The use of participatory research techniques to provide policy-makers with information about poor people's perspectives on poverty became increasingly common in the 1990s. This book focuses on the use of participatory research in poverty reduction policies, and presents a series of participants' reflections on recent and ongoing processes. Concerns about the transparency of aid have become more prominent against a recent backdrop of donor commitments to increase aid effectiveness. Innovative approaches to providing more and better information about aid have been developed. This article explores the contemporary focus on aid transparency in the context of longer‐standing concerns over accountable aid. It finds that the links between inputs, outputs and impacts in aid transparency and accountability initiatives are often not articulated or well understood, and that the link between aid transparency and accountable aid is barely addressed. Future attempts to develop effective aid TAIs need to take full account of the diverse motivations, approaches and actors involved in their – often implicit – theories of change, in particular, the citizens of aid‐recipient countries.
AbstractIn late 1999, apparently contradictory pictures of what was happening to poverty in Uganda emerged from the Participatory Poverty Assessment (PPA) and the household survey. This article analyses certain conceptual and methodological characteristics of the PPA and the pictures of poverty trends arising from it, with a view to dispelling confusion and to better understanding the relationship between these and the pictures emerging from survey data. It argues that the apparently contradictory visions, when explored carefully, are found to be compatible, and concludes that deeper and less oppositional understandings of the purpose of PPAs vis‐à‐vis surveys for poverty assessment are an important and timely contribution to current research and knowledge about poverty.
