Several supervisory authorities and governmental working groups issued corporate governance best practice codes for listed companies during the nineties. In this paper, we used a unique database that allowed us to analyse the relationship between the level of compliance of the code of best practice issued by the Portuguese Securities Market Commission and the returns of the concerned companies. By using a multifactor model, one can conclude that there is a positive relationship between the compliance of some of these recommendations and the returns that were determined. The recommendations on the structure and functioning of the executive board deserve a special attention. However, globally, CMVM's code of best practice doesn't have a systematic effect on firm returns.

Neste trabalho é avaliada a eficiência produtiva anual, perspectivada na óptica do custo, das caixas de crédito agrícola mútuo (CCAM) pertencentes ao sistema integrado de crédito agrícola mútuo (SICAM), através da utilização de uma fronteira custo estocástica. Para a estimação da eficiência produtiva global, ou eficiência custo, as CCAM são assumidas como empresas multiproduto que comercializam dois produtos, crédito e outras aplicações financeiras, cujo objectivo é a minimização do custo variável, que é igual à soma do dispêndio com a compra de três factores produtivos, depósitos, trabalho e outros materiais. Os índices de eficiência, calculados com base numa função custo translogarítmica previamente estimada, sugerem que o SICAM pode melhorar a sua "performance" económica se todas as CCAM operarem de forma tão eficiente como as observações de melhor prática. Para um aumento dos níveis de eficiência poderá contribuir uma evolução positiva do rácio activo líquido por trabalhador, do grau de conversão dos depósitos em crédito e da autonomia financeira.

Este artigo analisa a securitização do terrorismo jihadista no contexto dos atentados contra o território francês em 2015, com o objetivo de verificar como esse processo garantiu o apoio parlamentar e da opinião pública para a adoção de medidas restritivas de liberdades individuais pelo Governo de François Hollande. Conclui--se que o então Presidente francês classifica o terrorismo como uma ameaça existencial à França e trata a segurança como uma «condição» dos direitos humanos, garantindo assim apoio para adoção de medidas restritivas.

Abstract This study investigates how Regulatory Ordinance No. 120 of March 17, 2020, reflects the constitutional principles and international treaties recognized by Brazil. This Ordinance is a non-statutory regulation to fight COVID-19 seeking to prohibit the entry of people from Venezuela during this pandemic. This deductive investigation assumes that this measure is not supported by the national and international migration laws incorporated by Brazil. The legal justifications the act used as arguments were found to be inconsistent with the formal requirements for the act itself as per the Brazilian legal framework. Verification of its legal and technical justifications showed a lack of legal, scientific, and empirical support, turning the Ordinance into a target of criticism by Civil Society organizations. In light of national and international law, the analysed instrument can be considered in breach of international technical guidelines for administering vulnerable migrant influxes as is the case of Venezuelans in Brazil.
