AbstractIn this introduction to the special themed section, 'Theorizing transnational labour markets: economic‐sociological approaches', I introduce the reader to the topic and give an overview of the four contributions. The terms 'global labour market' and 'transnational labour market' are broadly used to account for contemporary social phenomena as diverse as the ever‐closer integration of China or India, with their huge labour forces, into the world economy, the off‐shoring of specific operations of MNCs to countries with cheap labour, or cross‐border labour migration. In most of these cases, the existence of global or transnational labour markets is taken for granted by the media, consulting agencies and other economic actors. However, scholars in labour market research and cross‐border migration alike have largely ignored the categories of global or transnational labour markets. Thus far, it remains unclear what these terms really mean and how we should address them theoretically. The aim of this themed section, therefore, is to view cross‐border labour migration through an economic‐sociological lens and thus bring into dialogue migration and labour market scholarship. By introducing a transnational perspective into labour market research, we hope to make a useful contribution towards theorizing on cross‐border labour markets and thereby overcome the methodological nationalism that seems to have crept into this area of scholarship.

AbstractIn this article, I suggest that transnational labour markets are characterized by their multi‐layered embeddedness, not only in national but also in transnational institutional settings. Hence, the national institutional factors formerly at the centre of sociological labour market theories insufficiently explain the newly emerging transnational labour markets. To account for the full complexity and institutional context of the latter, I propose an inductive theoretical approach to transnational labour markets and develop a research heuristic to instruct empirical studies about particular transnational labour markets and inductive theory building. This heuristic draws on analytical categories as developed by the new economic sociology of markets. The empirical example of the transnational labour market that matches eastern European workers to jobs in the German meat industry serves to illustrate how one can use this heuristic, which reveals some preliminary features of transnational labour markets compared with national ones, as well as some research gaps to be addressed by future studies.

Der Neoinstitutionalismus stellt Organisationen nicht als autonome Einheiten mit ihren internen Strukturen und Prozessen ins Zentrum der Beobachtung, sondern das Verhältnis von Organisation und Umwelt. Dabei lassen sich drei Organisationsbegriffe unterscheiden: Organisation als Bausatz aus institutionellen Elementen, Organisation als Verkörperung oder Reifikation ihrer institutionellen Umwelt, Organisation als Institution. Kritische Einwände gegen diese Perspektiven erheben sich auf der Basis handlungs- und systemtheoretischer Sichtweisen. (ICE2)

Wenn es um die Transformation der ehemaligen Planwirtschaften in Marktwirtschaften geht, ist die Privatisierung der Staatsbetriebe und Kombinate in den Ländern Mittel- und Osteuropas ein zentrales Thema. In Ostdeutschland hat der radikale Bruch mit der staatssozialistischen Vergangenheit und der Verkauf der Unternehmen an westdeutsche Konzerne eine schnelle betriebliche Restrukturierung und umfassende Modernisierung ermöglicht. Das hat allerdings auch eine weitgehende Abhängigkeit von strategischen Entscheidungen der westdeutschen Mutterkonzerne zur Folge. Wirtschaftswissenschaftliche Institute bezeichnen deshalb die ostdeutsche Wirtschaft als "verlängerte Werkbank" auswärtiger Konzerne. In Polen und Tschechien dagegen sind die institutionellen Hinterlassenschaften der alten Ordnung Ausgangspunkt für die Privatisierungs- und betrieblichen Restrukturierungsentscheidungen. In Polen konnten die Unternehmen bei der Umstellung auf marktwirtschaftliche Rahmenbedingungen durch die relativ frühe Autonomie von der staatlichen Planungsbürokratie profitieren. Tschechien muß auf Marktmacht und Verteidigung setzen, da dort Distributionskanäle fehlen. (prk)
Dieser Beitrag untersucht die Bedeutung institutioneller Hinterlassenschaften der planwirtschaftlichen Ordnungen in Polen und der Tschechoslowakei für die Herausbildung betrieblicher Restrukturierungsstrategien. Anhand von je zwei Betriebsfallstudien in polnischen und tschechischen Unternehmen werden landesspezifisch unterschiedliche Umgangsweisen mit neuen politischinstitutionellen und ökonomischen Rahmenbedingungen rekonstruiert. In den Dimensionen Privatisierung, Marktpositionierung, technisch-organisatorische Modernisierung und Konfliktregulierung wird gezeigt, daß Betriebe in Polen und Tschechien jeweils unterschiedliche 'Anpassungs'-Ressourcen bzw. Blockadepotentiale haben. Dabei wird einerseits auf die relative Offenheit des je betriebsspezifischen Umgangs mit diesen Ressourcen, andererseits auf die Pfadabhängigkeit der ökonomischen Transformationsprozesse verwiesen. ; This article considers the importance of institutional legacies of the statesocialist past in Poland and Czechoslovakia for the generation of enterprise restructuring strategies. Drawing on two case studies each in Poland and the Czech Republic country-specific strategies of dealing with new institutional and economic conditions are reconstructed. The different resources to adopt or to block restructuring are analysed in four dimensions: privatization, marketization, technical-organizational restructuring, conflict resolution. On the one hand, the contingency of enterprise strategies in dealing with the available resources is underlined, on the other hand, the path dependence of economic transformation is demonstrated.

