This theoretical article is intended for complex analysis of complicated phenomena and processes of the promotion of creativity and creative changes in the main areas of the contemporary social and economic life, as well as for the current and most important issues of sustainability, social development, economic growth and technological breakthroughs. Purpose – to prepare, disseminate and implement the new concept of the sustainable social development, economic growth, innovations and technological breakthroughs, the essence of which is an integrated holistic approach to harmonization of various development processes and the use of specific managerial tools and instruments based on the ideas of creativity and creative changes.Research methodology – systematic analysis and synthesis of various scientific ideas and approaches, formulation and analysis of new insights. Findings – a new concept of the promotion of creativity and creative changes is prepared. This concept provides an integrated approach to the solution of the problems of social development, economic growth, innovation activities, technological progress and breakthroughs, as well as of the application of the specific managerial tools and instruments based on the ideas of creativity and creative changes. Implementation of this concept in the practice of the social and economic activities, research and academic studies creates various preconditions for anticipation and realization of new opportunities for social and economic development and technological breakthroughs under contemporary conditions of globalization, European integration and the creation of knowledge-based society. Research limitations – the proposed concept is limited to the cases of the research on general tendencies and the development processes of the society, as well as to the cases of the macroeconomic analysis and preparation of the strategic decisions for social, economic, political and technological development. Originality/Value – the new insights and perspective ideas provided for the priorities of the various social sciences and humanities, particularly – sociology, economics and management science, and of the application of the specific management tools, are described and analyzed. New challenges and priorities of social and economic modernization processes in the context of European integration and enlargement of the European Union are analysed in this theoretical article. Main attention is paid to the intellectualization of society in the social, economic and cultural space of the European Union, especially to the processes of knowledgebased society and knowledge economy creation, as well as to the cohesion processes in the European Union. Networking processes and the network-based new development tendencies in various sectors of economy and social life in the context of contemporary global changes are defined as an especially important field of the scientific research and studies. The main aspects of the networking and network-based development tendencies are analysed. The complexity and systematics of the networking processes and the networking society creation under conditions of globalisation and contemporary changes in various areas of social and economic life are analysed.The main attention is focused on the idea that networking processes and the creation of networking society and network-based economy could be perceived as one of the most important priorities of the modernisation of contemporary social and economic systems, as well as of social, economic, political development, science, and technological progress in general.The creation of networking society and network-based economy is assessed as the most important assumption and the main way to solve most of the social, economic, technological, even security, defence and ecological problems worldwide, as well as in various countries or regions in general and in various countries or regions in the space of the European Union.The processes of the creation of networking society and network-based economy express the essential qualitative changes in all areas of social, economic, political life, science, and technological progress, and interaction with nature. The processes of the creation of networking society and network-based economy deeply influence the content of globalisation and internationalisation processes and the effect on a situation in the modern world.The processes of the creation of networking society and network-based economy must be analysed in complexity. It means, that a complex analysis of the processes of various types, as well as an evaluation of the factors of interaction between different processes could be defined as a perspective way to solve some actual theoretical and practical problems of the development of contemporary economy and of the creation of networking society and network-based economy in general, especially in the context of globalisation.The complex analysis and the multidimensional evaluation of the general processes of global changes and of the specific processes of networking society and the network-based economy creation as a perspective theoretical approach in research on societal changes in the context of globalisation is defined and described in this theoretical article.The variety and the main phenomena and regularities of the global changes are identified, their impact on real processes of networking society and network-based economy creation is characterised. The main principles of the networking society and the network-based economy creation in the context of global changes are formulated.The main idea of the complex analysis and of the evaluation of the factors of interaction between different processes of global changes and the processes of networking society and network-based economy creation could be briefly described as follows: the complex analysis and evaluation of these factors includes two aspects – first, all these processes should be defined and analysed as the global changes in general, secondly, the processes of the creation of networking society and networks based economy should be identified as an specific and especially important priority of contemporary social, economic, organizational and technological changes in the global space. This idea is described in details in the article.

Straipsnyje aprašomos pagrindinės Baltijos šalyse vykstančios politinės, socialinės ir ekonominės transformacijos. Apibūdinami raidos prioritetai, apibrėžiami svarbiausi raidos dėsningumai. Daugiausia dėmesio skiriama inovacijų, transformacijų kompleksiškumo, sinchroniškumo ir kitiems dėsningumams, atskleidžiantiems Baltijos šalyse vykstančių pokyčių specifiką. Ypač pabrėžiamos problemos, susijusios su Baltijos šalių integracija á Europos Sąjungą ir NATO.

