Social work defines itself as a social justice profession, yet the historical record also shows social workers resisting social change, promoting social division and contributing to social exclusion. When social workers are unaware of these 'hard' histories, they are unable to identify destructive professional practices or reconcile with those whom social work has harmed. In this article, I present a model for using local history – in this case, the history of the University of Georgia School of Social Work – as a catalyst to help students confront and unpack 'hard' history. I unravel the interwoven local histories of cotton mills, women's charitable activities and a system of entrenched racial hierarchy, and present a method for making the historical materials available and vivid to students. I conclude that we must welcome difficult history into our professional historiography as a necessary step towards becoming the liberatory profession we need to be.

This book, grounded in a human rights framework, takes a close look at social work approaches and practices in Southeast Europe. Human rights are central in today's understanding of social work as an academic discipline and as a professional practice. Looking at social work through a human rights lens unmasks inequality and discrimination, promotes ethical engagements, and contributes to the social, political, and economic betterment of society. Moreover, human rights and social work are interdependent and have far-reaching implications at macro, mezzo, and micro levels both in the realm of social policy and in professional practice. This collection of eight chapters provides an overview of human rights practices in social work in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Romania, and Slovenia. It presents state-of-the-art research on human rights and social work through individual country-focused chapters. In addition, it includes an integrative introductory chapter that identifies and discusses the commonalities and differences across the region as well as future directions. The book takes an integrated approach with conversations among the contributors on three main questions: What is the state of human rights in social work? How are human rights practiced in social work? What are the prospects for an integrated approach to human rights in social work in contemporary Southeast Europe? Human Rights in this Age of Uncertainty is essential reading for social work academics and practitioners in Southeast Europe due to its geographic focus and standpoints from the specific countries of the region. The book also should appeal to a wider European audience (especially as the book features chapters from both inside and outside of the European Union), as well as to an international audience of social work scholars. In addition, policy-makers may find the book a useful resource because human rights discourse features prominently in the international approaches to welfare systems across Southeast Europe as part of the Europeanisation processes currently at play. .

AbstractThis article introduces a measurable framework for rights-based social work practice and an accompanying set of instruments, the Human Rights Methods in Social Work (HRMSW) scales: (i) 'participation', (ii) 'non-discrimination', (iii) 'strengths perspective', (iv) 'micro/macro integration', (v) 'capacity-building', (vi) 'community and interdisciplinary collaboration', (vii) 'activism' and (viii) 'accountability'. These scales, designed for use by researchers, educators and practitioners, are the first to measure social workers' use of rights-based methods. An electronic survey was used to collect data from a convenience sample of 1,014 licensed US social workers, and a confirmatory factor analysis was used to validate the scales' psychometric properties. A respecified model using eight error covariances fit the data (χ2/df ratio = 2.9; comparative fit index (CFI) = 0.91; tucker lewis index (TLI) = 0.90; root mean square error of approximation (RMSEA) = 0.04; standardized root mean square residual (SRMR) = 0.07). Thus, factor analysis yielded a set of eight related scales—collectively called the HRMSW—each measuring a different human rights practice method that social workers can use to promote human dignity and the rights-based principles of participation, accountability and non-discrimination. Scholars argue that 'human rights' are a more appropriate yardstick for measuring the impact of social work intervention rather than our traditional aim of social justice; the HRMSW scales can help us begin to test this proposition.

Objectives: Advancing human rights is a core competency of U.S. social work education; yet, human rights attitudes and behaviors have never been measured in the social work literature. Thus, this article describes the development and initial validation of two scales, Human Rights Engagement in Social Work (HRESW) and Human Rights Exposure in Social Work (HRXSW). Method: The scales were validated using a purposive sample of 287 social work students. Results: Factor analysis supported a 25-item HRESW and an independent 11-item HRXSW. Reliability was assessed: HRESW (α = .894) and HRXSW (α = .734). Conclusions: The HRESW and the HRXSW have direct applicability to social work education. Through measuring exposure and engagement, we can begin assessing the quality of human rights education in social work.
