AbstractThe now much debated role of nongovernmental organizations (NGOs) in the ongoing democratization of Mexico involves global issues such as trust, social capital, and volunteerism. How applicable the work of Robert Putnam on civil society is to Latin America, and how central associationalism will be to Mexico's future are a focus of this study of the policies that may promote democratic consolidation and ameliorate Mexico's "civic deficit" in a time when the place of the state in Mexican society is being reexamined.

Circumstances that have prompted Mexican scholars to seek employment at US post-secondary institutions are explored. Several features of US universities that make them attractive alternatives for Mexican academics & researchers are highlighted including the availability of research materials, the availability of technological innovation, & the procurement of considerably higher salaries. Differences in American & Mexican academics' attitudes toward their countries respective academic communities are then examined; in addition, the huge discrepancy between US & Mexican universities' capacity to accumulate funding is noted. Additional social & institutional factors that prompt Mexican researchers to seek positions at US universities are also identified, eg, American students' greater access to necessary materials & technology & better preparation in secondary schools. Therefore, it is concluded that future research must address these circumstances to reduce brain drain in Mexican universities. 45 References. J. W. Parker

Canada is one of the original members of the Commonwealth, and many Canadians retain an interest in the organization. Americans and others find the Commonwealth to be a rather esoteric concept and have difficulty appreciating why it continues to attract support from Britain's former colonies. This article suggests the Commonwealth plays a role in maintaining Canada's separate identity in the face of its giant neighbor and that in some ways, the informality and pluralism is, rather than being dated, actually almost postmodern.
