Introduction. The dilemma of «chaos» (a free choice of behavior by each subject) or development based on assessments and strategic goals, formed in account with internal and external factors that would allow keeping things organised, persists in countries that shape a new economic model. Dismantling of the old economic system, the formation of the foundations of post-industrial development in the XXI century raise the issue of strategic planning.Purpose. The study is devoted to the development of the methodological framework of strategic planning based on clarifying the relationships, goals, differences of its main components in the multilevel management system. Besides, it aims to assess the current practices of strategic planning tools in Ukraine and identify areas for improvement in the context of synergy and its security development.Methods. The methodological basis of the study is the use of systematic and comparative approaches in the analysis of the theory and practice of strategic planning at different levels of government. The following research methods were used: induction and deduction; system analysis is used to identify the components of strategic planning at different levels of management; PEST analysis is used to identify factors leading to insufficient effectiveness of this tool in a multilevel management system; institutional and comparative analysis is used to clarify goals and differences of individual components of the system of strategic planning; abstract and logical is used to identify patterns of evolution of strategic planning in the future; marketing analysis is used to clarify the content of management activities in the framework of strategy.Results. Scientific approaches to the interpretation of the essence and place of strategic planning in the management system are generalized. The author's position on clarification of the content of strategic planning, delimitation of the concepts of «strategy» (as a direction of action), «strategic planning» (as a management function) is presented. The peculiarities of the presentation of strategic planning at different levels of the management hierarchy in Ukraine are shown.The reasons for the low efficiency of strategic goals success in the course of realization of strategies and strategic plans in domestic practice are revealed. The place of strategic planning in the system of institutional mechanisms of multilevel management is specified considering its current documents in Ukraine; the goals and differences of functional load at different levels of the management hierarchy are differentiated.The empirical analysis of the practice of strategic planning allowed us to identify the main challenges that require the search for management decisions at the methodological, legal, and administrative levels. Specifically, the problem of systematization, hierarchy, and autonomy of planning documents; inconsistency of government's long-term and medium- term strategies with current financial documents (budgets); low quality of macroeconomic forecasts and disregard for international strategies, the presence of «institutional traps» have been defined.Ways to improve strategic planning at the regional and local levels have been identified, in particular in connection with the decentralization reform and increasing the power of local self-government. Attention is paid to ensuring methodologically sound and procedurally fixed interrelation of planning documents, program and financial documents, organizational and methodological support of monitoring and evaluation, as well as information feedback, application of regional and local marketing tools, etc.The conclusion is made about the expediency of considering strategic planning in the system of management mechanisms in the country as a multilevel system, increasing the level of its systematization to achieve a synergy effect, practical implementation of the highest level of strategic planning - strategizing.Discussion. In the mentioned context, the prospects for further research are the problems of coordination of strategic and financial-budget planning systems, the formation of strategic plans in a new format of administrative-territorial entities, the development of methodological and applied provisions for the implementation of strategies.

The article deals with current challenges for regional development and their impact as causes of threats to economic security. Economic security is seen as a complex multilevel system, the formation of which occurs at various levels of economy's hierarchy: the state level, an economic sector, an industry (economic activity), a region, a business enterprise, a city, a town, a village, a local territorial community, a person. It is determined that a region's internal and external environment is the key factor of its economic security. The assessment, which was carried out, enables to establish the following characteristics: structural imbalances, a gap between regional investing priorities and determined priorities, a break in the production chain, an asymmetry in technological development of regional industries, expansion of foreign companies on the domestic market, incompatibility between the system of institutions and the aims of social and economic development of regions.The research paper describes the current challenges for regional development, such as deepening of regional differences in creating tensions in regional labour markets; intensification of migration processes; growing differences in the intensity of structural changes; reducing foreign investment; institutional and fiscal decentralization; growing problems in organizing and financing social services; deepening asymmetry in the development of cross-border infrastructure, which requires a system of protection against increasing threats to economic security.A range of methodological approaches to assessing the level of economic security is generalized. A set of quantitative and qualitative indicators is suggested for evaluating the results of security assurance activities at all levels of the hierarchy: a region, a territorial community, a business enterprise, a person.The priority areas of administrative activity designed to prevent threats to economic security are identified. Given the current challenges, these priority areas include: structural reform of the economy, an increasing backbone role of state-owned entrepreneurship, inter-regional and inter-municipal cooperation, modernization of social safety in terms of personal security, strengthening safety of entrepreneurship, reinforcement of security of local communities under conditions of political, administrative, financial, fiscal, economic and environmental decentralization.The main characteristics of each area are pointed out. Further research studies are to be undertaken to empirically examine the results of these measures and identify barriers for institutional assurance of economic security.

The article concentrates on the fact that conditions of regional development in Ukraine have changed significantly in the last decade. Therefore, the following initiatives should be taken: to formulate a new regional policy, to further decentralize, and strengthen the competitiveness of territorial communities, or in other words, basic administrative units. The specific features of the competitiveness of territorial communities are outlined. The author also establishes a classification of factors relevant to the competitiveness of territorial communities and identifies new aspects of their formation and functioning. The paper presents the following integrated criteria of competitiveness: competitive advantages, self- reliance, and economic security of citizens. The author provides an empirical analysis of united territorial communities in the Ternopil region based on the indicators of financial self- reliance of the communities, which include income per capita, budget subsidy level, the share of management costs in own resources (without transfers).Special attention is paid to a resource-based analysis and some approaches to the assessment of competitiveness of territorial communities are proposed. The results indicate that there are some limiting factors that might hinder the competitiveness of territorial communities, namely: poor production and living conditions; underdevelopment and deterioration of social and cultural sphere; lack of transport facilities; ecological problems of diminishing diversification and primary production; narrow focus of direct foreign investments; investments in industries with rapid turnover of capital; low level of the competitiveness of manufacturing facilities located in the united territorial communities; poor qualifications of personnel; insufficient labour force; poor demographic situation.The article emphasizes the importance to formulate a strategy for strengthening the competitiveness of united territorial communities as a component of the Strategy for its development and implementation of the weighted algorithm for strateging. A range of strategic priorities of effective regional policies for increasing the competitiveness of territorial communities are described, and institutional barriers of their implementation are determined. In addition, the author formulates mechanisms for increasing the competitiveness of united territorial communities under the conditions of decentralization, particularly in terms of scenario modelling, strateging, implementing local marketing, building a brand identity of a territory, municipal financial management, risk management, etc. It is claimed that there is a great difference in initial conditions of united territorial communities and differences in using resources, which requires a situational approach and adherence to the principles of balanced development (support) within the region referring to some depressed united territorial communities.
