Una caratteristica cruciale della storia italiana è il poliedrico rapporto tra Stato e papato, un rapporto a volte conflittuale, a volte amichevole ma sempre presente nelle diverse fasi del processo di costruzione della nazione. Da un lato, la Questione Romana e le vicende dell'Unità del XIX secolo si basano su diverse fratture e ne evidenziano l'antagonismo. Dall'altro, una riconciliazione si può vedere dopo il Movimento di Resistenza, quando la Chiesa è diventata protagonista del sistema democratico repubblicano e durante il periodo della stesura della Costituzione, basata sugli sforzi reciproci e sull'utopia di un dialogo fecondo. Nel complesso, e questo è vero fin dalla Cattura di Roma (1870), lo Stato italiano ha sempre dovuto misurarsi con la presenza duratura del papato.
