The paper explores the role of radical right parties in the politicization of immigration. In scholarly literature, radical right parties are viewed as the owners of the immigration issue and as drivers of its politicization. Against this prevalent view, we argue that the significance of radical right parties in politicizing immigration is overrated: (1) Radical right parties only play a subordinate role in the politicization of immigration, whereas the contribution of mainstream parties to raising issue salience has been underestimated; (2) the politicization of immigration is not related to radical right strength in the party system. The findings are based on media data from a comparative project on public claims-making on immigration in Western European countries (SOM, Support and Opposition to Migration). We discuss our findings in comparison to the relevant literature and suggest avenues for further research.

Inklusion und Exklusion von MigrantInnen vollziehen sich nicht nur durch die Effekte der politischen Regulierung, sondern auch aufgrund der Politisierung von Migration. Am Beispiel der öffentlich-medialen Auseinandersetzung um Kriterien für Einreise und Aufenthalt sowie den Zugang zu Rechten gehen die Autorinnen in ihrem Beitrag auf die Frage ein, ob bzw. welche Gruppen von MigrantInnen als Akteure in diesen Debatten repräsentiert sind. Die empirische Analyse zeigt, dass sich Mechanismen der Exklusion sowohl auf der Akteurs- als auch auf der Forderungsseite manifestieren. Während die Politisierung von Migrationsforderungen in Österreich primär durch Regierung und Parteien und in zweiter Linie durch Medien und Zivilgesellschaft dominiert wird, treten MigrantInnen kaum als Akteure in Erscheinung. D.h. MigrantInnen sind - obwohl sie den Gegenstand der Kontroversen bilden bzw. potenziell Betroffene diskutierter Maßnahmen sind - in der medialen Öffentlichkeit als Akteure, die Interessen und Forderungen stellen, weitgehend nicht präsent. Ein differenziertes zeichnen die Ergebnisse hinsichtlich der gestellten migrationspolitischen Forderungen: Während in der "Kronen Zeitung" restriktive, auf Exklusion abzielende Forderungen überwiegen, räumt "Der Standard" liberalen, inklusiven Forderungen den größeren Stellenwert ein. Insgesamt zeigt sich, dass auf Exklusion abzielende Forderungen vorwiegend von Regierung, Parteien und Medien in die Debatte eingebracht werden, d. h. von etablierten Akteuren im Zentrum des politischen Systems. The paper is located at the intersection of research on democracy & on political parties in the context of European integration. The paper adopts a functional theoretical perspective, which views political parties as political actors that link citizens with state authorities. From this perspective, political parties combine two functions -- representation & government -- within one agent. Of central concern to this paper is the question of whether & how national political parties perform the linkage function in the European multi-level system. Using the 2006 general election campaign in Austria as a case, we investigate thematization of the EU-issue within national party competition. The paper is based on a content analysis of campaign texts (election party manifestos, placards, & TV-coverage). With this study we want to provide an empirical contribution to research on accountability & representation at the European level through the channel of national elections.
