Der Verfasser zeichnet ein Bild der Russischen Föderation, das von einer tiefgehenden regionalen Differenzierung geprägt ist. Er fragt vor diesem Hintergrund, inwiefern die finanziellen Zuweisungen der Russischen Föderation an die Regionen vom Ziel der Vereinheitlichung der Lebensbedingungen in der Föderation geleitet sind oder inwieweit sie Ergebnis politischen Drucks und Verhandlungsgeschicks sind. Der Verfasser diskutiert zunächst mögliche Zielsetzungen eines regionalpolitischen Fiskalismus. Vor diesem Hintergrund werden Ergebnisse regressions- und varianzanalytischer Untersuchungen vorgelegt, die die Determinanten der bundesstaatlichen Zuweisungen an die regionalen Budgets für das Jahr 1995 sichtbar machen. Die Untersuchung zeigt, daß soziale und demographische Faktoren nur drei Fünftel der Varianz in den Pro- Kopf-Zuflüssen von Bundesmitteln erklären. Die Vereinheitlichung der Lebensbedingungen scheint somit kein zentrales Ziel der russischen Regionalpolitik zu sein. (BIOst-Wpt)
