En numismatique, la question des débuts du système monétaire à Rome constitue l'un des sujets les plus polémiques. Les numismates se retrouvent devant une situation complexe, caractérisée par plusieurs types de « médias monétaires » différents, tandis que les sources écrites sont tardives, peu prolixes et nous livrent des informations confuses. Cette conférence a eu pour objectif d'une part de revenir sur les différentes hypothèses modernes de reconstruction des origines du système monétaire romain, d'autre part de replacer le développement de ce système dans son contexte géopolitique, en prenant garde à ne plus sous-estimer les événements majeurs du dernier tiers du IVe s. avant notre ère (abolition de la Ligue latine et intégration de la Campanie dans le système civique, politique et militaire romain).

À la crise institutionnelle (les Tarquins venaient en effet d'être expulsés à la toute fin du siècle précédent, tandis que le régime républicain peinait à se mettre en place), s'ajoutaient une crise sociale (le célèbre conflit patricio-plébéien) et une crise des relations avec les peuples voisins (en particulier avec les Latins, que les Romains durent affronter lors de la difficile bataille du Lac Régille). Or durant cette même période se déploya une activité religieuse importante en termes de consécration de sanctuaires et d'instauration de cultes. Dans la présente contribution, nous reviendrons sur deux des nouveaux temples qui furent consacrés en cette période de crise : celui des Dioscures d'une part, celui de Cérès, Liber et Libera d'autre part. Il apparaît que ces deux sanctuaires sont bien plus étroitement liés encore que ne l'admet la tradition non seulement à la reprise du pouvoir, à Rome et dans le Latium, des Latins sur les Étrusques, mais aussi à la formation d'une nouvelle Ligue latine consécutivement à ce changement dans la situation politique. Ainsi l'érection d'un temple aux Dioscures, loin de célébrer une quelconque victoire romaine, serait plutôt une affirmation renouvelée de l'appartenance à la communauté des Latins ; car au moins jusqu'en 338 av. J.-C., les dieux jumeaux auraient bien été assimilés aux Penates Publici, ces derniers étant en réalité à l'origine les Penates nominis Latini. Quant au temple de Cérès, Liber et Libera, il serait à comprendre comme un sanctuaire fédéral directement impliqué dans le fonctionnement de la Ligue latine, l'instigateur du foedus Cassianum, Spurius Cassius, se trouvant être aussi – et ce n'est pas un hasard – le dédicataire du sanctuaire. Plus tard, la thématique du conflit patricio-plébéien servit manifestement aux Romains à dissimuler a posteriori la part prise par les Latins dans l'histoire de cette haute époque, ce qui amena à attribuer au temple de Cérès un rôle central dans l'activité plébéienne, un rôle qu'il ne possédait manifestement pas à l'origine. ; The beginning of the fifth century BC was a period of major crisis in the Roman history. To the institutional crisis (the Tarquins were indeed being expelled at the end of the previous century, while the republican system struggled to be implemented), were added a social crisis (the famous struggle of the orders) and another crisis in the relations with neighboring peoples (especially with the Latins, the Romans had to face during the tough battle of Lake Regillus). Interestingly, during the same period was displayed significant religious activity in terms of consecration of temples and establishment of worships. In this paper, I revisit the issue of two new temples consecrated in this time of crisis: that of the Dioscuri on the one hand, that of Ceres, Liber and Libera on the other hand. It appears that these two sanctuaries are much more closely related than tradition admits not only to the recovery of power in Rome and Latium, by the Latins over the Etruscans, but also to the formation of a new Latin league subsequent to this change in the political situation. Thus the erection of a temple to Castor and Pollux, far from celebrating any Roman victory, would rather be a renewed assertion of belonging to the community of the Latins; because at least until 338 BC, the twin gods were most probably assimilated to the Penates Publici, the latter actually and originally being nothing else than the Penates nominis Latini. As for the temple of Ceres, Liber and Libera, it should be understood as a federal sanctuary directly involved in the functioning of the Latin League, the instigator of the foedus Cassianum, Spurius Cassius, also happening to be - and this is not a coincidence - the dedicatee of the sanctuary. Later, the scheme of the struggle of the orders was clearly of use to the Romans for concealing a posteriori the part played by the Latins in the history of this early period, so that the temple of Ceres was assigned a central role in the plebeian activity, a role that it clearly did not have originally.

Selon Tite-Live et Denys d'Halicarnasse, le corpus législatif comprend 38 lois, mais seulement cinq d'entre elles ont fait l'objet d'études approfondies par les historiens modernes, pour une raison simple et compréhensible: elles sont les seules à avoir été décrites de manière plus détaillée par nos sources. Néanmoins, une étude synoptique de l'ensemble du corpus permet de distinguer deux niveaux hiérarchiques dans le récit traditionnel. Le premier (appelé "cadre primaire") se compose de cinq épisodes, qui servent de base à la reconstruction historique. L'autre (appelé «cadre secondaire») est composé de six schémas littéraires répétitifs, qui présentent chacune des lois agraires d'une manière narrativement bien définie. ; This paper deals with the narrative construction of the agrarian laws in the Early Roman Republic (5th-4th centuries BC). According to Livy and Dionysius of Halicarnassus, the legislative corpus comprises 38 laws, but only five of them have been well studied by modern scholarship, for a simple and understandable reason: they are the only ones on which we can find more extensive information. Nevertheless, the study of the whole corpus makes it possible to distinguish two levels of narrative hierarchy in the traditional account. The first one (called "primary framework") consists of five episodes, which serve as a basis for the historical reconstruction. The other (called "secondary framework") is made up of six occasional literary patterns, which present each of the agrarian laws in a well defined way.

The purpose of this study is to examine the level of collaboration between the Canadian Forces Base (CFB) Comox and its civilian partners in the implementation of disaster response and training techniques. The research examines the participants' understanding of disaster responses practiced through military-civilian disaster training exercises. The research also provides insight into how to improve the level of preparedness as well as response strategies on both military and civilian sides, thereby increasing the resilience of communities in proximity to military installations. The study results present conclusions and recommendations related to training and exercises. Identifying and investigating the many perspectives of multiple involved parties who have experience with disaster simulations and exercises provides a unique opportunity for learning about building collaborative responses.

Wiseman) tendent à montrer que le consulat n'aurait été définitivement instauré que lors des réformes licinio-sextiennes (367 av. J.-C.). Dans ces conditions, la représentation traditionnelle du tribunat perd tout son sens. La présente étude vise à redéfinir l'identité du tribunat originel, qui selon toute probabilité, aurait été une magistrature militaire jusqu'à la date de création définitive du consulat. Les différents arguments abordés sont le célèbre témoignage de Varron (LL, 5, 81), les cas d'opposition au dilectus (recrutement militaire), la deuxième sécession de la plèbe, la remise en perspective de l'augmentation progressive du nombre de tribuns dans son contexte politique et militaire et surtout un témoignage fondamental et oublié de Denys d'Halicarnasse (X, 43 et 45). ; According to the tradition transmitted by the narratives of Livy and Dionysius of Halicarnassus, Rome was, in the 5th and 4th centuries BC, a young Republic, the main characteristic of which was to be the duality of its society. The various arguments tackled are the famous testimony of Varro (LL, 5, 81), the cases of opposition to the dilectus (military recruitment), the second secession of the plebs, the progressive increase of the tribunes number in a political and military perspective and, the last but not the least, a fundamental testimony of Dionysius of Halicarnassus (X, 43 and 45), which has often been forgotten.
