This article refers to development support instruments for rural communities in the European Union (EU). The author presents the systemic and strategic determinants of creation and delivery of the EU rural community policy, as well as the origins and evolution of the Union policy in the abovementioned scope. The analysis is focused on the specific institutional and financial solutions which promote sustainable development of rural communities. The article demonstrates that multi-level and multi-agent nature of the development management system in the EU affects the implementation of a neo-endogenous policy towards rural communities in the EU. The text also presents developments in the implementation of EU policy for rural communities after 2021 in the context of the implementation of the European Green Deal (EGD) strategy.

THE RESEARCH PROBLEM AND METHODS: The research problem concerns the issue of globalisation as the process which is estimated by the EU as the opportunity and challenge for its regional development at the same time. As a result the EU develops multi-level political system in which, along sovereign states, there are transnational and subnational political actors which have been engaged in regional development management. The research methods used in the study consist of an institutional and legal analysis of the major policy documents, actors and regional development management instruments that they use.
THE PROCESS OF ARGUMENTATION: The introduction presents the principal methodological assumptions concerning the analysed research area, the applied conceptual approach and the research methods. The main body of the article discusses why the European Union perceives globalisation as the challenge and opportunity for regions' competitiveness.
RESEARCH RESULTS: The analysis shows that the scope of competences of the EU with regard to regional development management was laid out in the Treaty on the Functioning of the European Union; however, the globalisation affects the formulation of strategic directions of EU actions in this area and implementation of relevant interventions of the European Regional Development Fund and European Social Fund.
CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: In accordance to the European Commission globalisation creates conditions and challenges in the scope of regions' economic development. In order to prepare the regions for global competitiveness in the EU, authority is spread among different decision making and implementing levels which have the sources and knowledge required in the process of increasing regions' competitiveness.

Problem badawczy odnosi się do określenia zakresu kompetencji odnoszących się do zarządzania rozwojem regionalnym implementowanych na rzecz poprawy ich pozycji konkurencyjnej w gospodarce globalnej. W tym kontekście omówiony został proces umacniania się wielopoziomowego charakteru systemu politycznego UE, w którym obok suwerennych państw, funkcjonują ponadnarodowi i subnarodowi aktorzy polityczni. Wykorzystane metody badawcze obejmują analizę instytucjonalno-prawną, odnoszącą się do głównych aktorów polityki oraz instrumentów zarządzania rozwojem regionalnym przez nich stosowanych, a także ustalenia zawarte w najnowszej literaturze przedmiotu. We wstępie przedstawione zostały jego główne założenia metodologiczne obejmujące analizowany obszar badawczy, wykorzystane podejście koncepcyjne i metody badawcze. W dalszej, zasadniczej części tekstu omówione zostały uwarunkowania kształtowania konkurencyjności regionów w gospodarce globalnej oraz wskazany zakres kompetencji i instrumenty stosowane przez UE na rzecz wzrostu konkurencyjności regionów, z odniesieniem do roli samych regionów w powyższym procesie. Wyniki analizy wskazują, że zakres kompetencji UE w obszarze zarządzania rozwojem regionalnym został określony w Traktacie o Funkcjonowaniu UE, natomiast presja globalnej konkurencyjności ma wpływ na formułowanie strategicznych kierunków działań UE w tym zakresie i podporządkowanie im interwencji Europejski Fundusz Rozowju Regionalnego i Europejski Fundusz Społeczny. Globalizacja kreuje uwarunkowania i wyzwania w zakresie rozwoju gospodarczego regionów. Efektem jej oddziaływania jest redefinicja roli poszczególnych aktorów politycznych w procesach zarządzania rozwojem.