The present state of university and professional education in Lithuania and major problems of its development are outlined. The possibilities of upgrading university and professional studies are evaluated, taking into account the processes associated with the integration of Lithuania into the European Union. In addition, the prospects of education development are analyzed in the context of transitions characteristic of the states of Central and Eastern Europe. ; Apibūdinama šiuolaikinė situacija Lietuvos universitetinių ir profesinių studijų sistemoje, parodomos šios sistemos tobulinimo problemos. Universitetinių ir profesinių studijų tobulinimo galimybės yra vertinamos, atsižvelgiant į Lietuvos integracijos į Europos Sąjungą procesus. Be to, šių studijų perspektyvos analizuojamos Rytų ir Vidurio Europos šalims būdingų transformacijų kontekste. Sprendžiant aktualias universitetinių ir profesinių studijų Lietuvoje problemas, išskirtinis dėmesys turi būti skiriamas šioms aplinkybėms: – studijų tobulinimo problemos turi būti suvokiamos, svarstomos ir sprendžiamos Lietuvos integracijos į Europos Sąjungą bei pačios Europos Sąjungos plėtros bei modernizavimo problemų kontekste, ypatingai atsižvelgiant į globalizacijos, informacinės visuomenės formavimosi, naujų konkurencijos formų, naujų technologijų pasklidimo procesus. Toks požiūris leidžia pasiekti, kad studijų sistema Lietuvoje būtų atvira, dinamiška ir adaptatyvi, – studijų tobulinimas turi būti orientuotas į pozityvių transformacijų visuomenėje aktyvinimą, – studijos turi būti vykdomos taip, kad Lietuvoje būtų formuojama aukštu pragyvenimo lygiu pasižyminti visuomenė, orientuota į intelektinio darbo, aukštų technologijų kūrimo ir įgyvendinimo, aukštos kokybės produktų gamybos prioritetus, – studijų sistema turi būti integruota į tarptautines studijų sistemas, visų pirma, į Europos Sąjungos šalių studijų sistemą. Tobulinant studijų sistemą Lietuvoje, yra tikslinga plėtoti tyrimo ir projektavimo darbus šiomis kryptimis: – tikslinga atlikti išsamius tyrimus, kurie būtų skirti apibrėžti Lietuvos aukštojo mokslo funkcijas plėtojant Europos Sąjungos žmogiškuosius išteklius bei aktyvinant Europos Sąjungos plėtrą bei jos modernizavimą, – tikslinga parengti ir įgyvendinti Lietuvos universitetų ir kitų aukštųjų mokyklų racionalios specializacijos bei jų potencialo plėtojimo ilgalaikę strategiją, – tikslinga atlikti tyrimus, skirtus Europos Sąjungos šalių universitetų ir kitų aukštųjų mokyklų aktyvumui Lietuvoje skatinti, – būtina visapusiškai plėtoti atviro ir distancinio mokymo technologijas, šiuo tikslu atliekant atitinkamus tyrimo ir projektavimo darbus. Tolimesni universitetinėms ir profesinėms studijoms Lietuvoje plėtoti skirti darbai yra svarbi sąlyga spartinti transformacijas ir integraciją į Europos Sąjungą.

