Poliomyelitis is a highly infectious disease caused by a virus belonging to the Picornaviridae family. It finds a mention even in ancient Egyptian paintings and carvings. The clinical features are varied ranging from mild cases of respiratory illness, gastroenteritis, and malaise to severe forms of paralysis. These have been categorized into inapparent infection without symptoms, mild illness (abortive poliomyelitis), aseptic meningitis (nonparalytic poliomyelitis), and paralytic poliomyelitis. This disease has been associated with crippling deformities affecting thousands of lives throughout the world. Only due to the perseverance and determination of great scientists in 1900s, the genomic structure of the virus and its pathogenesis could be elucidated. Contribution of Salk and Sabin in the form of vaccines—oral polio vaccine (OPV) and the inactivated polio vaccine—heralded a scientific revolution. In 1994, the World Health Organization (WHO) Region of The Americas was certified polio free followed by the WHO Western Pacific Region in 2000 and the WHO European Region in June 2002 of the 3 types of wild poliovirus (types 1, 2, and 3). In 2013, only 3 countries remained polio endemic—Nigeria, Pakistan, and Afghanistan. Global eradication of polio is imperative else the threat of an outbreak will hover forever. Today, all the governments of the world in collaboration with WHO stand unified in their fight against poliomyelitis and the task when achieved will pave the way for eliminating other infections in future.

The continuing rapid growth and development of China's cities brings many complex challenges. Tasked with supporting strong economic development that provides jobs and a good quality of life for its growing number of residents, China's cities also must ensure sustainable development in line with national efforts to transition to a less carbon-intensive economy, as outlined in China's 12th Five-Year Plan. Sustainable Low-Carbon City Development in China summarizes, through the specific lens of low-carbon development, the lessons of the World Bank's activities related to sustainable urban development in China. The various chapters present overall approaches and achievements in low-carbon city developments and highlight specific experiences across all urban sectors, including energy, transport, solid waste, water, and waste water. The book also explores cities' role in climate adaptation and opportunities presented by carbon finance and other global mechanisms to finance low-carbon city development.The World Bank project data and experience combined with the national and international experience presented in this edited book deliver both a broad picture and actionable steps for China's urban development. The chapters argue that China's cities not only need to, but also have an opportunity and the ability to integrate sustainable low-carbon development in their urban development. Low-carbon efforts align closely with the sustainable urbanization agenda and the book points to multiple benefits, such as improved air quality and urban livability, that can be derived from implementing this urgent agenda. The intended audience of this edited book is government officials of municipalities, cities, and townships in China who will be defining policies and programs to achieve the targets of economic growth and carbon emission reductions emerging from the 12th

AbstractIn this paper a model is developed for determining optimal strategies for two competing firms which are about to submit sealed tender bids on K contracts. A contract calls for the winning firm to supply a specific amount of a commodity at the bid price. By the same token, the production of that commodity involves various amounts of N different resources which each firm possesses in limited quantities. It is assumed that the same two firms bid on each contract and that each wants to determine a bidding strategy which will maximize its profits subject to the constraint that the firm must be able to produce the amount of products required to meet the contracts it wins. This bidding model is formulated as a sequence of bimatrix games coupled together by N resource constraints. Since the firms' strategy spaces are intertwined, the usual quadratic programming methods cannot be used to determine equilibrium strategies. In lieu of this a number of theorems are given which partially characterize such strategies. For the single resource problem techniques are developed for determining equilibrium strategies. In the multiple resource problem similar methods yield subequilibrium strategies or strategies that are equilibrium from at least one firm's point of view.

India's rapid economic growth has been accompanied by slower improvements in population health. Given the need to reconcile the ambitious goal of achieving Universal Coverage with limited resources, a robust priority-setting mechanism is required to ensure that the right trade-offs are made and the impact on health is maximised. Health Technology Assessment (HTA) is endorsed by the World Health Assembly as the gold standard approach to synthesizing evidence systematically for evidence-informed priority setting (EIPS). India is formally committed to institutionalising HTA as an integral component of the EIPS process. The effective conduct and uptake of HTA depends on a well-functioning ecosystem of stakeholders adept at commissioning and generating policy-relevant HTA research, developing and utilising rigorous technical, transparent, and inclusive methods and processes, and a strong multisectoral and transnational appetite for the use of evidence to inform policy. These all require myriad complex and complementary capacities to be built at each level of the health system . In this paper we describe how a framework for targeted and locally-tailored capacity building for EIPS, and specifically HTA, was collaboratively developed and implemented by an international network of priority-setting expertise, and the Government of India.

Background: The burden of stroke in low- and middle-income countries (LMICs) is large and increasing, challenging the already stretched health-care services. Aims and Objectives: To determine the quality of existing stroke-care services in LMICs and to highlight indigenous, inexpensive, evidence-based implementable strategies being used in stroke-care. Methods: A detailed literature search was undertaken using PubMed and Google scholar from January 1966 to October 2015 using a range of search terms. Of 921 publications, 373 papers were shortlisted and 31 articles on existing stroke-services were included. Results: We identified efficient models of ambulance transport and pre-notification. Stroke Units (SU) are available in some countries, but are relatively sparse and mostly provided by the private sector. Very few patients were thrombolysed; this could be increased with telemedicine and governmental subsidies. Adherence to secondary preventive drugs is affected by limited availability and affordability, emphasizing the importance of primary prevention. Training of paramedics, care-givers and nurses in post-stroke care is feasible. Conclusion: In this systematic review, we found several reports on evidence-based implementable stroke services in LMICs. Some strategies are economic, feasible and reproducible but remain untested. Data on their outcomes and sustainability is limited. Further research on implementation of locally and regionally adapted stroke-services and cost-effective secondary prevention programs should be a priority.
