This article proposes a theorization on the dynamics of material power and normative power reasons in international politics to explain the East Timorese question. The article compares two decisive moments, firstly, the initial phase of the Indonesian annexation and the birth of the international question of Timor; secondly, the final phase of its resolution and the birth of the East Timor state, supported by the United Nations (UN), Portugal, and other actors. The article shows that, in 1975, the actors did not consider the normative reasons. On the contrary, from 1999 onwards, actors were socialized to consider the illegitimacy of the Indonesian annexation and to decide following international norms.
Este artigo apresenta um modelo de acumulação de poder simbólico para explicar a carreira política de Marcelo Caetano e a sua ambição progressiva rumo à liderança do Estado Novo português. Esse modelo, de base reflexiva e sociológica, é aplicado ao nosso caso através de um exercício de reconstrução histórica do percurso político de Marcelo desde a sua entrada nos corredores do poder até a sua ascensão à liderança em 1968. O artigo desenvolve novos argumentos teóricos sobre as carreiras dos líderes políticos e dos seus objetivos de obtenção de capital político e social, em especial da importância de acumulação de poder simbólico em regimes autoritários altamente ideológicos e carismáticos como o do Estado Novo. O seu principal objetivo é apresentar uma visão mais sofisticada e relacional do percurso político de Marcelo Caetano, designadamente da explicitação do dilema de sucessão carismática com que teve que se confrontar, e contribuir para a acumulação de conhecimento teórico e histórico sobre o regime autoritário português.
Este artigo faz uma contextualização do nascimento da Análise da Política Externa (APE). Apresenta uma análise historiográfica da invenção APE e da sua relação com os anos formativos da disciplina das Relações Internacionais (RI). O seu objetivo é o de iluminar a relação entre a história e a teoria da origem da APE como campo de estudo autónomo. O artigo está organizado em três partes. Em primeiro, identifica as origens europeias e norte-americanas do estudo da Política Externa e a sua ligação com as policy sciences. Em segundo, relaciona o surgimento do Realismo com o estudo tradicional da política externa e sintetiza as principais críticas teórico-metodológica introduzidas pela APE. Finalmente, apresenta uma análise dos principais marcos e inovações teóricas das abordagens que inventaram APE e propõe um modelo de análise sociocultural da política externa dos Estados. O artigo defende dois argumentos. Primeiro, a invenção da APE inscreve-se num contexto histórico e académico de protesto contra a visão tradicional de pensar e investigar a política externa. Segundo, é necessário assumir a interligação entre contextos históricos e contextos científicos na evolução teórica das RI e da APE.
RESUMO Este artigo analisa as percepções e imagens nacionais da política externa portuguesa durante o Estado Novo salazarista. Traça um enquadramento do contexto ideacional da política externa portuguesa desde o Pós-Guerra até a década de 1960 e explica o posicionamento de Portugal face a dois desafios internacionais: o projeto de integração europeia e o movimento descolonizador. O artigo tem por base pesquisa documental de fontes primárias e secundárias relativas às ideias e discursos das elites da política externa portuguesa. O artigo demonstra duas ideias-chave. Primeiro, as opções e doutrinas de política externa devem ser lidas tendo em consideração a sua historicidade e as percepções e imagens dos seus decisores. Segundo, a política externa é uma política de identidade e as imagens nacionais que os Estados historicamente constroem para legitimarem os seus interesses não podem ser desligadas dos processos de imaginação identitária e de afirmação de uma determinada cultura política nacional. O artigo apresenta uma teorização ideacional e identitária sobre as razões das opções antieuropeísta e antidescolonizadora da política externa do Estado Novo. O seu principal argumento é que uma análise sofisticada da política externa portuguesa nesse período deve fazer apelo ao que designamos de triângulo identitário: essencialismo, especialismo e ocidentalismo.

It presents a historiographic synthesis of the main institutional and scientific landmarks of the American, English, Nordic, French and German cases. It begins by presenting the main contexts and political-academic frameworks of the birth and formation of the discipline, with an emphasis on the USA. Secondly, it addresses the European developments of the IR discipline, highlighting the English and Nordic schools. Finally, it presents a brief contextualization of the rediscovery and affirmation of IR in Continental Europe, identifying the main institutional and scientific milestones of the French and German schools.

Este artigo apresenta os principais argumentos epistemológicos e metodológicos que estão na origem da afirmação do sub-field da Análise da Política Externa (APE). Traça uma breve panorâmica do desenvolvimento da APE e propõe um quadro analítico eclético para uma melhor compreensão da decisão em política externa. O artigo tem quatro objetivos principais. Em primeiro lugar, procura identificar quais são os elementos teórico-analíticos básicos para compreendermos a política externa dos Estados. Em segundo lugar, desenvolve uma discussão sobre qual a melhor forma de utilizar as abordagens teóricas para a investigação e realização de trabalhos científicos sobre a política externa dos Estados. Em terceiro lugar, apresenta um modelo geral da APE baseado em três fatores fundamentais: os fatores internos, os fatores internacionais e os fatores ideológicos e preceptivos. Finalmente, pretende contribuir para o desenvolvimento de uma maior cultura científica sobre as abordagens da APE e estimular o debate relativo à acumulação de conhecimento teórico-metodológico sobre como contar melhores histórias sobre o comportamento internacional dos Estados.

Abstract: This article presents the main epistemological and methodological arguments that are at the origin of the affirmation of the Foreign Policy Analysis (FPA). It gives a brief overview of the development of the FPA and proposes an eclectic analytical framework for a better understanding of foreign policy decisions. The article has four main objectives. Firstly, it seeks to identify the basic theoretical-analytical elements for understanding the foreign policy of States. Second, it develops a discussion on the best way to use the theoretical approaches for doing research and scientific works about foreign policy. Third, it presents a general model of FPA based on three fundamental factors: internal factors, international factors, and ideological and perceptual factors. Finally, it intends to contribute for the development of a greater scientific culture on the APE approaches and stimulate the debate regarding the accumulation of theoretical and methodological knowledge on how to tell better stories about the international behaviour of States.

This article develops an analysis of the impact of the historical ecumenical pattern of portuguese foreign policy on the European Union's external relations. Its main objective is to identify Portugal's influence on developing the European Union's (eu) external relations, namely the holding of international summits in the framework of the portuguese eu presidencies. The article is structured in two main parts. First, the article theorises Portugal's role as a Pivot State in the eu's external relations, underlining Portugal's current foreign policy's identity and normative characteristics. Secondly, the article presents an analysis of Portugal's role in the organisation of international summits. Its central argument concerns the explanation of Portugal's contribution to the eu in terms of European foreign policy, namely in the sophistication of the eu's external relations and its international image.
