Deindustrializing and revitalizing cities in the United States are at a particular crossroads when it comes to the contest over refugees. Do refugees represent opportunity or danger? These cities are in desperate need to stem population and resource loss. However, they are also dealing with local communities that are feeling internally displaced by economic and technological flux. Few U.S. locations provide a more vivid case study of this fight than Metro Detroit, where competing interest groups are waging war over the meaning of the figure of the refugee. This book dives deeply into the discourse on refugees that various institutions in Metro Detroit are producing. The way in which local institutions talk about refugees gives us vital clues as to how they are negotiating competing pressures and how the city overall is negotiating competing imperatives. Indeed, the way various groups talk about refugees in Metro Detroit gives us a crucial glimpse into how U.S. cities are defining and redefining themselves today. The figure of the refugee becomes a slate on which groups with varied interests write their stories, aspirations, and fears. Consequently, we can figure out from local refugee discourses the ongoing question of what it means to be a Metro Detroiter now--and by extension, what it means to be a revitalizing U.S. city at this time

Over the last two decades, it has become clear that Russia insists on its great power status, even at considerable cost. Chasing Greatness provides an interpretive explanation of the tacit rules that shape Russia's great power identity today. Anatoly Reshetnikov argues that this never-ending chase for greatness is a result of how Russia and its predecessors--including the USSR, Russian Empire, Muscovy, and Kievan Rus'--historically interacted with its neighbors to the east, the south, and particularly the west. By analyzing an extensive amount of original source material, including primary sources that have not been previously translated into English, he is able to reconstruct a millennial history of the Russian concepts that express political greatness. He also traces numerous encounters between Russia and the West, as well as Russia's troubled integration into the European society of states in the eighteenth and nineteenth centuries, to show how these concepts have affected Russia's interaction with international society. Despite its substantive historical depth, Chasing Greatness is not a book of history. Rather, it is a synthesizing social science work inspired by the continental tradition of the critical history of modernity. As such, the book is more about the present than about the past. Its main aim is to expose and explain the rich conceptual baggage behind Russia's unceasing great power rhetoric (domestic and international) and how this rhetoric drives the current international crises involving Russia

Seeking a Future for the Past: Space, Power, and Heritage in a Chinese City examines the complexities and changing sociopolitical dynamics of urban renewal in contemporary China. Drawing on ten years of ethnographic fieldwork in the northeastern Chinese city of Qingdao, the book tells the story of the slow, fragmented, and contentious transformation of Dabaodao--an area in the city's former colonial center--from a place of common homes occupied by the urban poor into a showcase of architectural heritage and site for tourism and consumption. The ethnography provides a nuanced account of the diverse experiences and views of a range of groups involved in, shaping, and being shaped by the urban renewal process--local residents, migrant workers, preservationists, planners, and government officials-- and particularly foregrounds the voices and experiences of marginal groups, such as migrants in the city. Unpacking structural reasons for urban developmental impasses, it paints a nuanced local picture of urban governance and political practice in contemporary urban China. Seeking a Future for the Past also weighs the positives and negatives of heritage preservation and scrutinizes the meanings and effects of "preservation" on diverse social actors. By zeroing in on the seemingly contradictory yet coexisting processes of urban stagnation and urban destruction, the book reveals the multifaceted challenges that China faces in reforming its urbanization practices and, ultimately, in managing its urban future

