A fact pertinent to the current European Union's stand on democracy by many individuals is that it is highly contextualised as being separate from politics at a European level and thus, inaccessible by the ordinary European citizen; hence creating what is called a democratic deficit. Although the complex structure of the EU's institution is often the main contributing factor to such democratic deficit, there have been ways and means to reduce and ameliorate this, as evidenced by the Treaty of Lisbon. Nonetheless, these 'ways and means' may not always be effective when imposed by law, hence the central question to this essay. The opinions of renowned authors will be resorted to at particular instances in order to highlight the contrast which emanates from their writings, the current reality and any legislative references which have attempted to find a balance. Subsequently, an important remark highlighted by the author is made which questions whether there should be the complete elimination of democratic deficit, or if such deficit should remain present for the sake of adopting certain measures which promote the main objectives of the EU. In consideration of the central question, it is suggested that the European Parliament adopts a more flexible position which does not undermine any of its competences albeit making it more accessible. ; peer-reviewed

Malta registered the largest increase in the female participation rate among European countries since 2008. This increase was driven by various policy initiatives aimed to attract more females to the labour market but also by the changing role of women in society. Furthermore, at 53.8% in 2015, the female participation rate in Malta still remains relatively low by European standards, suggesting further catching-up potential. The trend increase in participation, driven mostly by females, is estimated to have contributed, on average, to 0.8 percentage points per annum to Malta's potential GDP between 2008 and 2015. The impact of reforms is calculated by adjusting the post-2008 participation rate to long run trends in Maltese society, as well as using a cohort model that accounts for the changing demographics and education attainment of the workforce. The median impact of the estimates presented in this paper suggests that around half of the increase in the female participation rate is attributable to reforms. These reforms are estimated to have raised potential GDP growth in Malta by around 0.3 percentage point per annum between 2008 and 2015. ; peer-reviewed

C'est au milieu de la Méditerranée qu'on trouve les îles maltaises, gouvernées par les chevaliers de Saint Jean de Jérusalem. Faisant escale à Malte, le voyageur a l'occasion de rencontrer l'Autre, d'étudier de près son histoire et de partager sa vie. L'Autre devient finalement une réalité, un peuple à connaître. Malte se révèle être une puissance maritime assurant la paix dans la Méditerranée et formant les meilleurs officiers. Elle lutte constamment contre les corsaires qui menacent le commerce et terrorisent les vaisseaux. De par sa position, Malte est obligée à entretenir de bonnes relations avec les pays environnants desquels dépend sa survie. Finalement, la population de Malte devient l'Autre réel qu'il faut absolument connaître: la physionomie, la langue et la vie quotidienne sont étudiées de près pour être mieux compris. Ainsi, la Méditerranée se transforme en terrain de découverte qui dérange et renouvelle, qui transforme de l'intérieur en donnant en même temps un sens à l'existence, qui détruit les préjugés tout en contribuant à la construction d'une identité nouvelle. ; peer-reviewed

This study presents various empirical estimates of Okun's Law in Malta for the period 2000-2016. A better understanding of Okun's relationship is important for the design of macroeconomic policies as well as for forecasting purposes. In Malta, the relationship between output and unemployment is relatively weak compared to other European countries. Among the demand components, unemployment is most sensitive to private consumption and exports. The relationship is also asymmetric, with the response of unemployment to output tending to be more pronounced during recessions. Stability tests suggest that Okun's relationship is not stable, although the link has become more pronounced in recent years, while the unemployment rate consistent with full employment has been on a downward trend. Estimates from an unobserved components model suggests that Okun's Law is quite robust at cyclical frequency, with potential time-variation in the relationship being ascribed to the trend components. ; peer-reviewed

Since the beginning of the 21 century the People's Liberation Army Navy (PLAN) has steadily developed into a blue-water force able to rely on an ever increasing amount of modern equipment and platforms. This has been the result of years of intense effort on the part of naval planners in support of a more-forward oriented Chinese foreign and security policy. Indeed, until the 1990s, the PLAN was mostly a littoral or brown-water force tasked with protecting China's waterways and never venturing far from coastal waters. Today the PLAN is enjoying an influx of money and new equipment as well as the fruition of development programs started in the 1990s and 2000s. All this has resulted in a professional force which is able to protect Chinese interest abroad, further Chinese foreign policy, and build Chinese prestige worldwide. ; N/A

The Maltese economy recovered strongly after the financial crisis of 2009 and its labour market kept the pace with the rapid evolution of the economy since EU membership. This labour market resilience has to be seen in the context of important labour market reforms undertaken in recent years that have played an important role in raising the Maltese economy's potential growth rate. This paper presents a novel modelling approach to characterize the supply side of the Maltese economy. The model consists of a matrix transformation method using data on demography, education, labour market statistics from survey and administrative sources and gross value added from the National Accounts. This framework is used to quantitatively assess the economic impact of specific labour market policies, such as those pertaining to education and re-training, active labour market policies and inflows or outflows of workers from the labour market. ; peer-reviewed
