Au début des années 2000, la croissance économique semblait être encore l'unique solution aux yeux de la communauté internationale pour sortir les pays en développement de la pauvreté et les politiques sociales étaient perçues comme un frein à cette évolution. L'impact de crises successives et les limites des politiques de libéralisation économique ont fait évoluer la doctrine prônée notamment par les grandes organisations internationales. À tel point qu'hier considérée comme un contresens économique, la protection est désormais vue comme un levier efficace pour lutter contre la pauvreté et les inégalités. Cet article adopte une démarche historique mettant l'accent sur les différentes étapes qui ont conduit à la reconnaissance du rôle positif des prestations et des pensions sociales (accordées sous condition de ressources ou pas) par les différents acteurs nationaux et internationaux, tout en soulignant la portée et les limites de ce changement de paradigme.

L'invention du « Welfare State » moderne ne peut être comprise sans être située dans un mouvement international plus large qui débute à la fin du xix e siècle et pousse toutes les nations industrielles à prendre au sérieux la question de l'insécurité ouvrière, puis à vouloir stabiliser le salariat, quitte à remettre en cause les principes de l'ordre libéral. Après la Seconde Guerre mondiale, le social est considéré comme le complément indispensable de l'économique (Déclaration de Philadelphie 1944). Les réalisations qui en sont issues permettront à Esping Andersen de parler de trois idéaux types : national universaliste, corporatiste continental et résiduel. Dans les années soixante-dix, l'installation durable dans la crise économique et sociale s'accompagne d'un nouveau référentiel libéral de l'action publique : les juristes reculent devant les économistes et les « managers ». Il faut « responsabiliser l'acteur social ». Au début du xxi e siècle un troisième moment se fait jour avec les Objectifs du millénaire pour le développement ( omd ), le social est réévalué comme condition de la cohésion sociale et de la croissance.

Au cours de leur transition vers l'économie de marché, les pays en émergence d'Amérique latine se sont engagés dans un processus de restructuration de leur système corporatiste de protection sociale hérité du passé. Cette période a été accompagnée d'une lutte d'idées portant tout autant sur la manière dont il fallait poser les problèmes que sur les politiques les plus appropriées. Des communautés épistémiques internationales, appuyées par des grandes organisations comme la Banque mondiale, ont joué un rôle majeur dans la mise sur agenda prioritaire des questions de politique publique. L'analyse de ces évolutions a conduit nombre d'auteurs à développer une théorie de la convergence des politiques dans des contextes économiques similaires ou sous l'influence des grandes organisations internationales. Toutefois, les réformes de la protection sociale instituées par les différents États d'Amérique latine diffèrent très profondément. En comparant notamment les réformes des régimes de pensions au Mexique et au Brésil puis la mise en place des deux grands programmes de lutte contre la pauvreté de ces pays, Progresa et Bolsa Família , cet article montre comment l'influence des idées néo-libérales est médiatisée par l'héritage institutionnel.

Résumé Au cours des vingt dernières années, l'État-providence français a été l'objet de transformations majeures, tant du point de vue des bénéficiaires que du point de vue de la gestion du secteur social. La réduction et l'individualisation croissantes des prestations, d'une part, l'affaiblissement des modes traditionnels de gestion de puissance publique au profit des nouveaux modes de gestion empruntant au secteur privé et la décentralisation de l'action sociale, d'autre part, représentent quelques-unes des évolutions fondamentales qui ont transformé en profondeur l'État social. Ces évolutions ne sont pas propres à la France. En un peu plus de deux décennies, les références intellectuelles fondamentales qui nourrissent la réflexion sur l'État social ont basculé du droit public et du droit administratif aux théories microéconomiques et aux théories du management. Après avoir retracé l'émergence globale des nouveaux référentiels d'action, l'article s'attache à analyser la reconfiguration de l'État social en France d'emprunts de modèles internationalement jugés légitimes.

La Nouvelle Gestion publique est apparue dans les laboratoires d'idées néo-libérales des années 1970. Même si elle ne constitue pas la version la plus radicale des projets de réforme des États-providences, elle présente néanmoins de nombreuses continuités avec ces courants. Cet article examine successivement les grands principes de la Nouvelle Gestion publique, ses sources d'inspiration théorique et les conséquences qu'ont eues les expériences de mise en œuvre de ces nouvelles formes d'organisation et de gestion des organismes de protection sociale. L'auteur défend ici l'idée que la Nouvelle Gestion publique a fonctionné comme une pensée mythique, dont l'efficacité a peu à peu été démentie par les évaluations.

Over the last 15 years, the world has become the scene of struggles between major inter‐national stakeholders regarding the policies required for economic prosperity and social development. The World Bank plays a dominant role here. In this article, the author highlights the epistemic revolution the policy field has undergone under the aegis of the Bank. He analyses the basic aspects of the new orthodoxy regarding pensions and the effects on the policies of the governments concerned. He concludes with an examination of the theoretical and practical relevance of the recommendations and asks to what extent the Bank is able to learn from its own mistakes.

Public social policies, more often designated by the term "welfare state", have been explained variously : as being the logical consequence of democratization, in terms of Marxism, from a neoinstitutionalist perspective centered on the state, and with a hypothesis based on social learning. This critical analysis of theories about public social policies seeks to complete these approaches by taking into consideration the variability, depending on the country, of the societal paradigm. This thesis is grounded in observations of social policy trends in France and Great-Britain.
