Robert Pape's (2004) assertions that precision-guided munitions should replace the US military's traditional reliance upon ground forces during military conflicts & that military strategies emphasizing the removal of enemy leaders should be prioritized are explored. Pape's contention that precision-guided munitions have not revolutionized US military strategies & disregard for rapid technological evolution of US air-to-ground & air-to-air munitions are critiqued. In addition, difficulties with Pape's reluctance to support air strikes that target enemy leaders & oversight of the significance of stealth air strikes are highlighted. In response, Pape addresses four issues raised by McPeak including the necessity of establishing air superiority in US military conflict, the creation & deployment of stealth technology, the risks involved in conducting decapitation air strikes against enemy leaders, & the efficacy of carpet-bombing air strikes.
