Payments under the negative income tax are determined by a formula that takes into account income & fam size. As fam income, is, the income base, rises the level of payment declines. This paper discusses the relationships & possible conflicts between alternative definitions of the income base & the policy goals of an income maintenance program. Special emphasis is placed on the effects of broadened concepts of income on eligibility for participation. Data from the Survey of the Financial Characteristics of Consumers are used to estimate the effect on eligibility for benefits of adding imputed income from various categories of assets to money income. Also included is an Addendum on the Nixon Fam Assistance Plan. AA.
