Administrative citizenship and political citizenship between Eighteenth and Nineteenth centuries. In the margin to a volume recentTaking inspiration from the examination of the essays collected in the recently published volume Orizzonti di cittadinanza. Per una storia delle circoscrizioni amministrative dell'Italia unita, the article reconstructs some features of modern European statehood at the turning point between the late Eighteenth and early Nineteenth centuries. A particular attention is given to the role played by the public administration in the construction of a territory conceived as an exclusive space of the state jurisdiction and consequently organized on the ground of a system of circumscriptions functional to the agency of central governments. This system established itself through the partial dismantling of the previous ways of organizing the space produced by the territorial peripheries. However, in the Nineteenth and Twentieth centuries – in harmony with the evolution of the state in a liberal and democratic sense – a new dialectic between state and local subjects about administrative circumscriptions was developed, and it is still in progress. Per una storia delle circoscrizioni amministrative dell'Italia unita, récemment paru, l'article retrace certains aspects du statut de l'État européen au tournant entre le Dix-huitième e le Dix-neuvième siècle. Une attention particulière concerne le rôle joué par l'administration publique dans la construction d'un territoire conçu comme un espace exclusif de la juridictionde l'État et, par conséquence, organisé sur la base d'un système de circonscriptions fonctionnel à l'action du gouvernement central. Ce système s'établit à travers le partiel démantèlement des modes précédents d'organisation de l'espace, produits par les périphéries territoriales. Cependant, au cours du Dix-neuvième et du Vingtième siècle – en harmonie avec l'évolution de l'État en sens libéral et démocratique – une nouvelle dialectique entre l'État et les sujets locaux, par rapport aux circonscriptions administratives, se développe et est toujours en cours. Dans ce sens, l'histoire des circonscriptions administratives semble être une sorte d'histoire du final toujours ouvert.

Durante gli anni della Prima guerra mondiale i Parlamenti degli stati coinvolti nel conflitto furono, nella maggior parte dei casi, costretti a limitare drasticamente la propria attività e si videro spesso preclusa la possibilità di esercitare pienamente le proprie prerogative. Più in generale, gli spazi di libertà dei cittadini, dei quali l'istituto parlamentare rappresentava il simbolo più luminoso, subirono un drammatico ridimensionamento. Parallelamente si dilatava il potere dei comandi militari, non solo nelle trincee e nei campi di battaglia, ma anche in molti ambiti della vita civile. Tuttavia i Parlamenti riuscirono, negli anni finali della guerra, non solo a riprendere gradualmente quota, ma anche a spingere con successo in direzione di una estensione delle proprie funzioni, avviando un processo che in molti stati coincise con il passaggio da un ordinamento liberale a un ordinamento compiutamente democratico. Gli anni del " lungo" dopoguerra furono però densi di contraddizioni. Spesso esecutivo e legislativo crebbero insieme, mentre in alcuni casi le logiche imperative impostesi a lungo in tempo di guerra ebbero modo di riemergere e di consolidarsi. Questo volume, nel quale vengono esaminati diversi casi nazionali, illustra alcune delle ambivalenze caratteristiche di questa drammatica fase della storia europea.

In: Deutschland und Italien 1860-1960: politische und kulturelle Aspekte im Vergleich, S. 29-38
Der Autor vergleicht die geistige Beziehung zwischen Zentrum und Peripherie in der italienischen und deutschen Geschichte zwischen 1860 und 1960. Er versteht den Regionalismus in erster Linie als Ausdruck eines Zugehörigkeitsgefühls zu einer lokalen Identität, welche einerseits nicht notwendigerweise mit den Grenzen der Region übereinstimmen muss und andererseits im Laufe der Zeit sowohl räumlichen als auch inhaltlichen Veränderungen unterworfen sein kann. Der Autor verdeutlicht dies für die Zeit von der nationalen Einigung der beiden Länder bis zum Ersten Weltkrieg und nach dem Zweiten Weltkrieg bis zum Jahr 1960 und zeigt, dass die geschichtliche Entwicklung Deutschlands und Italiens zu Nationalstaaten durch eine wechselnde Mischung von geographischen, ideologischen und kulturellen Elementen geprägt ist. Diese Regionalismen wenden sich zum einen gegen ein dominierendes Zentrum, z.B. das Berlin des Kaiserreichs, und zum anderen gegen die Zugehörigkeit zum Nationalstaat als solchem. Sie bilden eine wesentliche Voraussetzung für jene doppelte Loyalität und Existenz des Bürgers im lokalen und staatlichen Rahmen, die zwar heute wiederentdeckt wird, aber zu einem Grundelement der Geschichte der Jahrhunderte zwischen 1860 und 1960 gehört. Vor dem Hintergrund der Debatte um Kontinuität und Bruch in der Entwicklung Italiens im 19. Jahrhundert skizziert der Vortrag die "Begegnung der führenden Stände der italienischen Gesellschaft mit den Strukturen der modernen Welt". Beschrieben wird zum einen die Auseinandersetzung des Adels in der österreichischen Provinz Lombardei-Venetien mit der Wiener Politik und dem Vorgehen einer aufgeklärt-liberalen Bürokratie. Daneben werden die Organisationsformen und das Programm dieser gemäßigt liberalen Adelsgruppierungen analysiert. Am Schluß wird die Rolle des Adelsliberalismus in der Revolution von 1848 beleuchtet. Der Autor weist nach, daß der lombardisch-venetische Adel zwar die bürgerlichen Organisationsformen wie Vereine und zum Teil auch Punkte eines bürgerlich-liberalen Programms übernahm, damit aber keineswegs eine bürgerliche Gesellschaftsform anstrebten, sondern sein Ziel die Stabilisierung der aristokratischen Führungsrolle in der nachständischen Gesellschaft war. Zudem orientierte sich der Adelsliberalismus mehr an der regionalen Autonomie als an der nationalen Einheit, weshalb sich seine antizentralistische Politik auch nach der Entstehung eines italienischen Nationalstaates fortsetzte. [English]: During the First World War, the parliaments of the states involved in the conflict were, in most cases, forced to drastically limit their activity and were often precluded the possibility of fully exercising their prerogatives. More generally the spaces of freedom granted to the citizens, of which the parliamentary institution was the brightest symbol, shrank dramatically. At the same time, the power of military commands expanded, not only in trenches and on battlefields, but also in many areas of civilian life. However, in the final years of the war, the Parliaments succeeded not only in gradually regaining control, but also in pushing for an extension of their functions, initiating a process that in many states coincided with the transition from a liberal order to a full democratic order. The years of the "long" postwar period were however dense with contradictions. Legislative and executive law often grew together, while in some cases the imperative logic imposed for a long time in wartime re-emerged and consolidated. In recent years Italian social historians have devoted increasing attention to the nature and morphology of the nineteenth-century bourgeoisie. Traditional historiography viewed the bourgeoisie as key par excellence to the political change played out between 1859 and 1871. It was seen, on the one hand, as integral to the formation of a liberal political regime based on a limited suffrage, and, on the other, as critical to the outcome of the peninsula's national unification of a dozen small states, most of which were previously governed by absolutist regimes.