The purpose of this paper is to examine the theoretical background to the regional eco-nomic and social development in the context of development of integral European cultural space. The main trends and tendencies of the economic, political, social transition processes in the Eastern and Central Europe are analyzed. Possibilities and prospects of the regional economic and social development in the Baltic region are discussed. Problems and conflicts arising in the situation of the development of the integral cultural space in Europe are desc-ribed. The publication also presents the outcomes of the research done over the recent seve-ral years, dedicated to the diagnostics of the problems of transformations as well as of na-tional and international security in various regions and countries of Central and Eastern Eu-rope, especially in Baltic countries. The main attention is dedicated to the regional economic and social development in the Baltic countries in context of the integral European cultural, political, economic and social space. ; Straipsnyje kompleksiškai nagrinėjamos politinės, socialinės, ekonominės, ypač saugumo ir stabilumo užtikrinimo, problemos, pastaruoju metu kylančios Baltijos regione, taip pat visose Rytų ir Vidurio Europos šalyse. Šios problemos nagrinėjamos atsižvelgiant į daugelį aplinkybių, prioritetų, pirmenybę teikiant visuomenės saugumui. Parodyta, kad esminiai veiksniai, darantys įtaką šiuolaikinei raidai ir pažangai Baltijos regione, taip pat visose Rytų ir Vidurio Europos šalyse, yra dviejų tipų: - transformacijų procesai, išreiškiantys esminius kokybinius pokyčius visose politinio, sociali nio, ekonominio gyvenimo, taip pat technologijų pažangos, teisėsaugos, gynybos, nacionalinio sau gumo ir kitose srityse: transformacijų procesai tiek per pastaruosius 10-15 metą, tiek ir dabartiniu metu bei artimiausioje ateityje vertintini kaip svarbiausia Rytų ir Vidurio Europos šalių visuomenės raidos charakteristika, - bendros kultūrinės erdvės visoje Europoje formavimosi procesai, išreiškiantys tai, kad vykstanti Europos Sąjungos plėtra, naujų šalių ir Rytų ir Vidurio Europos integracija į Europos Sąjungą, taip pat spartūs pokyčiai visose Europos šalyse sukelia esminę kultūros ir gyvenimo būdo transformaciją visoje Europoje ir lemia bendros kultūrinės erdvės susidarymą. Ir transformacijų procesai, ir bendros kultūrinės erdvės visoje Europoje formavimasis reikalauja naujai suvokti ir spręsti ir bendrąsias, ir regionines politinės, socialinės, ekonominės raidos, ypač saugumo ir stabilumo problemas. Naujas požiūris į saugumą Baltijos ir kitose Rytų ir Vidurio Europos šalyse grindžiamas įvertinimu tų veiksnių, kurie išreiškia transformacijų ypatumus bei bendros kultūrinės erdvės visoje Europoje formavimosi aplinkybes, detaliau išdėstomas šioje publikacijoje. Publikacijos tikslas - atskleisti saugumo bei regioninės plėtros ypatumus ir perspektyvas Balti-jos ir kitose Rytų ir Vidurio Europos šalyse, atsižvelgiant į transformacijų bei į bendros kultūrinės erdvės Europoje formavimosi procesus. Publikacijoje nagrinėjami regioninės plėtros teoriniai pagrindai atsižvelgiant į bendros Europos kultūrinės erdvės formavimosi aplinkybes. Detaliai analizuojami politinių, ekonominių, socialinių transformacijų procesai, būdingi Rytų ir Vidurio Europos kraštams. Aptariamos regioninės plėtros galimybės, būdingos Baltijos regionui. Nagrinėjami konfliktai ir kitos problemos, kylančios bendros Europos kultūrinės erdvės formavimosi sąlygomis. Publikacijoje taip pat nagrinėjamos problemos, kylančios transformacijų sąlygomis, pažymimos nacionalinio ir tarptautinio saugumo problemos, būdingos įvairiems regionams ir kraštams Rytų ir Vidurio Europoje. Ypač daug dėmesio skiriama regioninei ekonominei ir socialinei raidai Baltijos šalyse bendros Europos politinės, ekonominės, kultūrinės ir socialinės erdvės formavimosi aplinkybėmis. Analizuojami vieningos europinės kultūros erdvės formavimosi procesai ir jų ypatumai. Vieni svarbiausių tyrimo uždavinių ir rezultatų yra šie: -nacionalinio ir tarptautinio saugumo esmės ir prioritetų išryškinimas, atsižvelgiant į globalizacijos sąlygas bei įvairiems regionams būdingų politinių, socialinių, ekonominių transformacijų aplinkybes, -Rytų ir Vidurio Europoje vykstančių transformacijų procesams būdingų dėsningumų išryškinimas:, šių transformacijų poveikio nacionaliniam ir tarptautiniam saugumui įvertinimas, -naujų pavojų, kylančių transformacijų sąlygomis, analizė, prevencijos priemonių parengimas ir įgyvendinimas, ypač daug dėmesio teikiant specializuotoms programoms, skirtoms formuoti naują mentalitetą ir plėtoti šiuolaikišką kultūrą, -Baltijos šalių ypatumų įveriinimas, regionalizacijos perspektyvų Baltijos šalyse aptarimas, atsižvelgiant į Baltijos šalių raidos galimybes Šiaurės šalių bei Baltijos jūros regiono kontekste, - regionalizacijos požiūriu perspektyvios Baltijos šalims skirtų tyrimų kryptys ir jų pagrindimas. Tolesni tyrimai aprašytoje srityje vertintini kaip labai aktualūs ir reikšmingi.

