Though it seems to be more popular for most people to discuss some issues with their friends on the micro blogs such as Twitter or community websites such as Facebook, there is still a doubt that these websites would play a role to facilitate civic engagement or promote the frequency for talking about public affairs. It is said that the success of Obama"s case did intrigue politicians" attention for the effect of blog in Taiwan. That is why the study should be traced to the experiences of blog in America. There are some surveys which improved that the number of blogs have grown since 2001(Levy, 2002; Henning, 2003). In this case, Wallsten (2007) indicated that political blogs seems to have been grown faster than other types of blogs. In order to find the relationship between blog use and political participation, this study will focus on political blogs. Researchers pointed that the role of blog has become an open forum for users to address issues(Bruns, 2006; Cristol, 2002; Wall, 2006) and some researchers further claimed that blogs have been portrayed as political outlets (Kerbel and Bloom, 2005; Sweetser and Kaid, 2008; Trammell et al., 2006b) where allow users to express their self-perspective and access to different perspectives on an issue (Herring et al., 2004; Trammell and Keshelashvili, 2005; Papacharissi, 2004; Thompson, 2003). In brief, blog users also play a key role in the blog world. For this reason, the study will explore the connotation of blog users and further examine the relationship between blog use and political participation. But it seems to be less studies about types of blog users that could assess the effects of communication on blogs more precisely. To target more real supporters, this article will categorize the types of users into three kinds and measure the extent to their separate behavior which linked to political participation.

Many scholars have recently looked to adaptive management and adaptive governance as new approaches to implement green infrastructure. Much of the recent scholarship, however, that argues for combining the three concepts of adaptive management, adaptive governance, and green infrastructure is either theoretical, at early planning stages, or based on relatively small experiments. Since green infrastructure is now being implemented in a number of cities at large spatial scales, this paper examines how and whether combining these theories helps to solve anticipated problems compared to earlier work on environmental governance and political implementation. The city of Philadelphia has become known as a national and international leader in using green infrastructure for stormwater management. This paper therefore analyses Philadelphia's early experiences in the period from 2009 to 2015 as a test at urban scale of the usefulness of theories of adaptive management and adaptive governance in implementing green infrastructure. The city of Philadelphia found itself rapidly changing its implementation approach multiple times in response to political pressure. The city's changing responses illustrate challenges in implementing environmental policies among actors with differing levels of political power, economic interests, and participation. This paper describes the rapid changes in programs using mixed methods and data sources including quantitative analysis of the city's billing and program data, qualitative interpretation of media and public documents, and subsequent interviews with city officials. Understanding how and why Philadelphia rapidly changed its approach will be interesting to policymakers and advocates in other cities who also intend to implement green infrastructure at urban scale. ; Accepted version

Buildings and energy systems are shaped within many different kinds of departments and agencies throughout local governments. This article argues that further opportunities exist to reduce the energy use of buildings and their associated greenhouse gas (GHG) emissions through the existing powers and jurisdiction of local governments. We use the example of New York City, where buildings produced 73 percent of all GHG emissions in 2014. By analyzing a data set of almost four thousand large buildings, we identify new opportunities for planners and other professionals to reduce energy use and GHG emissions by focusing on different mechanisms and/or collaborations. A growing number of governments have begun to implement benchmarking or energy disclosure policies. By requiring owners to measure and disclose their energy use, these policies are intended to transform the market for energy-efficient investments in existing buildings. To improve future policy efforts, two critical questions are: first, how much energy do these policies save? and second, what particular aspects of these policies are most effective? To answer these questions, this study explores how different aspects of these policies were phased-in to different groups of buildings over the first four years of the City of New York's benchmarking ordinance. By applying a novel difference-in-differences strategy, we can causally attribute observed declines in energy consumption to specific owner behaviors and policy mechanisms. Our analysis indicates that in comparison with the control group and before the policies were implemented in 2011, total disclosure of both energy use and Energy Star together can be credited with a 6% reduction in building energy use intensity (EUI) three years later and a 14% reduction in EUI four years later. Disclosure of Energy Star scores decreased building EUI by 9% three years later and 13% four years later.
