Six elements needed as a foundation for the criticism of action are noted: (1) an identifiable actor; (1) a methodology for predicting future outcomes of the actor's behavior; (3) a set of concepts that identify the normatively significant dimensions of outcomes; (4) a means to select preferred outcomes; (5) the ability to monitor outcomes & adjust the paradigm accordingly; & (6) a theory demonstrating that these elements are attainable. There is a gap between current government policy formation & the prerequisites of a structurally coherent system of critical analysis. Improvement in the quality of policy analysis will lead to governmental programs that address more efficiently the actual needs of targeted individuals & groups. 8 References. R. McCarthy
