AbstractDrawing on a cost–benefit approach, policy dismantling literature typically examines case studies following omitted and blame‐avoidance strategies, which contrasts with the highly visible dismantling fostered by Bolsonaro's far‐right administration in Brazil. This study examines the mechanisms leading to this active process and places it in the context of major policy changes in several fields (i.e., rural development, land titling, social protection, environment, and protection of indigenous peoples). It shows that dismantling decisions were made incrementally by conservative coalitions that seized upon the economic crisis to consolidate a neoliberal turn; however, this turn was radicalized with the expansion of the conservative alliance and tied together by populist rhetoric. This study sheds light on the politics of policy dismantling and addresses it as a process of democratic backsliding.

It elucidates the interactions of Brazil's state and non-state actors with international bureaucrats, and their role in framing the strategy and recommendations promoted by the UN Food and Agriculture Organization and Portuguese-speaking Community of Countries regarding the challenge of tackling food insecurity. The research builds on semi-structured interviews and a significant number of institutional documents, and combines constructivist international relations theory and sociological approaches to policy transfer/diffusion to explore the circulatory processes of policymaking. Aside from enhancing understanding of the micro-dynamics of framing and diffusion of policy ideas and prescriptions in IOs, the article provides information on the dissemination of policy solutions from the global south towards IOs and subsequently, to other developing countries.

A partir de uma análise das redes transnacionais de ativismo sul-sul, este artigo discute como a oposição à expansão do agronegócio brasileiro toma diferentes formas nos territórios em que se localiza. A campanha contrária ao Programa de Cooperação Triangular para o Desenvolvimento Agrícola das Savanas Tropicais em Moçambique (ProSavana) é tomada como estudo de caso para se examinar e qualificar aspectos tanto simbólicos quanto materiais relacionados ao ativismo transnacional. Argumenta-se que a mobilização contrária ao programa ocorreu, em grande medida, de forma desacoplada dos contextos político-econômicos dos territórios em questão.

The proliferation of export and import of social, economic and policy management models has recently found a new arena: that of South-South relations. Brazil gained wide international recognition during the 2000s for its agricultural modernisation and social policies. The country's domestic moves were especially significant in a context of weak political responses to the worldwide challenges of « fight against poverty ». Global interest in Brazil has strengthened in view of its diplomatic efforts to intensify cooperation, trade and investment with developing countries, especially in Africa. This study aims to understand the content, the process and the political implications of the internationalization of Brazil's rural public policy instruments. The study also intends to broadly analyse the dynamics of power distribution at the international level resulting from the emergence of new actors and new public policy frameworks, taking into account the historical and political distinctiveness of South-South exchanges. We show that the influence of Brazilian actors in the production and the circulation of international norms of rural development has been more effective in producing organisational and normative change within multilateral institutions, such as the FAO, than in the reorientation of policy instruments and institutions in the Global South, and in particular in Mozambique which is our case study. This assumption is grounded in the idea that internationalization of policy instruments is subject to a political process involving actors' networks at multiple levels. For our study, we identify three factors influencing the interactions between Brazilian players and the "receivers" of norms at multilateral and national levels: i) strategies of the actors involved in the redistribution of political resources; ii) changes in the cognitive frame of the ruling coalition; and/or iii) changes to the internal or external context of the political system (opportunity structure).