"Der Institutionentransfer nach Ostdeutschland hat dort nicht zur Entstehung einer Kopie
des westdeutschen Modells industrieller Beziehungen geführt. Es handelte sich vielmehr um
einen eigenständigen Institutionalisierungsprozeß, der im Vergleich zur alten Bundesrepublik
zu einer stärkeren Verbetrieblichung der industriellen Beziehungen geführt hat. Die forcierte
Verbetrieblichung der industriellen Beziehungen in Ostdeutschland wird zum einen an der
Herausbildung von 'Notgemeinschaften' zwischen Managern und Betriebsräten, zum anderen
an der problematischen Beziehung zwischen Gewerkschaften einerseits und Betriebsräten und
Belegschaften andererseits verdeutlicht. Erklärt wird sie mit der aufgrund der Transformationskrise
besonders problematischen ökonomischen Lage der ostdeutschen Betriebe sowie
mit den eine Verbetrieblichung begünstigenden Anknüpfungsmöglichkeiten an Einstellungs-,
Handlungs- und Beziehungsmuster aus der DDR-Vergangenheit. Diese ostdeutsche Entwicklung
wird als Herausforderung für das duale System und als massive Verschärfung der gewerkschaftlichen
Organisationsprobleme interpretiert, die jedoch gerade deshalb zum Modernisierungskatalysator

"Since the 1990s, economic and cultural globalization has propelled the transnational mobility of managers and fuelled cross-border careers. Some scholars have argued for the emergence of a new global business elite with cosmopolitan mind-sets and homogeneous lifestyles, while others have highlighted their disconnection from the local surroundings and their everyday life within national expatriate 'bubbles'. Thus the question of whether today's mobile professionals can be described as interculturally open and competent cosmopolitans, or as pronounced anti-cosmopolitans, is still unanswered. Expatriate Managers and the Paradoxes of Working and Living Abroad considers a core protagonist of economic globalization and the management of MNCs through the lens of a practice-based theoretical approach whilst seeking to address this question by building on intensive ethnographic case studies of expatriate managers, most of them high-ranking executives, from two comparative different home countries, the US and Germany. These managers, together with their families, have been assigned to China, Germany, or the US to perform demanding coordination tasks within their multinational corporations (MNCs). Based on detailed accounts of expatriate managers' experiences and everyday practices, the book reveals the multiple and sometimes paradoxical ways in which they deal with cultural differences as they build up new forms of working, belonging and dwelling. The findings suggest that the newly emerging mind-sets and lifestyles of expatriate managers transcend the polarized images of mobile elites as either cosmopolitan 'global managers' or parochial anti-cosmopolitans. Etwa 40 Millionen Menschen verkaufen in Deutschland ihre Arbeitskraft. Dabei entsprechen die Arbeitsbedingungen nicht immer den Vorstellungen der Beschäftigten. Wie gehen abhängig Beschäftigte also mit Konflikten um den Verkauf und die Nutzung ihrer Arbeitskraft um? Und welchen Einfluss hat das auf ihre Anerkennung der arbeitsweltlichen Ordnung? Basierend auf einer qualitativen Studie gibt das Buch einen Überblick über Beschäftigtenansprüche und Einblick in verschiedene Konfliktverarbeitungsmodi. Es wird aufgezeigt, wie Konflikte durch biografisch verankerte Verarbeitungsstrukturen gelöst oder oftmals nur eingehegt werden. Diese subjektiven Konfliktverarbeitungsformen wirken stabilisierend auf die Legitimität der arbeitsweltlichen Ordnung.
