L'Europe de 1993. L'État, l'immigration et la restructuration de l'exclusion

Face à la création d'une Europe unie, cet article identifie deux contradictions fondamentales caractérisant le rôle de l'État dans la régulation de l'immigration vers la Communauté européenne. La première : d'une part, la reproduction encore actuelle de l'idéologie et de la réalité institutionnelle de l'État-nation et, d'autre part, l'incapacité de cet État-nation à effectuer certains changements qui tiennent compte du processus d'immigration et île ses conséquences. La deuxième: d'une part, le discours hégémonique de l'État sur le contrôle de l'immigration et, d'autre part, la capacité réduite de l'État à réaliser un tel contrôle. En conclusion, cet article discute des relations entre processus de nationalisation et processus d'européanisation et traite de la restructuration des processus d'exclusion qui en découle.

Anhand der peripheren Situation Nordirlands im Vereinigten Königreich wird der Prozess der Rassisierung dieser gesellschaftlichen Situation nachgezeichnet. Verschiedene Aspekte der Nationalisierung an den Peripherien Großbritanniens werden behandelt. Ein Konzept der Rassismusanalyse wird entwickelt. Es wird gezeigt, wie in Nordirland die religiösen Unterscheidungsmerkmale naturalisiert und hierarchisiert werden, auch wenn von Katholiken und Protestanten nicht als "Rassen" die Rede ist. Die Naturalisierung des Anderen wird als ein Moment innerhalb einer umfassenden Struktur der politischen Herrschaft und wirtschaftlichen Ausgrenzung verdeutlicht. (prf)
Racism and Nationalism in the United Kingdom: A View from the Periphery
Considers historical aspects of the political economy of nationalization at the periphery of the UK, drawing on a discussion of the literature, particularly Michael Banton's (eg, 1991 [see abstract 91X8195]) work on race relations. It is suggested that the process of nationalization has proceeded by means of historically specific articulations of nationalism & racism that have occurred in both securing English domination in the UK & in reproducing British domination in Africa & India. Recent analyses of the situation in Northern Ireland from a race relations perspective have failed to account for the incompleteness of the process of nationalization in the UK. It is argued that a proper analysis of the situation in Northern Ireland would require several steps: a distinction between the biological characteristics of the human body & the cultural articulation of these characteristics, establishment of the everyday processes of such articulation, & interpretation of the meaning of racism in these processes. It is concluded that the problems endemic to Banton's race relations paradigm can be averted by rejecting the use of race as an analytic category & instead analyzing actual claims made to a distinct origin or history by various social groups in contestation.
