Compliance is a central concept in both the study and practice of international relations, and the body of literature is correspondingly extensive. Although justice has already been shown to play an important role in international negotiations, its potential impact on actors' compliance behavior has not been sufficiently explored to date. We examine the relationship between the two concepts, and posit that actors' perceived justice considerations with a regime influence their compliance behavior. To illustrate the importance of including justice considerations in the study of compliance, we investigate Germany's behavior as a member of the Nuclear Non-Proliferation Treaty during the 1960–80s. The empirical illustration exemplifies how a member's justice contentions, borne of an unjust regime, can lead to contested compliance and regime conflict. The case illuminates the need to broaden our understanding of compliance and its complexity in both conceptual and practical terms.

"The nuclear weapon free-zone (NWFZ) concept has been explored thoroughly in the decades since its introduction, and several regions throughout the world have succeeded in the challenging task of establishing such a zone and thus promoting nuclear non-proliferation and peace.
The 2010 Review Conference of the Nuclear Non-Proliferation Treaty (NPT) called on all states to establish additional NWFZ in regions, where such zones do not exist. The possible establishment of a NWFZ in conflict areas where the threat of nuclear weapons is present, such as the Middle East or South Asia, has already been at the center of much diplomatic and research effort for some time. This study takes on a new challenge and explores the idea of establishing a NWFZ in the heart of Europe, a region least likely to be associated with this concept: three major European states (France, Russia and the UK) are official nuclear weapon states and an extra-regional nuclear weapon state (the US) is heavily present through its practice of nuclear sharing with its European NATO allies." This book studies the justice concerns of political actors in important international regimes and international and domestic conflicts and traces their effects on peace and conflict. The book demonstrates that such justice concerns play an ambivalent role for the resolution of conflicts and maintenance of order. While arrangements that actors perceive as just will provide a good basis for peaceful relations, the pursuit of justice can create conflicts or make existing ones more difficult to resolve.