This theoretical article analyses problems and development processes typical for the high technologies sector in the European Union in the context of contemporary challenges of globalisation, European integration, creation of the knowledge-based society and knowledge economy, as well as in the context of intellectualisation processes in the social and economic life in general. The article focuses on the needs and priorities of creation and further development and modernisation of high technologies sector in the European Union in the context of intellectualisation processes of social and economic life, as well as on the theoretical concept that could be used as a theoretical basis for strategic solutions and decisions oriented towards the innovative development and modernisation of high technologies sector in the European Union. The processes of creation and further development of high technologies sector are defined as an especially important social, economic and technological transformation in the contemporary society and in the social and economic life of the European Union. The trends of creation of the high technologies sector in the context of enlargement of the European Union are described and analysed. The article discusses some new unconventional ideas and models of possible economic development in the context of intellectualisation processes in general, as well as of the development of high technologies sector. It analyses the processes of development of integral high technologies oriented towards European economic, social and cultural space. ; Šiame teorinio pobūdžio straipsnyje yra aptariamos aukštųjų technologijų sektoriui Europos Sąjungoje būdingos problemos bei analizuojami raidos procesai, paasireiškiantys šiuolaikinių globalizacijos, Europos integracijos, žiniomis grindžiamos visuomenės bei žinių ekonomikos kūrimo, taip pat ir intelektualizavimo įvairiose socialinio ir ekonominio gyvenimo srityse iššūkių kontekste. Pagrindinis dėmesys yra skiriamas aukštųjų technologijų sektoriaus Europos Sąjungoje kūrimo, modernizavimo bei tolesnės plėtros poreikiams ir prioritetams, ypač – šiuolaikinių socialinio ir ekonominio gyvenimo intelektualizavimo procesų kontekste Aukštųjų technologijų sektoriaus Europos Sąjungoje kūrimo, modernizavimo bei tolesnės plėtros procesai yra traktuojami kaip itin reikšminga šiuolaikinei Europos Sąjungos visuomenei būdinga socialinės, ekonominės ir technologinės raidos transformacija. Straipsnyje yra aprašomos ir analizuojamos tendencijos, pasireiškiančios šiuolaikinėmis aukštųjų technologijų sektoriaus kūrimo ir modernizavimo, taip pat Europos Sąjungos plėtros sąlygomis. Aptariamos įvairios naujos netradicinės idėjos ir modeliai, skirti tiek apskritai ekonomikos raidai intelektualizavimo procesų kontekste, tiek ir aukštųjų technologijų sektoriaus kūrimui, modernizavimui bei tolesnei plėtrai. Apibūdinami Europos bendros ekonominės kultūros ir socialinės erdvės, pasižyminčios orientacijomis į aukštųjų technologijų plėtrą, raidos procesai. Detaliai aptariami aukštųjų technologijų sektoriaus Europos Sąjungoje kūrimo, modernizavimo bei tolesnės plėtros poreikiai ir prioritetai, atskleidžiami svarbiausieji globalizacijos, Europos integracijos, žiniomis grindžiamos visuomenės bei žinių ekonomikos kūrimo, taip pat ir intelektualizavimo įvairiose socialinio ir ekonominio gyvenimo srityse procesų sąlygojami iššūkiai, nulemiantys aukštųjų technologijų sektoriaus plėtros poreikius ir perspektyvas. Straipsnyje apibūdinama aukštųjų technologijų sektoriaus struktūra, charakterizuojamos svarbiausiosios jo dalys. Pažymėti sarbiausieji ypatumai, būdingi šiuolaikinei socialinei, ekonominei bei technologijų pažangai, tarp jų ‒ aukštųjų technologijų sektoriaus raidos procesams, parodytas būtinumas šiems ypatumams teikti išskirtinį dėmesį visais atvejais, kai tenka spręsti įvairias aukštųjų technologijų sektoriaus raidos problemas ir tinkamai pasirinkti šioms problemoms spęsti skirtas priemones. Parodytos įvairios galimybės panaudoti naujas netradicines idėjas ir modelius, skirtus sėkmingai socialinei, ekonominei ir technologijų pažangai Europos Sąjungoje atsižvelgiant į šiuolaikinius iššūkius, tarp jų – plėtojant ir modernizuojant aukštųjų technologijų sektorių. Apskritai straipsnyje pateiktos idėjos vertintinos kaip efektyvios ir perspektyvios siekiant šiuolaikinių Europos integracijos iššūkių kontekste aktyvinti intelektualizavimo procesus ir inovatyvią aukštųjų technologijų sektoriaus raidą.
