One of the main assumptions of the Ecology of Games Framework (EGF) is that governance processes are heavily affected by the interactions among policy actors that take place in multiple decision‐making forums, which often function interdependently. In this article, we use data collected in the Tampa Bay and California Delta water governance systems to examine how "biophysical interdependence"—the extent to which forums deal with interconnected policy problems—impacts the costs that actors face when they participate in forums, which in turn can affect their performance in them. Furthermore, we examine how the individual information exchange networks that actors have (i.e., their ego‐networks) can mediate the previous relationship. We find that actors with networks that have more closure are better able to mitigate the costs associated with participating in biophysically interdependent forums, thus leading to better in‐forum performance. Our findings shed new light on the relationship between structure and function in complex ecologies of games.

AbstractCollaboration is a widely employed strategy for addressing "wicked" policy problems. While scholars have long recognized that the organizational composition of collaborative forums can have a dramatic impact on the efficacy and equity of associated forum outputs, little is known about whether such composition impacts the manner in which everyday citizens perceive forum processes and/or participating organizations. In this article, we bridge and extend concepts from the collaborative governance and representative bureaucracy literatures, arguing that when forums attract sufficient membership from organizations that citizens perceive as reflective of their own or their community's interests—what we refer to as "forum representation"—those citizens will have more positive perceptions toward all participating organizations. Conversely, failing to achieve sufficient representation can result in degraded perceptions. While there are theoretically multiple ways to increase forum representation, we focus on one potential pathway: the inclusion of civil society organizations in policy‐making processes. Empirically, we assess whether heightened representation of civil society groups within a specific collaborative policing forum impacts citizens' perceptions of the main participating agency—the police department—finding that greater knowledge of this highly representative forum results in positive spillover effects.

AbstractNatural resources are governed by polycentric systems, which can be conceptualized as an "ecology of games" in which policy actors participate in multiple policy forums governing interdependent issues. This article analyzes why actors perceive different payoffs across the forums in which they participate, ranging from mutually beneficial games of cooperation to conflictual zero‐sum games in which one actor's gain means another actor's loss. The authors develop hypotheses at the level of the individual, the forum, and the overall polycentric system and test them using survey data collected in three research sites: Tampa Bay, Florida; the Paraná River delta, Argentina; and the Sacramento–San Joaquin River delta, California. The empirical findings suggest that levels of conflict in policy forums are higher when the actors who participate in them are concerned with hot‐button issues, when the forums have large and diverse memberships, and in systems with a long history of conflict. The results shed new light on the drivers of conflict and cooperation in complex governance systems and suggest ways to manage conflict.

Public policy generally emerges from interactions among actors embedded within complex governance systems, composed of multiple actors and forums (issue‐based arenas where stakeholders repeatedly interact to resolve collective action problems). Such systems allow actors multiple forums wherein they can influence policy decisions. But actors do not value the decisions made in each forum equally, and it remains unclear how actors allocate resources across forums. This article links actor strategy to their influence within the forums the actors identify as most important (their primary forum). There is theoretical ambiguity about how actors invest their limited resources across the forums that affect their interests to maximize primary forum influence. Do they concentrate all their effort within the primary forum or participate more broadly? To answer this question, we offer two competing theories. First, broad participation may allow actors to develop political capital necessary to influence other actors and thus influence primary forum policies. The second approach notes the opportunity costs of broad participation—actors have fewer resources to invest in their primary forum. An analysis of stakeholder participation in the Sacramento–San Joaquin River Delta and Tampa Bay Watershed governance systems demonstrates that broader participation is associated with greater primary forum influence.

Abstract
In this article, we bridge and extend concepts from behavioral game theory and the Ecology of Games Theory of Polycentricity (EGT) to test possible mechanisms for conflict contagion across the array of actors and policy forums that constitute a polycentric governance system. We argue that actors who experience conflict in one forum will develop similar strategies in other forums, which then impacts the level of conflict exhibited in within-forum interactions. This behavioral spillover of conflict is a different mechanism than conflict that might be experienced when two forums are addressing the same policy issue(s), which may be characterized by higher or lower levels of conflict. We use survey data collected in the Tampa Bay (FL) and California Delta (CA) water governance systems to examine conflict contagion across forums. Using a series of spatial autoregressive models, we find evidence that co-membership networks serve as a conduit for conflict contagion among forums. Our results show that forum deliberations can be strongly impacted by interactions from other institutions and processes. Consistent with the idea of path dependence, "new" forums are not necessarily independent of the forums they replace, but rather, preexisting levels of conflict and cooperation may constrain available outcomes.

AbstractIn polycentric governance systems, decisions that influence a given policy issue are often made across a series of forums: venues where actors meet to resolve collective action problems. Here, we examine who does and does not participate in forums, and the factors driving that participation. We analyze forum participation patterns of 307 actors involved in Swiss water governance, who could participate in water governance forums. We find that the majority of actors do not participate in any forums. Results from a Bayesian multilevel logistic regression model show that especially those concerned with a broader range of policy issues and those that have more organizational resources at their disposal are more likely to participate. To a lesser extent, this also holds for organizations that represent policy beliefs consistent with median beliefs in the system. A belief that increased cross‐sectoral coordination is needed to promote more effective governance does not have a discernible impact on participation. These results question the integrative characteristics often attributed to forums in polycentric governance more generally.

Does increased militarization of law enforcement agencies (LEAs) lead to an increase in violent behavior among officers? We theorize that the receipt of military equipment increases multiple dimensions of LEA militarization (material, cultural, organizational, and operational) and that such increases lead to more violent behavior. The US Department of Defense 1033 program makes excess military equipment, including weapons and vehicles, available to local LEAs. The variation in the amount of transferred equipment allows us to probe the relationship between military transfers and police violence. We estimate a series of regressions that test the effect of 1033 transfers on three dependent variables meant to capture police violence: the number of civilian casualties; the change in the number of civilian casualties; and the number of dogs killed by police. We find a positive and statistically significant relationship between 1033 transfers and fatalities from officer-involved shootings across all models.

AbstractThis article studies factors affecting how policy actors perceive the effectiveness of political institutions involved in complex water governance systems. The ecology of games framework argues that participants are more likely to perceive institutions as effective when the benefits of solving collective action problems outweigh the transaction costs of developing political contracts within these institutions. The authors hypothesize that transaction costs are a function of conflict, type of participation, political knowledge, scientific knowledge, and actor resources. Survey results suggest that the importance of these different sources of transaction costs varies across study sites in the Tampa Bay watershed in Florida, the Sacramento–San Joaquin River delta in California, and the Paraná River delta in Argentina. Based on the observed differences, some initial ideas are sketched about the evolution of complex governance systems from fairly simple and informal rules and networks to well‐established tapestries of many formal institutions.

AbstractWe evaluate the determinants of officer support for their agency participating in the 1033 Program: a program that facilitates the flow of military hardware to local law enforcement agencies. In doing so, we provide insight into why officers demand such equipment, which, in turn, may partially explain patterns of program participation and equipment usage. We utilize a series of random forest models to examine survey data collected from officers in a large police department, finding that being White and exhibiting animus toward minority communities are highly predictive of officer support across models. Our findings validate long‐held public concerns regarding the distributional patterns and consequences of 1033 transfers: concerns that have led to a number of proposed policy changes at the state and federal levels meant to restrict program usage (e.g., EO‐13688, HR‐1694, MO HB‐330). Policy makers should consider how out‐group animus may drive distributional patterns and usage when considering policy reform.
