The studies of the third wave of democratization have shown the necessity for a more precise differentiation of forms of democracy, since the definition of democracy exclusively on the basis of pluralist elections has proved lacking. The author also thinks that the instruments of quantitative evaluation of democracies (e.g. the very popular Freedom House index) are not sufficient, primarily because the quantification is not theoretically sound enough & includes a huge dose of arbitrariness. Contrary to this, the author spells Out his concept of embedded & defective democracy. Starting from the terminological suggestion by Philippe Schmitter & the systemic-theoretical description of Niklas Luhmann's intrasystemic communication, the functionally embedded democracy can be defined as a relationship of interdependence & mutual support of five partial regimes of democracy: electoral regime, political freedoms, civil rights, horizontal accountability & the real governing power. Apart from these five partial regimes, whose stable interrelationship is a prerequisite for the internal embeddedness of democracy, there are some external democracy-fostering conditions: the high level of socio-economic development, the integration into the democratically-oriented international economic & political alliances & the vital civil society. The author puts particular emphasis on the importance of the latter since it is not a part of the democratic political system but a way of organizing a non-state sphere of individual & group activity for the protection of individual rights, safeguarding the rule of law, the political socialization & the institutionalization of the public as the medium of democratic self-reflexion. & finally, the main types of defective democracy are outlined -- the exclusive, the domain, the nonliberal & the delegative -- as well as the key reasons underlying these deficits. 3 Tables, 1 Figure, 60 References. Der Autor skizziert zunächst fünf hierarchisch geordnete Präferenzen für eine gerechtigkeitsorientierte sozialdemokratischen Gesellschaftspolitik, die den Stellenwert von Arbeit und Beschäftigung und ihre Vernetzung mit den anderen Gerechtigkeitszielen verdeutlicht. Dies sind die Verhinderung von Armut, die Förderung von Bildung und Ausbildung, die Einbeziehung des Individuums in den Arbeitsmarkt (Inklusion), die soziale Absicherung jenseits des Arbeitsmarktes sowie die Verringerung von Einkommens- und Vermögensunterschieden. Der Autor argumentiert mit der zentralen Bedeutung der Erwerbsarbeit für die gesellschaftliche Teilhabe von Individuen in hoch entwickelten kapitalistischen Gesellschaften. Deshalb ist die arbeitsmarktpolitischeBilanz eines Landes oder einer (sozialdemokratischen) Regierung von besonderer Bedeutung. Hier jedoch tut sich eine der großen Gerechtigkeitslücken in Deutschland auf. Eine zukunfts- und gerechtigkeitsorientierte Beschäftigungsstrategie muss vor allem die Bildungspolitik intensivieren, die Lohnnebenkosten senken, das Tabu der niedrigen Beitragsbemessungsgrenzen bei den Sozialversicherungen knacken, Steuererleichterungen für untere Einkommen verstärken, die Beschäftigung von Langzeitarbeitslosen subventionieren, die Frauenerwerbsquote erhöhen sowie die Lebensarbeitszeit flexibilisieren und für jene verlängern, die dies wollen und können. "Die Beschaffung von Arbeit, die Verlängerung der Lebensarbeitszeit bei gleichzeitiger Flexibilisierung und die sozialverträgliche Deregulierung der Arbeitsmärkte sind wesentliche Diskussionspunkte der aktuellen Debatte. Wolfgang Merkel legt in seinem Beitrag eine umfassende Zwischenbilanz dieser Diskussion vor. In einer so genannten Gerechtigkeitsbilanz, die im internationalen Vergleich für die Jahre 1990 bis 2000 vorgenommen wird, schneidet die Bundesrepublik Deutschland nur mäßig ab. Nimmt man eine differenzierte Beschäftigungsbilanz im internationalen Vergleich noch dazu, werden die Defizite der Beschäftigungspolitik offenkundig. Die Ergebnisse beider Bilanzen münden in Vorschläge, wie eine zukünftige Beschäftigungspolitik, die die soziale Balance wahrt, aussehen könnte. Ein besonderes Augenmerk wird hierbei auf deregulierende Maßnahmen in folgenden Bereichen gerichtet: Einstellungs- und Kündigungskosten, Lohn- und Arbeitszeitflexibilität, Bildung und Ausbildung sowie Zuwanderung von Arbeitskräften." In the literature on democratization the mainstream of theoretical and empirical consolidology uses the dichotomy autocracy versus democracy. Democracy is generally conceived of as 'electoral democracy'. This simple dichotomy does not allow a distinction between consolidated liberal democracies and their diminished sub-types. However, over half of all the new electoral democracies represent specific variants of diminished sub-types of democracy, which can be called defective democracies. Starting from the root concept of embedded democracies, which consists of five interdependent partial regimes (electoral regime, political rights, civil rights, horizontal accountability, effective power to govern), the article distinguishes between four diminished sub-types of defective democracy: exclusive democracy, illiberal democracy, delegative democracy and tutelary democracy. It can be shown that defective democracies are by no means necessarily transitional regimes. They tend to form stable links to their economic and societal environment and are often seen by considerable parts of the elites and the population as an adequate institutional solution to the specific problems of governing 'effectively'. As long as this equilibrium between problems, context and power lasts, defective democracies will survive for protracted periods of time.

regimes. Special attention is dedicated to the problem of distinguishing autocratic from democratic rule, and of carving out the systematic difference between authoritarian and totalitarian regimes within the basic type of autocracy. Despite a systematic typology, all grey zones between the basic types cannot be clarified. Therefore, the typology should be complemented by a continuum on which regimes as they exist in reality, can be placed between the polar types of 'ideal democracy' and 'perfect totalitarianism'." Demokratie und soziale Gerechtigkeit, definiert als die gerechte Verteilung von Möglichkeiten und Lebenschancen, passen zusammen. Empirische Daten von 124 Ländern unterstützen die These, dass demokratische Systeme, welche politische Rechte und bürgerliche Freiheiten gewähren, Armut eher erfolgreich bekämpfen, den Zugriff auf Bildung verbessern, Geschlechtergleichheit sichern und soziale Sicherheit schaffen. Dieser Zusammenhang gilt auch für regionale Vergleiche und vermittelt zusätzliche gute Begründungen für die universalen Vorzüge der Demokratie. (ICAÜbers)
