub, hands tied behind her back, sleeping in her own excrement. The pathologist stated that there were 128 separate injuries on Victoria's body and that no part of her body was spared. Victoria's aunt, Marie Therese Kouao and her boyfriend Carl Manning were convicted of her murder. In 2003 Lord Laming lead an independent review into the events leading to Victoria's death. His report stated that there were 12 different occasions where there was an opportunity to save Victoria. The family were known to four different local authority social service departments, two hospitals, two police child protection teams and a family centre. In short, Victoria slipped through the net between services. From the Laming report the government's Every Child Matters Green Paper was compiled in 2003. However, the changes build on much of the research and thinking of policies the government had been developing over recent years. Therefore, the policy was much more complex than a knee jerk response to the public inquiry and child protection issues. Moreover, it was the ideal opportunity for introducing wide-ranging and radical changes. The government policy was legally underpinned when it was made law in the 2004 Children Act. All services for children and young people in an area (or local authority) are brought together into Children's trusts and have a duty to cooperate under the new Children Act. This involved the statutory duty of children's services and the involvement of the voluntary and community sector.

Brathay Trust is a youth development charity in the UK, which has been working with young people for over 65 years. Brathay works in both community and residential youth development settings. This paper presents the current political context in which Brathay is situated in the UK. It then details how the Trust has developed a robust theoretical framework to underpin a non-formal youth development approach. This involved a process of practice based evidence to understand and underpin the delivery of Brathay's work, as well as the challenge of demonstrating impact using evidence based practice. The tensions between practice based evidence and evidence based practice are problematised and implications discussed.