In Europe's recent history, there have been several challenges to the strength of the European Union-Brexit, COVID, financial crises, and global tensions-bringing an increased need to understand the ways that the European Union (EU) could successfully stay together or fall apart. In examining how the European Union has changed since 1993, important puzzles have emerged, including how national government functions are transferred to the EU without reforming the EU, how increased transparency is announced while decisions are approved in informal meetings, and how the effects of the polarizing rise of Euroscepticism can be managed to still promote the formation of solidarity and trust among Europeans. To understand these puzzles, Thomas KoÌ⁸nig introduces a new theory of (supra)national partyism to help explain the causes and consequences of choices made by political leaders for Europe. He uses a game-theoretical perspective to look at how conditions for leaders change through accessions of new members, shocks, and crises, and separates institutional choices into two different games played by office- and policy-seeking political leaders-the interstate summit game and the national game of party competition. Half a century after the Holocaust, on European soil, Bosnian Serbs orchestrated a system of concentration camps where they subjected their Bosniak Muslim and Bosnian Croat neighbors to torture, abuse, and killing. Foreign journalists exposed the horrors of the camps in the summer of 1992, sparking worldwide outrage. This exposure, however, did not stop the mass atrocities. Hikmet Karčić shows that the use of camps and detention facilities has been a ubiquitous practice in countless wars and genocides in order to achieve the wartime objectives of perpetrators. Although camps have been used for different strategic purposes, their essential functions are always the same: to inflict torture and lasting trauma on the victims.Torture, Humiliate, Kill develops the author's collective traumatization theory, which contends that the concentration camps set up by the Bosnian Serb authorities had the primary purpose of inflicting collective trauma on the non-Serb population of Bosnia and Herzegovina. This collective traumatization consisted of excessive use of torture, sexual abuse, humiliation, and killing. The physical and psychological suffering imposed by these methods were seen as a quick and efficient means to establish the Serb "living space." Karčić argues that this trauma was deliberately intended to deter non-Serbs from ever returning to their pre-war homes. The book centers on multiple examples of experiences at concentration camps in four towns operated by Bosnian Serbs during the war: Prijedor, Bijeljina, Višegrad, and Bileća. Chosen according to their political and geographical position, Karčić demonstrates that these camps were used as tools for the ethno-religious genocidal campaign against non-Serbs. "Latin America underwent two major transformations during the 2000s: the widespread election of left-leaning presidents (the so-called left turn) and the diffusion of conditional cash transfer programs (CCTs)--innovative social programs that award regular stipends to poor families on the condition that their children attend school. Combining cross-national quantitative research covering the entire region and in-depth case studies based on field research, Human Capital versus Basic Income: Ideology and Models of Anti-Poverty Programs in Latin America challenges the conventional wisdom that these two transformations were unrelated. In this book, author Fabián A. Borges demonstrates that this ideology greatly influenced both the adoption and design of CCTs. There were two distinct models of CCTs: a "human capital" model based on means-tested targeting and strict enforcement of program conditions, exemplified by the program launched by Mexico's right, and a more universalistic "basic income" model with more permissive enforcement of conditionality, exemplified by Brazil's program under Lula. These two models then spread across the region. Whereas right and center governments, with assistance from international financial institutions, enacted CCTs based on the human capital model, the left, with assistance from Brazil, enacted CCTs based on the basic income model. The existence of two distinct types of CCTs and their relation to ideology is supported by quantitative analyses covering the entire region and in-depth case studies based on field research in three countries. Left-wing governments operate CCTs that cover more people and spend more on those programs than their center or right-wing counterparts. Beyond coverage, a subsequent analysis of the 10 national programs adopted after Lula's embrace of CCTs confirms that program design--evaluated in terms of scope of the target population, strictness of conditionality enforcement, and stipend structure--is shaped by government ideology. This finding is then fleshed out through case studies of the political processes that culminated in the adoption of basic income CCTs by left-wing governments in Argentina and Bolivia and a human capital CCT by a centrist president in Costa Rica."

Contemporary war is as much a quest for decisive technological, organizational, and doctrinal superiority before the fighting starts as it is an effort to destroy enemy militaries during battle. Armed forces that are not actively fighting are instead actively reengineering themselves for success in the next fight and imagining what that next fight may look like. Twenty-First Century Military Innovation outlines the most theoretically important themes in contemporary warfare, especially as these appear in distinctive innovations that signal changes in states' warfighting capacities and their political goals.
