Examines People's Republic of China's replacement of Russia as the Asian Great Power to argue that the US must recognize this important transformation & pay greater attention to China. Russia's misguided self-perception as a Eurasian Great Power is described as a remnant of Soviet thinking. Although Russia continues to exercise influence in Asia, no Asian state views Russia as either a protector or danger. Russia's historical relationship with China is traced to show there was limited contact until the mid-19th century when the annexation by Russian tsars of vast amounts of territory from China established Russia's new dominion in East Asia. The reversal of Russian-Chinese roles resulting from the Soviet collapse & radical economic reform in China is examined, along with the nature of the working relationship that has developed between the two countries; China's attitude toward the newly independent states of Central Asia; concerns related to Tajikistan; & China's growing influence as a provider of consumer goods to Central Asia. The implications of the changing balance of power for the US are discussed. Adapted from the source document.
