La conjoncture de libéralisation politique révèle que le comportement électoral est fortement déterminé par les clivages ethno-régionaux et linguistiques. Vote d'échange et de conviction, le vote communautaire se prête à des usages multiples. En même temps que le vote repose sur des ressorts «primordiaux», il institue le communautarisme comme principe de vie politique, comme mode légitime d'action politique étant entendu que sous couvert du communautarisme s'élaborent des stratégies individuelles.
Crisis of legitimacy and evidence of political continuity. Political liberalization in Cameroon has to face the dichotomy of the growing loss of legitimacy of power and conservative adjustment. In this case , the crisis of legitimacy induces the logic of protest of the political order. However, the resulting challenge of the technologies of authoritarian managements, linked to the rise of people's anger, failed to stabilize the system of political influence. Democratic protest was domesticated by the ruling order. Thus released the dialectic of order and disorder, of liberal outcry and authoritarian ruling means a conservative negotiation of the stakes and interests between the State and the political opposition. Actors of Cameroon's political life will have to face complexities, contradictions and uncertainties for a long period of time.
Entre les années 1990 et 2010, la démocratisation passive au Cameroun a été capturée par la stratégie dirigeante de ce que nous appelons dans cet article le « gouvernement perpétuel ». Cette démarche de pérennisation du pouvoir central étatique, contrôlé par le président Paul Biya et son régime du Renouveau national, a restreint les possibilités de libéralisation et de démocratisation au Cameroun. C'est pourquoi la démocratie camerounaise est un régime ambivalent et hybride qui oscille entre pluralisme et autoritarisme. Elle prend la forme d'une démocratisation janusienne.