European Union's position towards social investment paradigmIn this paper the author analyses the new social investment paradigm which has been applied by the European Union since several years. The main aim is to present the attitude and activities of the European Commission in order to implement this new paradigm in the member states' social policies. The reasons of establishment the investment paradigm in social development policy are explained. The main elements of the social investment concept as: activisation, productivity, social services orientation, combating social exclusion are described. The economic, social, demographic and cultural changes in Europe during the last twenty years and their impact on new social risks development are considered. The article also contains the characteristics of two case studies of social investment which has been implemented in the selected European countries. The first one is the "Big Society Capital" and the second is ASOS Programme. At the end of the paper the author discusses the main critical points which refer to the social investment paradigm and arouse controversy among scholars.
The aim of this paper is to seek a theoretical framework for explaining the sources of legitimacy of EU political power. The research problem concerns the establishing of the sources of legitimacy of the EU political system, depending on the implemented theories of European integration. The research process uses selected theories of European integration: intergovernmental theory, neo-functionalism and constructivism, which point to diverse sources of legitimacy of supranational political power. These include: the will and interests of sovereign states, the high efficiency and effectiveness of supranational political power in achieving the goals of various interest groups, and social norms and values. The analysis carried out enabled a positive verification of the research hypothesis on the diverse origins of the legitimacy of EU supranational power, justified within the framework of selected theories of European integration.
The main aim of this paper is to present the impact which the Government Program for Social Participation of Senior Citizens (in Polish: Rządowy Program na rzecz Aktywności Społecznej Osób Starszych; ASOS) for the years 2014-2020 had on the social activation of the elderly in Poland, based on a case study of one project. The first part of the article presents a justification for research concerning the activation of the elderly in Poland. Next, the paper discusses the main objective of ASOS, as well as its significance as the first national-level public intervention for social activation of the elderly in Poland. Then, the effects of ASOS on the social activation of the elderly are analyzed. The analysis is based on a qualitative approach to impact evaluation of the Active Regardless of Age project, which was co-financed by ASOS. Finally, the authors identify a list of various types of outcomes achieved by the project which apply to social activation of the elderly. Moreover, the issue of generalizing the project findings for the entire ASOS is discussed. Finally, the paper presents research results of the Innovative Social Investment: Strengthening Communities in Europe (InnoSI) project funded under the Horizon 2020 Program. ; Celem głównym artykułu jest analiza wpływu Rządowego Programu na Rzecz Aktywizacji Społecznej Osób Starszych (ASOS) realizowanego w latach 2012-2020 na społeczną aktywizację osób starszych w Polsce, na wybranym przykładzie konkretnego projektu. The Increase of Significance Investment Instruments in Regional Policy of the European Union after 2014 The main objective of this paper is to analyse the increase of significance investment instruments in regional policy of the European Union after 2014. The reasons of this phenomenon have been pointed out in the context of the European Union structural funds. They refer to political interests, economic, social environmental challenges faced by the EU regions under conditions of limitation the EU expenditure on regional development financing. Solutions in the following areas: objectives, priorities and rules of intervention of the structural funds have been presented – those which have an investment dimension. Investment approach is going to be carried on in the next Multiannual Financial Framework after 2020. The paper has been elaborated based on using method of institutional analysis the key EU regional policy legal regulations and existing scientific literature.
Understanding the concepts of innovation in regional governanceThe purpose of this paper is to present the concepts of innovation in regional governance — both their theoretical foundations and empirical dimension. The concepts proposed here are rooted in the public management model, while the idea of regional governance is based on the framework of a multi-level system of making and implementing political decisions. The article analyses definitions of innovation and the process of its implementation. This, in turn, provides a research tool for examining regional governance. The authors present a definition of innovation in public management — a sphere oriented toward meeting common needs of society, as contrasted with the market-oriented private sector. They proceed to pointing out the doctrinal sources of pursuing innovation in public management: theories of democracy, civil society, knowledge, social capital and networks. Finally, they propose a three-part analytical model for examining innovation in regional governance. The study is based on a typical scientific literature review using the following research methods: analysis, synthesis and theoretical modelling.
