This study uses a critically appraised topic (CAT) to explore the potential of integrating evidence-based management (EBMgt) and military judgment and decision-making (MJDM). The study uses the five focus areas of the Commandant's Planning Guidance: 38th Commandant of the Marine Corps to search scholarly databases such as the ABI/INFORM Collection from ProQuest and Business Source Premier from EBSCO. The search process was conducted using a research question variable synthesis (RQVS), introduced specifically for this study by the author. The RQVS applied to each of the Commandant's five priority focus areas in separate inquiries, producing five separate data sets. The RQVS is a search enhancement methodology developed by the author. This methodology improves the linkage between the search process and the research question (RQ) and enhances rigor and transparency of the overall study. The key findings are that there is sufficient scholarship to address problem areas in each of the Commandant's five priority focus areas. This study demonstrates that an integration of EBMgt and MJDM is both feasible and pragmatic.

This article is the final entry in a four-part series that discusses the integration of the evidence-based management (EBM) framework with the military judgement and decision making (MJDM) process as explained in Joint Planning, Joint Publication (JP) 5-0. The instructional nature of this article is intentional. The instructions provided herein are meant to supplement the first article in the series, which demonstrated that an integration of EBM and MJDM is feasible. These innovations build on the first article with practical methods of mitigating bias in the appraisal process. This article makes three propositions: first, that the limits of human cognition manifest as bias in decision-making processes; second, that there is an indirect relationship between time and efficiency lost by the limits of human cognition; and third, that within the EBM-MJDM integration, bias can be mitigated in the appraisal process that is integrated in the systematic review. Using these propositions, this article appraises the quality of scholarship, organizational data, subject matter expertise, and stakeholder input from the EBM framework into the Joint planning processes outlined in JP 5-0. The propositions were the basis of specific recommendations on appraising data specific to the EBM-MJDM integration.

This article offers a literature review that results in the introduction of three information literacy protocols. It is the third in a four-part series of articles that discusses the integration of the evidence-based framework (EBF) and military judgment and decision making (MJDM). The series is written as a conceptualization and implementation of the U.S. presidential memorandum on restoring faith in government dated 27 January 2021. The memorandum directs federal agencies to base policy- and decision-making processes on the best available evidence. Accordingly, the focus of the series is on integrating the EBF into defense planning and decision making as an operational art. This article focuses on information literacy—specifically, building a data set for systematic reviews. The current literature on information literacy reveals that specific protocols to enhance rigor, transparency, validity, and reliability in building a data set for systematic reviews are significantly underrepresented. In this article, the Stanford Design Thinking Process model was applied to address this underrepresentation. The Stanford model uses five phases of collaboration to develop new protocols. The results of these collaboration are three new protocols for building data sets that are specifically designed for an integration of the EBF and MJDM: the targeting search strategy protocol (TSSP); the research question variable synthesis protocol (RQVSP); and the human source query protocol (HSQP).

This article is the second in a four-part series that discusses the integration of evidence-based framework and military judgment and decision-making (MJDM). The series is written as a conceptualization and implementation of the presidential memorandum on restoring faith in government dated 27 January 2021. The focus of the series is on integrating the evidence-based framework into defense planning and decision-making as an operational art. The series frames this integration in terms of basing decisions on the best evidence in four categories: subject matter expertise, stakeholder input, organizational data, and scholarship. It also recognizes that scholarship is the single component within the evidence-based framework not currently integrated into military planning.

This article proposes a direct relationship between complexity and predictability in a two-agent noncooperative zero-sum game (2XZSG). The author explores this proposition by modeling armed conflict as a 2XZSG and using case studies in armed conflict as the dataset for the systematic literature review. This article uses a multiple case study approach, systematically reviewing 13 case studies in armed conflict that yielded 156 references identifying four themes—environmental, human resource, operational, and supply chain constraints—that demonstrate a direct relationship between complexity and predictability. The data focuses on decisions made in particular battles and campaigns as well as the constraints that impacted decision making. By identifying those decisions and constraints, four themes emerged. These four themes are an innovation as a potential addendum to the war gaming methodology in the military decision making process (MDMP).
